Waipahu Driving School

My daughter and my nephew was enrolled in this driving school, they both finished their drivers ed class back in March but a certificate was not issued to them because according to Rizal he will issue the certificate together when they finish their behind the wheel class. My nephew was able to do 1 session of behind the wheel and my daughter did not able to because of the government shut down. We tried to contact him when the State started to open in June to schedule my daughter BTW because my daughter has a scheduled road test in July, he told me to call Monday because he's doing the schedule. Tried to call him back that Monday and he didn't answer at all until this time. Now we found out from DOT that Rizal's license has been suspended since March of 2020 and he continued to instruct students despite his suspension. DOT is advising us to request a refund from him but how can we request a refund when he's not answering the phone? I believed he's still doing business because one of my daughter's friend just paid him last month for a class that she did not attend as of now. I am filing a complaint so he don't rip off more people during this pandemic and I'm hoping that you will be able to help.

On another note, we found out that he issued a certificate to one of his student and when this student went to her road test appt. she can't take her road test because her certificate is not showing in the system, most likely the reason is that this driving school license has been suspended and he's not supposed to be doing business.
