to the issue raised by one of our customers through complaint #[redacted]. The issue is centered on the WMGLD policy of requiring deposits for service. The WMGLD is a municipal utility, owned by its ratepayers and governed under MGL Chapter 164. There are 40 such municipal utilities in Massachusetts. The WMGLD requires a deposit from all customers who do not own their property. We are authorized to do so under MGL Chapter 164, section 58A. (attached) The WMGLD has thousands of customers who have a deposit with us. All deposits accumulate interest as specified in the law. This policy is specified as part of the Terms and Conditions under which we operate and are on file at the Massachusetts Department of Public Utilities. Each customer also receives notice of this policy as part of our new customer information package.
