referenced complaint from Ms*** ***Also please find attached a copy of the Cooper Electric Job Work Order *** which gives all of the details of the work involved with this complaint.Additionally, please reference on our Job Work Order *** in the box starting with the word DIAGNOSTIC that Ms*** *** has signed her name after the statement I HAVE BEEN QUOTED DIAGNOSTIC RATESAlso please note on the bottom of Job Work Order *** the signature of Ms*** *** in the signature box under the statement (I hereby acknowledge the satisfactory completion of the above described work).I would like to start by personally apologizing to Ms*** *** for anything that Cooper Electric has done to prompt this complaint to the Cincinnati Revdex.com.However, I am somewhat perplexed by her complaint because we fixed her electrical problem, and when she complained about the charges for the time we spent in her home we deducted $from the invoiceThis was done even though Ms*** had signed her name to our Job Work Order that signified that she had agreed to our rates and the fact that we charge by the Vhour.On the Revdex.com form for her complaint under the section titled Desired Settlement Ms*** stated "I will like to know, if this practice is legal? Can a company, charge you extra, just to write up a bill or invoice?" The answer to this question is a very simple YESIf you do not believe this please feel free to check with the Attorney General of the State of OhioCooper Electric complies with all consumer laws in the City of Cincinnati, Hamilton County, and the State of Ohio.The bill or invoice is a critically important part of the overall transactionIt forms the basis of the contract between the customer and Cooper ElectricIt becomes a permanent record of what was done on the jobEvery consumer supporter in the market place would advocate for written agreementsIt is obvious that on Time and Material jobs contractors are entitled to charge for the time it takes to complete the bill or invoice.Please keep in mind that even though Cooper Electric was entitled to charge for the time it took to write up the bill or invoice we acquiesced to Ms*** ***'s wishes and deducted $from her charges.Sincerely,Cooper Electric*** *Hyland, President

First of all there was no misunderstanding on our behalfThe point being is that Cooper Electric was made aware of b* *** *** back in Januar* that these meter based boxes were outdated and instead of Cooper Electric installing a new updated meter based box the* choose to install an outdated box after all of our concerns of getting our Electric up to date on ever*thing we had installedMr*** *** the Inspector was quite clear in expressing his concerns about Cooper installing theses meter based boxes and state that he was caught in the middle of all of this confusion with Cooper ElectricHe was aware of this practice from Cooper Electric stating that the* wanted to get rid of all their old inventor* firstThere was no misunderstanding on our behalf at all.Secondl* when *** from Cooper Electric called me on the phone after failing to commit to confirming a time to come back out to our home to show us this updated Meter based box he left a message on m* phone stating he was dropping a an example of the updated meter based box in the back of m* husband truck bedThat was ver* unprofessional and not acceptable to usWe explained to them when getting an estimate of the crimes that had been going on in our neighborhood recentl* and we did not want to be responsible for a missing meter based box when no one was at homeThis is not the wa* *ou do business after pa*ing someone over $5,for a service...We are not satisfied with the response for Cooper Electric and the* must be held accountable and responsible for completing up to da* services with up to date materialsI'm quite sure we paid for an up to date meter based box and received an outdated piece of equipment

installation Cooper Electric has completed for her.Second, attached please find a copy of the FINAL CERTIFICATE of APPROVAL from Inspection Bureau, Incthat is dated 08/26/and authorized by *** ***This is the same electrical inspector who made the Comments to Ms*** about the meter boxDeductive logic and reasoning would conclude that no electrical inspector would ever OK an installation, that he was inspecting, that encompassed or incorporated a material defect.Third, please let me explain the source of Ms***'s confusion where she states "...we had an outdated meter based box..." The meter base that Cooper Electric installed is brand new first class material, and is listed and labeled by Underwriter's LaboratoriesThere is absolutely nothing defective or outdated with the meter base we installed.Unfortunately, the comments made by *** ***, the electrical inspector, have been misinterpretedWhat MrMumfrey was referring to was that meter bases now carry a label that signifies that it is on a Duke Energy approved listThe meter base that Cooper Electric installed is on the Duke Energy approved listHowever, the meter base we installed lacked the presence of the label because it was manufactured before Duke Energy started asking for the labelWhen Duke Energy started the policy of asking for the label the electrical contracting community in the Duke Energy service territory was informed that it would be OK to use meters without the new label until the stock of unlabeled meter bases was used upPlease let me state emphatically that there is absolutely no material difference between the meter base we installed and one with a Duke Energy label on it.In point of fact, in order to prove there was no material difference in labeled and unlabeled meter bases we took samples of both meter bases to the *** residence to demonstrate that there was no material differenceRegrettably, Mrand Mrs*** refused to even look at or compare the two meter bases.Since the labeled and unlabeled meter bases are exactly the same, and Duke Energy has authorized the installation of unlabeled meter bases until existing stocks are used up, there is no benefit to be achieved by replacing the meter baseCooper Electric is therefore declining the desired settlement request to replace the meter base.Respectfully Submitted, *** ** *** electrical Contracting Co
