Last week May I completed my certificate program and notified WOLI per instruction to pay off the balance. Their web tool doesn't work for this instead directing you to call the office. When calling the office "The billing department is not available". I can't get a certificate or transcripts until the balance is paid, I can't pay it myself on their site and I can't reach them over the phone - which means I'm being blocked from what I paid for.

applied monthly to the card on file. Your card was charged, and your payments
are current. I understand you spoke with Lori Appelgate and she is processing
your final payment. Registrar will be shipping your certificate and transcripts
