To whom it may concern, I am replying to a complaint we received.  She applied with us on 01/22/18 and was Approved with a $300 Deposit.  She was required to pay a $150 Administration Fee (Hold Fee) to reserve a unit and take it off the market (once she was notified that her...

application was approved).  We never received this fee (but she kept stating she was bringing it in) and we explained that she would be assigned to an apartment that was on “notice to vacate”, so that this would allow her sometime to bring in her hold fee.  She was never instructed to pay her Deposit or Prorated rent ahead of time, it’s only required on move in day. Unfortunately, the 1st apartment we assigned her to cancelled their notice (and we didn’t have anything else to assign her to).  We notified her of this occurrence and explained we would reassign her to the next available one.  Prior to finding out this resident was going to back out, my assistant (not the manager, I’ve never personally dealt with her) had typed up a lease (she never signed it, nor does the 1st page require a signature) and gave her the 1st page for utility purposes (the Louisville Water Company has been requiring move ins to bring it to them, for whatever reason). The next apartment we assigned her to, was flooded due to all of Louisville flooding and because it was vacate, none of us noticed the water leak until we were preparing it for move in.  Again, she was notified of this and her only question to us was, what kind of compensation would I receive for this inconvenience?  My Assistant explained, that unfortunately when you prelease an apartment, we have no control over what can and will happen.  We apologized but also explained that since she had not actually paid her hold fee as required, that honestly we didn’t have to prepare an apartment for her.   If she had utilities put in her name before she actually moved in, that would not have been something we instructed her to do.  We give them a move in statement, that states before you can take possession of the apartment, you would need to have utilities’ and renters insurance in their name. If she has any utility invoices for one of our apartments, we will reimburse her for this but I have not received any kind of notification, that a utility transfer ever happened. As of today, we haven’t heard from her since about 02/28/18 and were prepared to assign her to another apartment, that she actually agreed to.   At this point, we can only assume she didn’t want to pay the hold fee ($150), which is why she never brought it in and we had no choice but to cancel her application. PS…We are not aware of any contractor being in the hospital or that they were working on an apartment for her, as the current occuupants never moved out, in order for us to begin preparing it for the next resident. Sincerely, [redacted]
