The Waynesboro Area School District has received Complaint *** in regards to a school tax billThis is a follto additional concernsPer discussion with the PA Attorney General's office, we agreed to permit her to pay the tax bills at the face amountNo penalty charges would be attached by the District or J.PH***, our delinquent tax collectorI do not know if this information was forwarded to her by the Office of the Attorney General.In response to receipt of the original bill, I cannot determine if it was receivedIt was mailed to the address listed but we have no way of knowing if it was delivered by the Postal Service and received by the taxpayerWe provide notices on our website and in the local newspapers but have no control over whether or not a particular taxpayer would view either of these areas.The taxpayer states that the occupation listed on the tax bill is incorrectThe information we had available showed that she had an occupational statusShe states that she later became a full-time studentWe would have no way of knowing that unless she supplied us that information, which she did notTo correct the occupation status she needs to connect her locally elected tax collector to make the necessary changeThis needs to be done prior to June when we start the printing of the tax bills or it will show incorrectly for the 2015-tax bill mailing.It was suggested that a robo call be madeWe do not have phone numbers of all the taxpayers in the school district in the tax data base to make that a possibilityThat is why we use print media to deliver this information as an option to attempt to communicate with taxpayersWe will be mailing our 2015-school year taxes during the first week of JulyIf a tax bill is not received during the first week of July the taxpayer should contact the locally elected tax collector to request the tax bill.Your information letter suggest that any information that personally identifies the customerI have complied with this criteria in both letters of responseI would expect the same courtesy in the customer message as my name has been mentioned in the wording.Sincerely,

The Waynesboro Area School District has received Complaint *** in regards to a school tax billThe complainant has requested why the per capita is paid twiceThese are two separate taxes levied by the School Board along with the School Budget adoptionThe taxes are a per capita
tax levied under Act and a per capita tax levied under Section of the Pa School Code of These are common taxes levied by school districts across the state.The second question concerns the occupation tax received which is on the same tax billThis tax is levied on the occupation of the taxpayerThe occupation was verified by the taxpayer when she completed a registration/census form upon registering a student for schoolThe occupation supplied was Division Director at *** *** which is an assisted care facilityThe taxpayer signed the form and returned it to the schoolThe occupation is then assessed in the business office to be recorded on the tax bills sent to taxpayersThe taxpayer claims that a bill was not receivedTax bills are mailed to all taxpayers to be received by July of the tax yearThe tax bill in question was mailed to the address listed on the census form supplied by the taxpayerThis taxpayer also owns a home in the district and was mailed a real estate tax bill to the same addressThe real estate bill was paid on timeUnpaid per capita/occupation tax bills are considered delinquent after the tax collector closes the tax duplicate in December of the tax yearThe District places a notice in the local newspaper and on the District website in December providing information concerning tax bills that have not been paidThe tax collector also sends out a reminder notice bill to taxpayers that have a bill that is not paidThe District has approved the use of a delinquent tax collector for collection of unpaid billsThe delinquent collector adds his costs of collection to the amount owed by the taxpayerOnce we have cleared the tax duplicate the original tax collector cannot accept tax payments for that tax year.
Delinquent tax bills are not submitted to be included on an individual credit reportThe District tax collector properly mailed the tax bill to the address listed by the taxpayerThe taxpayer paid the real estate bill timely that was mailed to the same addressWe cannot account as to why the taxpayer claims to have not received the tax billThe tax bill is due and payable to the District's delinquent tax collectorSincerely,

So the response states that occupation verified - that was the month of registration, since then, I have been a full time student but never verified that with me - inaccurate assumption by school board. If I pd prop. tax bill why would I have not paid a $75 dollar tax? That goes to reason that  IT WAS NOT RECEIVED.....or the prop tx portion would not have been paid either right?! I do not get the news paper and I do not look at the website for the school so I would not have seen my information posted, hense I would never have known - again, no information was supplied to me to even look for this additional bill. No reminder was sent by anyone until collection agency sent the notice it was sent to collections already that was in March first time I was ever notified of this bill, obviously because I filed a fraud case thinking tax seasion it must be fraud......hense nothing was received prior or I would not have filed fraud! Ironic that bill reached me but the original did not. There is too much suspicious info here, but, I have an answer the bill was never sent to my household because I have been raising issues over bus services among other issues with WASD in my area and I have the emails from [redacted] going back all year! - I have been targeted because I question the school board, and decisions they make, this is a good way to collect additional fees and perhaps think I will go away - I feel that this is harassment and I will be filing with the state agencies as necessary - I am not paying this until I have answers! The info in the repsonse is a canned reply and I dispute that the occupation was not validated, it was assumed,  I also will not pay additional fees because the bill was not recieved. There should be better validation of job because mine was assumed - where does one file a change to occupation? I do not feel these answers explain my issue - how will it be corrected for future tax years for those who do not read the paper or look at school website? How would we know? Maybe a robo call, maybe a follow up letter, something, this practice needs to be fixed. I just moved to Waynesboro and am already ready to move, WASD is aweful. [redacted]
