I have reviewed the response made by the business in reference to complaint ID [redacted], and have determined that this proposed action would not resolve my complaint.  
In the [redacted] store response they note that [redacted] (United Parcel Service) and The [redacted] are two entirely different entities.  This fact is not noted any where in the store or the [redacted].  Therefore, the customer assumes no difference.  I only found out that they were not the same after my package was shipped and I decided to double check the billing (after the fact).  Had I known before shipping, I would not have had to pay the additional $45 convenience fee as I would not have used a [redacted] franchise store.  Therefore, it is in effect a bait and switch tactic.  I do appreciate the refund for round up error on the shipping charge.

reference to a complaint filed by [redacted] we offer the following: [redacted] and The [redacted] Store [redacted] are two entirely different entities. The [redacted] Store [redacted] is an independently owned franchise, also known as a 3rd party retailer. At The [redacted] Store [redacted] during our normal course of business, we provide retail shipping services, retail sales of packaging supplies, boxes, office supplies etc. Mr. [redacted] came to our store on January 11, 2018 to ship a camera to [redacted] We processed the shipment through our CMS Software system, shipping [redacted] Delivery with a declared value of $4000.00 [redacted] agreed to the terms of our services and paid The [redacted] Store [redacted] for the transaction. [redacted] came back to the store at a later date with a quote he obtained from the [redacted] for shipping the package directly through [redacted]. This quote was not provided by The [redacted] Store [redacted] but rather by [redacted]. The quote that [redacted] obtained would only be valid if he created his label and provided payment directly to [redacted]. Had [redacted] processed his own shipment via the [redacted], we would gladly have accepted the package from [redacted] at no charge and provided him with proof that it was accepted at our location. In this situation our only responsibility would have been to convey his package to our [redacted] driver. [redacted] would have been the shipper in this situation. As we processed the transaction, we become the shipper of record and we become responsible for processing, insurance, or the handling of any problems with package delivery, insurance claims, etc. As to Mr. [redacted]’s complaint regarding the box size, he purchased a 12” x 12” x 12” box, which by industry standards, indicate that the interior (usable) measurements are 12” x 12” x 12”. We purchase our box from 3 different wholesalers and each of them label the box with the interior measurements of the box. As to the calculations of the dimensions of the outer box measurements, we have determined that he is correct. According to our The [redacted] Store support staff, there has been a change in [redacted] policy and the policy now states to round to the nearest inch rather than to round up to the nearest inch. We sincerely apologize for the inconvenience this has caused [redacted]. The dimensional difference reduces the total shipping from 183.25 to 165.00. We will refund [redacted] $18.25 and mail him his check. In conclusion, Mr. [redacted]’s quote from [redacted] is only valid if processed and paid for directly to United Parcel Service (UPS) Mr. [redacted]’s assertion that we utilized a bait and switch tactic is unfounded as according to industry standards the boxes are labelled with interior (usable) dimensions. Mr. [redacted]’s assertion that dimensions are to be calculated to the nearest inch is correct due to an updated policy that we were not aware of. We will be refunding Mr. [redacted] the difference of $18.25 for the improper dimensional calculations. The check will be sent to him via [redacted] on 01/27/2018.
