We have received the complaint issued by Mr. [redacted]. Mr. [redacted] did bring 4 of his firearms in to receive a loan on 04/07/2016. Will Jewelry and Loan is held to very strict federal and local laws as well as rules and regulations set forth by the ATF in order to maintain our Federal Firearms...

License. The law states that every individual purchasing and or redeeming a firearm from pawn must fill out and pass a background check before the firearm can be released. It is the responsibility of the customer to fill out the form completely and honestly and which time we are required by law to telephone the NICS operations center to give them this information. It is our policy to comply with all state and federal laws.When a customer is denied or delayed on a gun transaction we are not given any specific information as to why they were delayed and/or denied. If a customer has been denied or delayed by NICS we do encourage them to pay the loan to $0.01 to keep them from incurring the interest charges, they aregiven a handout supplied to us by the ATF that will explain the process of the background check and gives the customer a number to call to find out why they were denied. Will Jewelry and Loan does give the customer a sufficient amount of time to find out why they were denied, this can be a number of reason not limited to just felonies. When a customer is denied we are unable by law to transfer the firearm to anyone else until further notification from the ATF.In this instance Mr. [redacted] came in on 09/10/2016 to pay the interest on the guns down to $0.01, he was given the handout and we explained to him that he needed to contact the NICS center via the number in the handout and find out why he was denied. It is the responsibility of the customer to further investigate why they were denied and what has to be done to retrieve the firearm. After not hearing anything from Mr. [redacted] for more than 30 days regarding this situation the loan was defaulted on. It was Mr. [redacted]'s responsibility to contact us and let us know that he had taken action and if the situation had been resolved.We are not in the business to just take customers merchandise we try to work with all of our customers but in  this instance we did not tell Mr. [redacted] that he could not have his guns, the ATF made that decision and we do not have the authority to override them.Sincerely, Colleen M[redacted], President
