Window World of North East Texas

The product is ok and the installers were great. The problem came when the city inspectors stopped by and found that no permit had been pulled for the window installation. The young man installing the windows said the office was responsible for taking care of the permits and he called them immediately to inquire on the status. The office told him that a permit was not required to install windows contradicting the inspectors on the job at that time. I asked the inspectors if the young man installing could continue because the old windows had already been removed and rain was forecast in a few hours. The inspectors allowed the installer to continue due to the weather forecast.
The installer continued to install the windows in the open spaces but failed to have a caulking gun to caulk the exterior edges of the windows. I asked my wife to buy a caulking gun and bring it by the job so the exteriors could be sealed from the elements prior to the rain. The young had been dropped off at this job without a vehicle or the proper tools to finish the job. As the installer was sealing the exterior of the windows two other installers came back from another job and helped him seal the remaining windows in the rain. When the job was done they wanted to collect the remaining 2000.00 on the job and get paper work signed saying the installation was satisfactory. I told the gentlemen that I could pay 1500.00 but not the total amount until a permit was pulled. They called [redacted] in the office to explain the refusal of complete payment. [redacted] then proceeded to tell me that the inspectors had talked to the installer and it was ok on this job but permits were required from now on. I informed her that was not the way the conversation went because I was there present at the time. She then transferred me to [redacted] the owner who proceeded to tell me that it was not their responsibility to pull the permits and it was the homeowners responsibility for all permitting. He also said that he had talked to the inspectors and they said it was ok this time but permits would be required for all future jobs. After the conversation with [redacted] I called the inspector on the speakerphone in front of the three installers and asked who was responsible for the permits with his reply that the person doing the work was responsible for pulling the required permits not the homeowner. I also asked if [redacted] had spoken with him about this job in which his response was NO he had not heard from anyone at Window World Of Tyler. I thanked the inspector for his time and disconnected the call at which time I told the installers that someone was not telling the truth. I offered once again to pay 1500.00 for a partial payment but I could not make full payment until a permit was pulled. The installers at this time said no payment was necessary until the problem was solved. [redacted] called me shortly after the installers left and said he was on the way pull a permit and wanted full payment. I informed him that I was on another job but to call me when he had the permit and I would meet him. [redacted] called and we met at the Window World of Tyler job site where I gave him a check for the remaining 2000.00. He then wanted an additional 50.00 for the permit fee. I told him that I knew he was charged double for the permit and I didn't think I should have to pay 50.00. I agreed to pay 25.00 for the original permit fee and he then told me he had to pay an additional 50.00 for a registration fee. We parted ways in the rain on Election day. Any contractor advertising as much as Window World of Tyler should know the permitting and inspection process in area that they work. I am a construction contractor myself very familiar with permits and inspections. I will not recommend this business to anyone.
