Hi Cindy, Attached are the documents we talked about in regards to the complaint brought to your attention by [redacted] We have submitted the Business Profile to our corporate office in Atlanta, GA to be completed and will be resubmitted back to you Citation# [redacted] Dated: 7/24/ Time: 7:53pm (shown on copy of citation) The Attached documents include: 1.) The photo that was taken of the Manual Paybox by our parking enforcement officer(Slot # [redacted] nor surrounding slots show any form of payment) The title of photo document is time stamped 2.) A print out of the citation from our Citation Portal and where it stands today -I had removed the late fee of $that had accumulated during the appeal process on 8/19/ 2.) The appeal letter sent to us by [redacted] for the citation, with a copy of the actual citation he received **The appeal was received 7/31/and was denied 8/19/14, and our system automatically sends the response via email through our citation portal to notify the individual of the appeal decisionI then also removed the $late fee that had accumulated during the appeal process because the time span of the appeal process was not the parker’s responsibilityTherefore, when the appeal was finalized and the late fee waived, the citation showed a balance of $being owed Please feel free to contact me if you have any further questions regarding this matter Thank you so much [redacted] Assistant Manager

In response to Mr. *** latest reply, there are different types of payment methods at the lot in which he utilized
Option1.) There is a manual Paybox (cash only- payment made my insertion of bills into matching space number-(number on box to number on parking space))
Option 2.) There is an Automated ‘Paystation’ that accepts Cash, & Credit Cards: Visa, MasterCard, Discover, and American Express (receipt is printed) this Paystation is located right beside the manual Paybox
Option 3.) Also, there is a sign posted with a Zone# to be able to utilize the ParkMobile App (download is free) and parkers use that to pay by credit cards as well
Mr. *** claims to have had chosen the payment method that does not give receipt, but payment is verified by our parking enforcement officers by unlocking the back of the Paybox, taking the photo of the back and logging which slots are paid for at that timeThen he proceeds to walk through the lot matching the spaces with paymentsIf there is a vehicle in a space that is not paid for and is not a monthly parker with a permit displayed, a citation is issuedThe enforcement officers do not have access to the cash, they only clear the box once all revenue is logged on their Daily Lot Report(definition of ‘clearing the box’ is pulling a lever that drops the cash into the bottom)

I have reviewed the response made by the business in reference to complaint ID***, and have determined that this does not resolve my complaint.
As stated in my original appeal letter to Lanier Parking (see attached), two of us witnessed the parking fee being put into the correct slot of their parking boxIt would certainly be convenient if they would provide a receipt for parking fee payments but unfortunately they continue to use a primitive method to collect parking fees

To whom it may concern,
size="2">            Please see the (3) attachments to provide clarification
of our operations here at Lanier Parking, [redacted], SC. Ms. [redacted] has been
issued 5 citations during her time of utilizing the lot in which we manage as
private property for [redacted] Church (we code this
location as ‘[redacted] Street- Small lot).  One of the attachments will show a list of the
5 citations that Ms. [redacted] has received (3 of which have balances). The 2
citations that she mentions in this claim, you will see the attachment titled “Email
to Ms. [redacted] 3.27.2015”- in this email I explained the that payment for
daily parking must be made before leaving the vehicle parked on the lot; the
signage on the property states “pay in advance”. With Ms. [redacted] being a
regular daily parker she is aware of this regulation, and she seems to disregard
it at times. We have an enforcement team that audits each lot daily, and
monitors daily parkers. Once they begin this particular lot, they pull the
report via ParkMobile (free downloadable app for daily parkers to pay for
parking.  It is $5.00 to park all day
with ParkMobile’s fee of $0.35 added) Once they pull this report, it shows the
space numbers that have been paid for. If a vehicle is found in a space without
a decal to show they are a monthly parker, or payment has not been made through
the ParkMobile App, nor the manual Cash-box (accepts cash only), a citation is
issued for “Failure to Pay”; this fee is $15.00 and increases 7 days after no
payment to $25.00, and then increases once more to $50.00 if payment has not
been paid after 14 days of receiving the citation.
Ms. [redacted] neglected
her citations, the fees accumulated and she only contacted us on Thursday,
March 26th, 2015 to dispute and spoke with another Lanier office
employee.
Also along with the
email I personally sent her on Friday March 27th, I attached on the
email the 2 Parkmobile reports that states the times in which her payments were
made for parking, so that she may understand that if payment is not made before
leaving the vehicle parked on the lot, a citation will be issued.  She had made each payment long after citation
was received. (i.e. Citation #[redacted] was issued at 10:56am and a payment was
not made for this day until 12:47pm.)
Our Enforcement team
does not assume that payment will be made eventually, and they know to only
issue citations to vehicles that have failed to pay to be on private property.
 In the email sent by my
General Manager, [redacted], she informs Ms. [redacted] again of our procedures
and that we are meeting all rules set forth by city ordinances.
Unfortunately due to Ms.
[redacted]’ negligence to the citations the fees did grow and are now at max
amount due. We have adjusted the balances for the two days that she did make a
Parkmobile transaction of $5.35, so therefore the 2 $50.00 citations are now
$44.65 each.
 She currently has a
balance due of $139.30 in parking fees. (that include citations [redacted] [redacted]: $44.65 + $44.65 +$50.00) Citation #[redacted] was received
on 10/29/2014 for Failure to pay and there was no payment made on ParkMobile,
her appeal was then denied and payment is still currently due.
At this time, Ms.
[redacted] has been notified that until her parking fees have been resolved, consent
to utilize Lanier managed lots will not be permitted, and will result in towing
of the vehicle if found on the private property.
