Review: Contractor (Owner of Winfield Enterprises)did some work for us. The owner, Mr. Donald M. Richardelli, paid Prince William County a check for the amount of $243.00 ( His check number 1013) for permits. The check was returned by the County for $35.00, making the total he owed the county $278.00.We get a letter dated April 12, 2013, telling us, the amount of $278.00 is to be paid by May 12, 2013, and that the permit has been suspended and the final inspection reversed. I went and paid the $278.00 on May 10, 2013. I contacted Mr. Richardelli on May 1st and he said he would take care of it. I contacted the County on 5/3 and on 5/8 and they told me the balance had not been paid. Mr. Richardelli told me that a check was mailed to the County, and I gave it a week until May 8, 2013 and called Mr. Richardelli and he said that the check came back because he had the wrong address and would stop by their and pay it in Thursday May 9. I told Mr. Richardelli it needs to be paid ASAP. I called the County again the afternoon of May 9th and still no payment from Mr. Richardelli, so I went on the 10th to pay for his returned check. I spent over $3800 on Mr. Richardelli's services and this is his expense and I expect to get my $278.00 back, and I am filing with PWC small claims Court later this afternoon and DPOR as well. His DPOR Contractors License is: 2705033912.Thank you,Mark MoenDesired Settlement: He pays me back the $278.00 he owes me ASAP.

RE: Winfield Enterprises Ltd; File #[redacted]

Dear Ms. [redacted]:

It has come to my attention that a Mr. [redacted] of [redacted], VA, has filed a complaint against Winfield Enterprises Ltd and its “owner” [redacted] for not making good on a check bounced to [redacted] County.

I would like to bring the following to your attention:

1. Mr. [redacted] is not an employee, officer or owner of Winfield Enterprises Ltd, and never has been.

2. Apparently Mr. [redacted] has done work for Mr. [redacted] in the name of Winfield Enterprises Ltd without the knowledge or consent of me, president and sole stockholder of Winfield. The invoice copy Mr. [redacted] presented to me has neither a Winfield address or phone number.

3. Checks paid by Mr. [redacted] (he told me he does not remember for sure, but thinks) were made out to [redacted] and possibly Mr. [redacted], and possibly Winfield. I was not aware of those checks, and Winfield did not receive any of them.

When I spoke to Mr. [redacted] Last Friday, he was going to try to provide me with copies of cancelled checks, and anything else between he and Mr. [redacted] that might be of help. In an email Sunday evening, Mr. [redacted] had apparently had a change of heart and decided an attempt to exhort money from me was a better option.

I know Mr. [redacted], and he has done work with me. However, he has never had authority to represent himself as me or my company, and he has never had authority to handle any funds on behalf of Winfield.

Thank you.

Response:

I have reviewed the offer made by the business in reference to complaint ID [redacted], and have determined that this proposed action would not resolve my complaint. For your reference, details of the offer I reviewed appear below.

[Provide details of why you are not satisfied with this resolution.]

Regards,

The owner of Winfiled Enterprises, is ultimately responsible for any actions that fall under his license or business. [redacted], was acting on behalf of Winfield Enterprises, and had the permission from Mr. [redacted] to use his license. That is why mr. [redacted] is responsible for the money that is owed to my family. I never tried to extort any funds from [redacted], I tried to settle this out of court and I am now pusruing this case full speed now and expect [redacted] will be revoking Winfield Enterprises License and [redacted] will be facing criminal charges from us.

I did not provide [redacted] any copies of voided checks or anything like that because of the slimeball partner ([redacted]), is such a con artist, we didn't want it to fall in his hands, he is a liar and a crook.

[redacted], just needs to own up for what [redacted] did, and learn a lesson from this, dont loan your license out to slimeballs and liars.

The guy who posted this is a lier. He is not telling the hole story. Don't believe what he is saying. He was arrested resulting the first contractor to try to do to work for him his checks were no good his 410 and suffer dearly through the process of this whole matter don't believe anything this man says
