Dear *** ***,In response to the statement from MrWise. The original estimate was given to me on 3/23/It was for a amp service upgrade including all services for $1,MrWise did not mention any additional monies until he was working at my house and had turned off the electricHe approached me not once but twice telling me there were additional expenses he had not figured into his estimate and he needed more money from me to cover his costsHis estimate got him the job and was understood to include what would be needed to turn off my service, upgrade it, move it and turn my service on again with all necessary permits and inspectionsHis Contractors Certificate of Registration #*** has a date of 3/24/It was issued by Lower Providence Township.MrWise has claimed that while doing the job he found out about a recent change from *** the electric supplier which forced him to move the meterThat is the first time I heard that story from him so today I called *** to verify his statementI spoke to the Department that processes all new meter requests and was informed that *** doesn't have that requirement in placeOnly inside meters have to be moved to the outside wall of the building that it is meteringMy meter is an outside meter and remains an outside meterMrWise changes things as he goes alongWhat *** does require is notification when a meter is going to be moved which *** never received from MrWiseThe *** representative also informed me that *** did not have any record on file notifying them that MrWise was intending to move the meter, had moved it or that the meter had been inspected after it was movedThey informed me that if MrWise did not notify them so they could send out their own inspector then a third party inspector should have notified them that the meter had been moved inspected and approved*** has never been notifiedI was also told that if the new outside meter would have been inspected there would have been a sticker placed on the meter box identifying the inspectorI looked for a sticker while the *** representative held on the phone but could not find a StickerNothing stating that any type of inspection had been done and once again *** confirmed they had no record of the planned relocation of my electric meter, nothing about my meter having been moved or inspectedNot only is MrWise not telling the truth about *** requiring meters be moved from the back of homes which the representative told me is not required by ***, but there is further confirmation of my claim that he changes his story back and forth as he goes along. In getting back to the original complaint about being over charged; if moving the meter was not originally part of his estimate then why didn't I get a second estimate when he had almost a full month to do to produce a second estimate prior to him showing up at my house and starting the upgradeHe did not finish the upgrade until April 21, That additional money was never part of the estimateHis original estimate got him the jobThe disconnect he referred is part of what was understood to be necessary and part of the jobI had compared his estimate to what other electricians wanted for the same workHis was slightly less than the other estimatesWhen he made up the additional charges his estimate ended up being more than all but one of the other estimatesThe additional expenses he referenced were made upExample: *** forcing electricians to move electric metersOnce he started working on my service he realized I was alone and he took advantage of me and figured I would have no alternative but to pay the extra chargesFirst he started with $and then he asked for an additional $What was l to do? The job was not complete the house was torn up and I did not have electricityI did not have an electrician I could call to finish the job if he left without finishing itI also needed to be able to call him if there were problems with the serviceI am a woman on my ownI had no options but to try to stay positive and hope that the $would be the end of his demands for more moneyAs he continued his work I grew more concerned about him coming up with more charges and then unfortunately the quality of his work came into questionI felt trapped with no way outAll I could do was hope for the best, with a sinking feeling growing in the pit of my stomachAt one point I remember watching him pound a metal rod into the groundHe kept stopping and complaining about how hard it was to pound the rod into the groundHe would take a break work on something else and then go back to the rodFinally he said it wasn't moving and he stated that he was not really sure howfar down the rod was but I do remember him saying there was so real reason for it anyway and he cut off the rod at the ground levelI didn't feel comfortable watching him because I was afraid of what else was going to see him do that didn't seem rightSince then I have had my driveway resurfaced and found out afterward that what he cut off was a ground rod and it is very importantThat is another example of the shoddy work I was stuck withI have since been told that the rod should have been about eight feet down so your guess is as good as mine if my home is safe or notI should also note that in his final invoice MrWise removed all reference to rods.I have spoked to neighbors about their experience when they got their electric service upgraded and have been told their electricians automatically reviewed the branch circuits and balancing the load is all part of the upgrade if the job is to be done the right and safe wayThey never had to question their electricians because the job had been done correctlyI was told it was understood to be part of the job and none of them had any complaintsYou are paying to upgrade your service, not just to hang up a new panel and play dumb.I did not have electrical problems until MrWise worked on my amp service upgradeI have lived in my home for over twenty years without any problemsJust a few days after he completed his work on my service an Outside Light (not an outlet) that would not turn onI used my back porch light every night and it worked fine before he worked on my serviceHe actually came back and while he was fixing it he specifically said it had not been reconnected correctlyIt was not a problem with the switchIt was in the box.....trust me this man never did anything for freeLater on more and more problems became apparent but I no longer trusted MrWise or his workI did not want him inside my house again. If outlets were not part of the original job then why is he worried about me having them worked on or if they are not working now? Seriously, I should have called the township instead of calling himAny work have had done since his work has been done correctlyTheir work is not the issue here, their work was completed and their price did not get changedI was treated with respect and have not had to deal with a contractor lying to me, screaming at me because I expected him to correctly complete the job he was hired to do and pushing up the price and making up expenses as he went along.A few days after MrWise was finished an inspector came to the house and while he was there he told me point blank that he was not satisfied with MrWise's workHe said he was not comfortable approving itI did not know what to do since I had paid for the work and I had paid for his inspectionI just listened and said I did not know what to sayHe placed a sticker on the circuit box in my laundry room and leftI did not hear anything more about it until received the notice from my township.I had to speak with MrWise on more than one occasion over the yearsOne such occasion was after had received a notice from my township stating there was no record of a third party final inspection of his workOnce again we are back to the third party inspector and lack of paper workThat notice from the township was dated January 19, How many years after his work did that problem appear? This is another example of how MrWise is not telling the truth about me speaking with him and how he changes the story as he goes along by stating that we never spokeHe stated we did not speak for six yearsHere is written profthat we had spoken to each otherOnce again I had to call MrWise about a problem and he said he would take care of the notice and at that time once again I asked him to fix the trim that he took down and put his wire back on top of the trim and he promised he would swing by but he never didI did not hear back from the township again and I am not sure how it was resolved.MrWise is also not telling the truth when he says there was no aluminum capping/trim covering the peaks on my houseWhy would he use the word missing if he had not seen it there to begin with? All the trim leading up to the peak of my roof was covered with aluminum siding to protect the woodThis was installed years before MrWise worked on my electric serviceHe removed the trim work/capping and did not replace itHe needed to put back the piece he had taken downIf he had destroyed it then it was his responsibility to replace it before connecting the large lead wire to the uncovered woodHe used the other contractor as a way to get around itI mentioned that in my original complaint that MrWise confirmed by acknowledging that he did bring a contractor friend into the situation but as I stated he used that person as a way out of fixing what he knew he had messed up.Please let me take an opportunity to explain my dilemma with the replacement of the trim after MrWise had removed itWhen I asked construction crews about fixing this problem and ask for a price none of crews were comfortable working with the high voltage wire that MrWise had attached to the bare woodI do not know if they were allowed to do that type of work or notEach time I was told they would not work with high voltage wires because they were afraid or not comfortableI did not push them because I respected their level of fearApparently MrWises' friend doesn't have a fear of high voltage wires but then I have no way of knowing because I didn't hire his friendWas that a ploy to try to force me to hire his friend? .MrWise brought up the phone call when I told him his work was substandard and I was tired of him lying to me about replacing the outside trim workHe had been ignoring my callsIt wasn't phone tag he wasn't calling me backWhen we did finally speak he was annoyed because he realized that I was not going to stop asking him to replace the trim work that he had taken downHe got defensive when I told him I was tired of the run around he had been putting me through he got ignorant and told me he was doing me a favor by just answering my callHe didn't owe me anythingI told him what I thought of his dishonesty and his quality of work and when I threatened to expose him by telling my family, friends andneighbor's the truth about what he was putting me through, his sloppy work and his ethics he got angryWhen I pushed back I gave him what he thought was a way out of the phone calls and feeling guilty for not doing the right thingIn his mind I gave him a way out and he took itHe screamed at me, told me to never call him again and hung upHe thought he had scared me enough to make me stay awayAfter all I am a woman all alone what could I do?I kept MrWises' information and have supplied you copies of his information because what he did to me was criminalReferencing MrWises' request that I supply him with copies of the work I have paid for is not something I am willing to doI do not have to answer to MrWise concerning the repairs needed to correct the mess he left behindIt is not his business who I hired or what I paidHe is only trying to find out which one of his business associates rated his work and found it substandardHe needs to be aware of the fact that his work will follow himWhy wouldn't an electrician process all necessary paper work? He wants to bring up the third party inspectorWhy did that inspector complain about his work and then not send in the final paper work with the Township or ***Why would new charges be acceptable or necessary when he had a month between his estimate and starting the work? With reference to the missing trim (capping) on my houseWhy would three edges of a house be covered in aluminum and not the forth when there are four angled edges forming the peaksThe edges had been covered to protect the wood trimming leading to the peaks from water damageIt is not my part of my roofIt doesn't take a roofer to do thisHe took it down and he isn't a rooferHe should have put it back ?p before screwing in the clamps holding his lead wire into the unprotected wood.MrWise should be held accountableNow I have to deal with *** and a meter that was never inspected thanks to MrWise and his substandard work

On 6/5/2015 I was in a motor vehicle accident. I have been recuperating and was not able to respond. I am still not able to work on my computer for longer than a few minutes at a time. I have scanned documentation to substantiate my claim. Please reopen this case so that I can refute the false information Mr. Wise conveyed back to your organization about this situation. Sincerely, Yours [redacted]

June 9, 2015Dear [redacted],In response to the complaint received against our business from [redacted] I offer the following explanation:A proposal dated 3/23/2009 was given to [redacted] for $1,675.00 based on upgrading her service to 200 amp. However, before the job was started it was...

determined that a disconnect would be needed which resulted in the increase of an additional $325 for a total due of $2,000. She was home at time and I spoke to her directly about the need for a disconnect and advised her of the additional fee of $325 of which she agreed too. She paid me upon completion on 4/21/2009 without hesitation or refusal. The disconnect was needed due to a recent change from the electric provider ([redacted]) that says an electric meter can no longer be on the rear of the house and therefore was relocated to the side of the house. The National Electric code also says that if the meter is located more than six feet from where the service cable enters the house to the panel then a disconnecting means is necessary. The service was inspected by [redacted] (a third-party underwriter inspection agency) after completion and passed. Township permits were also obtained and the township inspector was satisfied. If there was something done incorrectly, it would not have passed. NOTE that the scope of work that I was paid to do had nothing to do with the inside outlets. I was contracted to install a 200 amp electrical service only. Installing a new service will not correct overloaded branch circuits from tripping and also has nothing to do with balancing loads. The load center does not shut off. The individual branch circuit that is overloaded may be tripping because she has too many things plugged in to it. She called about an outside outlet that wasn’t working. This outlet was wired incorrectly before I was hired and I came back and repaired it free of charge. She is trying to get me to repair non-working outlets throughout her house for free. None of this has anything to do with the work I was hired to do. Again, a new electrical service has nothing to do with non-working outlets. My scope of work does not go past the electrical panel. Please note that I did not, nor did my helper, remove or take down any capping. It was missing from the house prior to the start of the work I was scheduled to do.I am not a roofer and never quoted or advised her that I would do any capping work. I did recommend a contractor who could install new windows and I advised Her that if she hired him for the job, he would also install the capping.Several years had passed after I completed this job when she contacted me. I spoke to her once on the phone and after playing phone tag several times, we finally connected. At that time she threatened to report me to her neighbor who was a judge. I have witnesses that can verify everything above. She called after six years. How do I know what she has done in that time or what handyman she has had working on her house or that these outlets didn’t stop working last month.I request to see copies of the detailed invoices from the licensed contractors (to include their contact information) for the work she states she had done to fix my work.Regards,Robert W
