I rented a house from wj Kellar for a year and a half in that time they let my water get shut off. Did not properly fix anything in the house we lived with mold everywhere and had to call the board of health on them for lack of repairs

Real estate agent [redacted] contacting my Mother about an apt. I might like. My Mom and I looked at the half of duplex, on the same day gave them a check (#[redacted])for a background and credit check for me and my boyfriend. A few days later, [redacted] called to say that we both had passed the background and credit checks and had been accepted to have the apt. She said there was something on the background check for me, but it read never pursued. So that was ok. We set up a date 10/3/2014 for the security deposit to be paid, and first month to be paid at lease signing which was the 10th. Also I was to have all utilities in my name by the time I was to sign the lease. I gave them the security deposit as requested on the 3rd, (money order) and they gave me a "Letter of intent". Between that time and the 10th (lease signing day)appt. at 3:00pm My Mother who was helping me, contacted them to see if they would accept money from the [redacted] whom I wanted to reach out to. All at once I had 650.00 sec. deposit, utility deposits, moving expenses and 650.00 first months rent. This is what the [redacted] is for right? My Mother spoke with [redacted] and asked her if the agency would have a problem accepting money from the [redacted], she said they have in the past but that was when someone couldn't pay and was getting evicted. As soon as she hung up the phone, she told the owner [redacted], that "we were using the [redacted] and they just should not rent to us". At this time [redacted] told [redacted] she is not going to rent to me. I know this because [redacted] is the Real Estate agent that initially contacted us, (a friend of my Mom) and she called my Mother immediately and told her. She also told my Mom that she tried to tell [redacted] that I was not struggling and that I would be a good tenant. [redacted] sent my Mom a text letting her know she has done all she can to convince [redacted] to rent to me. (My Mom has kept all the texting that took place) She also called my Mom and told her to call [redacted] in the morning and leave her a message letting her know that [redacted] was not using [redacted] that she was just inquiring about it". My Mother did that. I already had the [redacted] gas co. put the gas in our name, I applied with [redacted] Light, they did accept my application but told me their process takes a few days. [redacted] water was put in my name. The 10th was on a Fri. I spent all day Thursday, on the phone with the light company urging them to please try to complete the process with my application for it had to be in my name by the time I had to sign my lease. They did it, they had the electric on in my name on Friday the 10th. Around 11:00 am the Real Estate agency called and left us a message stating that they called [redacted] light at 9:00 am and was told there had been no attempt from an [redacted] to have the electric put in her name. This obviously was not true. When my Mother retrieved the message, she called them back immediately only to get [redacted]'s voicemail, she left [redacted] a message telling her the electric was on in [redacted]'s name and that I will be there at 3:00 as scheduled to sign the lease. When my boyfriend and I got there, they sent us away telling us the lease was not prepared and ready, we should call back on Monday to reschedule. When we called back Monday morning we were told 3 different times to call back again and again. At some point someone, I don't even know who called and told me that they changed their mind and decided NOT to rent to me. So after 1300.00 in money orders, paying deposits for utilities, (which I recently received a bill for the gas for $30.00) having the three different utilities put in my name, packing everything I own, they changed their minds. It all boils down to them seeing that my boyfriend and I are black, and when the [redacted] came up they made up their minds they did not want black, lower income people renting from them. When they called my boyfriend's current landlord, they asked the landlord if he ever had to call the police on my boyfriend and also asked the landlord if my boyfriend ever got violent with them. That is it, those were the only two questions. Never asked if he paid his rent or paid on time, or any other relevant questions that would make sense. Now coincidently, I found they did the exact same thing to someone else I know. Once they found out she was black, she was told come get her security deposit, we have changed our mind. This is a clear case of discrimination coming from a Realty Agency located right in the middle of a predominately black neighborhood. I have attached the "Letter of Intent" as well the gas bill that [redacted] (my boyfriend) just received. Text are available upon request because I don't know how else to get them to you. Thank you.Sincerely,[redacted]Desired Settlement: We are being held responsible for a $30.00 gas bill. Which obviously occurred while we were waiting to sign the lease. I explained to the Gas Company ([redacted]) that we never had keys to the apt. They don't care. [redacted] needs to accept responsibility for this bill. I also want them put on the watch list of Unethical Business Practices, and notified of such.

Dear Sir or Madam:This letter is in response to a compliant sent by [redacted]. This compliant is not valid and we did not rent to this tenant and her co- applicant because they did not meet the qualifications. The mother of [redacted] agreed to co-sign for her daughter but then decided not to cosign-when the time came to move forward with the lease.We agreed to rent to this person under the condition that her mother would co-sign for her daughter. Then, the mother decided not to co -sign, but we decided to make an exception, It seemed odd that her own mother chose not to sign for her daughter who was in such a dire situation. But, we made an exception because the mother was a coworker of the employee of this office [redacted]. Moving forward, [redacted] stated on her application that she received tips in addition to her salary on her application, this was a lie. Once, again, we made a decision to move forward and a second exception.Our company reviewed the application again to determine if [redacted] and her co applicant could afford it without the mother's credit, which is when we found out that [redacted] lied on the application.Our policy is that the tenant(s) have the security deposit and rent at the time of the lease signing. Also, the tenant must put the utilities in their name at the time of the signing. The date of October 7, 2014, was set for a lease signing and the utilities were not in the prospective tenant's name. The lease signing date was scheduled again for October 10, 2014 and still not all of the utilities were put into the tenant's name. This was verified several times with the utility companies and not done at the time of the signing date. We do not make exceptions on these two policies. Finally, I decided as the Broker, to not continue to give them another chance, I personally never met the tenant or her mother and have no idea what "race "they are—nor does it play a factor in the situation. The rules apply to everyone and we don't make exceptions when people do not have a valid cosigner. [redacted], asked if we could "help her friend's daughter" because she needed a place to live. Ironically, she did reside with her mother at the time of this attempt according to her application. She did not have the credit or income to afford the property in question. This situation further enforces the reason we have policies in place.Further, why does this person think that the rules don't apply to her? Did she write letters to the Revdex.com against gas and utility companies when they asked her for 3 deposit to turn on the utilities? Do you think it was because she didn't meet the qualifications? The whole situation was awaste of my employee's time as well as mine. There are plenty of people that can meet qualifications and follow rules—we are busy helping them find places to live.
