The On-Site Manager and I have reviewed this complaint by the resident in Apt. [redacted]. I was aware of the situation before receiving this official complaint.
It struck me a little odd that he/they would choose to break their Apartment Lease Contract so soon after moving in instead of trying to...

keep their music down or perhaps move their stereo system to a different wall to cut down on the sound between his and his neighbor's wall in Apt. [redacted].
Woodwillow Townhomes is a multi-family property. There are apartment units on both sides of his apartment. Things always work best in this kind of community when residents consider and respect their neighbors. We received two complaints from his neighbor in Apt. [redacted] before issuing him an official Lease Violation Notice. I was walking the property last Tuesday, March 11 at around 11 AM. Although I couldn't hear loud music outside, I could hear the steady boom boom of a bass sound, which seemed to be coming from Apt. [redacted] on the wall directly beside the resident next door in Apt. [redacted]. Our Community Policies designate the Quiet Time from 11 PM to 7 AM, but I can see where this steady, continuous bass noise would be difficult to deal with at any hour of the day if I lived in Apt. [redacted]. This resident never complained about noise with the previous residents in [redacted], who were coming and going at all different hours of the day.
The resident(s) in [redacted] are choosing to break their Apartment Lease Contract. When a resident breaks his lease contract, there are ramifications. There is a re-letting fee and rent due on the lease until the unit is rented. Any damages or clean up costs are also assessed.
As far as the Manager not being available during the leasing process, she runs a one-person office. During trips to the bank, supply stores, unit inspections and lunch breaks, the office is closed. She does live on the property and sometimes goes to her apartment for lunch. The Manager did inform me that on several occasions prior to the move in, she left messages with the residents. It seemed that there was some telephone tag going on during the leasing process. This is not uncommon.
The Manager claims she didn't curse at the resident. I've never heard her do this. I would be very surprised for her to do this and we certainly would not condone this sort of thing. She is an experienced manager and has been employed at the property for almost six years. She has always presented herself in a professional manner with all residents. Our On-Site manager deals with all kinds of residents at the property, including students and first-time renters. She does an excellent job of enforcing the lease terms and community policies to make the property a quiet and comfortable place for all the residents. Sometimes when discussing certain matters, she has to be assertive and direct, which isn't always well received.
My understanding is that when the resident in [redacted] showed up to sign his lease documents and move in, he came with a large U-Haul truck that was blocking several parking spaces. Since he would not have access to his apartment, located at the opposite end of the property, for several hours, he was asked to move his truck to the street in the interim so as not to interfere with normal traffic and parking in the already tight resident parking areas.
We have actually received a number of good reviews about Woodwillow and are proud to say it's a nice property, where residents can enjoy quiet comfort in their homes.
We're sorry this resident has decided to move out. We will try hard to lease his apartment for a move in date as soon as possible in order to minimize the amount he will owe on his unit at Woodwillow.
