Before I start with an explanation, I want to add that we go above and beyond for our customers. Our customers being happy and satisfied with our work is extremely important to us.

possible that they do not direct water as efficiently as downspouts.
I did stop by, set up a ladder and examine both of the rain chains. From an installation perspective, the rain chains were installed correctly. I did notice substantial leaves in the cups of the rain chain and cleaned them out. I suspect this may be the problem. For a reference I attached a photo of the clogged rain chain cup from my visit to the jobsite.
My recommended solution to the customer is to keep the rain chains free of debri, install leaf protection on the lower level gutters, or install downspouts instead of rain chains.
The reason for me requesting to have the homeowner not contacting me was due to inappropriate emails on behave of the customer.

The leaves were never the problem. I had asked repeatedly for a company rep to stop out to our home and allow me to show the video of the rain chain and to come up with a solution. The emails were never inappropriate. They irritated the company only due to them trying to blow me off.
Here is my response to the email [redacted] sent me. "Nice picture [redacted], I've also taken one but my picture shows the problem.
So what can you do to put this behind both of us?
Have one of your technician's come to our home and watch the video I took of both the rain chains during a heavy down pour
and see if a solution can be found as to why the water does not flow into the chain as it does on the other side.
There is no way a test can be completed that will accomplish what occurs during a heavy rain and duplicate what has been going on over here.
Your crew figured out in the past what you said could not be done with our gutters and I am very confident they can do the same in this situation given the opportunity.
A time and day will need to be coordinated so that I will be to show them the problem.

After inspecting the rain chain, I am confident it is installed correctly.
Upon the inspection, I did notice some leaves in the opening. This may have led to some water not being sent straight down. It's important to remember that rain chains do not direct water as perfectly as downspouts do.
We have recommended that the client either install downspouts in place of the rain chains, or install a gutter protection system over the rain chain gutters to prevent leaves from keeping the system from working properly.
We are sorry that the rain chains are not working as you thought they would. We try our best to explain all products to our customers carefully and thoroughly.
