I am rejecting this response because: The resort is using the excuse that there is a cancellation policy. Fact is, I was not looking to cancel, but to move my vacation to a safer location in the United States, and that was denied. Also, I don't remember the 60 day cancellation in the original bylaws. I would like to have them provide a copy of those original documents.  WIVC is licensed as a resort in Cancun, but is under the jurisdiction, as a business, in California. They have an obligation (if they're going to continue to be licensed, to do all they can to safeguard it's members, and if not acceptable to the member to offer an alternative, which they refused. The club "owns" the resort, and as such carry fiduciary responsibility to it's members, it can't escape that.
By not exchanging locations, the club showed total disregard for it's members concerns, or safety.

When Mr. [redacted] joined the club, a 60-day cancellation policy was in place, as it is today,...

with the exception that the cancellation fee has increased over the years. According to the Club's bylaws, the board of directors has the right to implement or increase fees as it sees fit.With respect to security, the Club cannot guarantee anyone's security. Nevertheless, the Coral Mar is equipped with web cameras, a security guard is on duty every night, well-trained front desk personnel is in place, and recently we installed a security gate — which I might add is a work of art. Additionally, the units have safety deposit boxes. Furthermore, the average yearly occupancy rate for Coral Mar is 80% and incident reports are less than 1%. WIVC is a non-profit corporation, floating time, multi-destination membership timeshare club with resorts in Acapulco, Cancun, Puerto Vallarta, Rosarito Beach, California, Colorado, Florida and Spain. Additionally, the Club is affiliated with three exchange companies — Interval International, Resort Condominiums International and Dial An Exchange. The Club also has a direct exchange program in place. - In reviewing emails between Mr. [redacted] and our reservations department, I see that our reservationist strictly followed the 60-day cancellation policy. When a reservation is cancelled with less than 30 days' notice, it is too short for the Club to use that week. Also, the week Mr, [redacted] is using for Cancun will expire if not used. Mr. [redacted] is a longtime member and over the years has enjoyed many vacations at the Club's various resorts in Mexico, Florida and Spain.
