Dear *** ***,We received your letter regarding the complaint that you received from our customer, identified by your service(s) as Complaint #***We are under the impression that this conflict has been resolvedTo begin, the Customer pleaded for us to do an inspection at a discounted rate, which it's protocol and exercise is well understood by my company of affiliationThe WSSC concurred, after two or more visits to the property that our craftsmanship is within code standards for our industry and separate in nature and scope is our inspectionperformances and requirements to what the WSSC providesWe understand that the WSSC is new to these inspections this yearApart from the difficulty that the customer has with the understanding of her contract and the mentioned newness that the WSSC has to the arena of Code Standards, it is our position that we did nothing out of character to warrant the complaint We completed the work within short duration of report of failed inspection or at customers request to watt until the home purchase was completedWe understand that the work completed per the contract, which includes oniy the Chimney Structure and Fiue ventilation materials} within this structure, and the work completed to the ventilation plumbing of a water heater that was installed after the contracted work was completed and was provided without charge as a courtesy; that all work was completed has been concurred by the WSSC to be within the code of standardsTo wit, all has passed inspection-Inspection # ***.As to the nature of the relating with our customer: We were informed of a failed inspectionWithin the short-time or the customers desired time schedule, and outside of our contract,, we did however perform work to resolve the personal conflict the customer has with the scope of work, the challenges in the home which we deem are separate from the contract, and challenges that aforementioned customer has had with understanding the nature being outside of the agreement and how construction grades are operatedThe customer continued to have difficulty with the explanation as to why an inspection is required and that this was not included in the scope of the work which was agreed uponThis is an inspection which is provided by the fully accredited, licensed, and liable Limited Liable Company of which I am representing in the responseThe WSSC passed all of the work within the scope of our contracted work and inspection number Is ***Further, agreement was met by email and verbally to pay the inspection fee before the arriving of a/ inspector and technician on the date of inspection, September 2014, and a total price for repairs was also agreed upon to not include the negotiated $inspection fee{redux from 9S-$125).Will you please contact me if there is anything else that I can do for you? I am rejecting this response because:
While the codes have been met, there is still an outstanding dispute regarding the last payment that was an overcharge. XL Services is refusing to refund me the difference between the agreed price and the charged amount. I have the original signed document with amount agreed on, email chains, and my bank statement to prove it.
When I tried to talk to Joseph at XL Services, he hang up on me. This business practice (charging more than agreed on and then ignoring the client) is unacceptable and I will follow the legal steps if necessary. The only reason XL Services was able to do so, because they held onto my credit card information.
I did NOT authorize the payment, however. For one, the last payment of three was supposed to happen once inspection is passed. That was not the case. And I did NOT authorize that. Secondly, the incorrect amount was charged which I also did NOT authorize.
I expect XL Services to send my refund to:

Review: XL Services LLC has re-lined and re-built my chimney. The inspection shows the lining to be NOT up to code and needs to be changed. They charged my card without authorization (I said I would authorize the payment when if passes the inspection). They also overcharged me (not what was agreed upon). They refuse to talk to me.Desired Settlement: I either expect them to come and fix things to be up to code (with the inspector present) and passing inspection or I expect a full refund so I can hire someone who will do the work.
