Horrible website. Half the time I attempt to log in it doesn't work.

I use Xpress Bill Pay to pay my city utilities in Cody, WY. On 2/23/18, an e-mail was sent stating that my scheduled automatic payment was (correctly) scheduled for 3/8/18. Immediately, with that e-mail, I got an e-mail stating that my automatic payment had been successfully debited from my checking account (14 days before it should have been debited). I called the City of Cody on 2/26/18 (when I checked the last several days of e-mails), they suggested that I call Xpress Bill Pay for a resolution. Called Xpress Bill Pay also on 2/26/18, they had no idea that this had even happened. They thought maybe a computer glitch, but were going to look into it and get back in touch with me. I never heard anything back so finally today on 2/27/18, when my checking account had the amount pending from my account, I finally had to make a stop payment at 13:30 so my account would not be debited 14 days before it should have been. The fee to do this was $20. My bank informed me that I was not the only one this happened to today, I was at least the 3rd customer that did a stop payment today to Xpress Bill Pay. I went to the City of Cody and spoke with another employee who was unaware that anything was wrong. They were going to contact Xpress Bill Pay as they could see the error in their computer system. As I left the City offices, I called Xpress Bill Pay to find a resolution. I talked with the same person that I had the day before, and she stated that she was going to call me back but "couldn't find" my phone number, even though it is in my account information. They stated that their computer system had done an upgrade and that all automatic payments had been taken out incorrectly. They stated that the only option was to wait up to 5 days for the money to be put back in my account. They stated that they were not able to refund my $20 stop payment fee since it was "customer initiated." I am able to wait 5 days to have almost $200 put back into my account due to their error as other bills would be debiting.
