My puppy was injured while being groomed and needed emergency vet care. Owner refuses to pay for vet bill despite being responsible

I brought my 2yr old maltipoo to Yuppy Puppy off of *** to be groomed on 7/24/2020. I have had her groomed consistently for the past year and a half. The last thing that you ever want to hear after dropping your puppy off at the groomer is that they accidentally injured her and that they recommend that she is seen by a vet. After picking up my baby and bringing her to her vet, they rush her to the back because she is still bleeding, needs stitches or staples, pain medicine and antibiotics. She had two lacerations on both of her back legs. The staff at Yuppy Puppy stated TWICE that they would cover her vet bill (first time when they called me to tell me she was injured, second time was when I picked her up.) When my vet called to ask them for their payment information, the owner gets on the phone and is EXTREMELY rude and unprofessional with my vet, stating that I signed a paper that if they injured my dog, that they weren't responsible. I told them that I never signed anything. The vet told them that Yuppy Puppy is responsible for the bill. The owner then starts yelling at my vet, telling them that they are calling animal control on me and that the vet is not allowed to release her back to me because she was matted and not cared for at all so that's why she was injured. When the vet informed her about how well cared for my dog is, the owner hangs up on the vet. Then calls back stating that she called the police and animal control who are on their way to my vets office. Well animal control showed up, spoke to the vet and myself, saw my baby and told me that I had nothing to worry about and that she was on her way up to speak to the staff at the salon. My dog is now on pain medicine and antibiotics. She will need to go back for follow up for removal of the staples. Absolutely ridiculous. My heart shattered at seeing my poor innocent baby in that condition just from going to the groomers. And the owner was very far from apologetic. And extremely rude to not only myself but to my veterinarian and his staff.
