Mr. [redacted] called and scheduled an appointment for June 22nd, 2015 to have his air conditioner checked for proper operation. After the system was checked, it was explained to the customer that the operation of the unit needed to be adjusted...

by adjusting the Freon pressure as it was at incorrect level, which was the problem found at the time. The customer understood what was explained to them and approved the charges and repairs.
After the repairs were completed, the test of the unit showed that the system was working and cooling properly which was also explained to the customer. The customer understood, and signed appropriate documentation. Then the customer paid the bill and the copy of the bill was given to the customer.
A few days later the customer scheduled another appointment to have their air conditioner checked again as they believed it was not cooling properly. After the system was checked, it was found that it still had proper Freon pressure level and was doing its best to cool the house to keep it at comfortable level. It was explained to the customer that their system was 10(ten) to 15(fifteen) years of age and could potentially have more problems.
The customer was offered the solution and explained that they could have more repairs done and/or replace the whole system. But the customer declined the offer and decided to proceed on their own as to what they want to do next.
About 2(two) to 3(three) weeks later Mr. [redacted] contacted their credit card company to file a complaint and a dispute saying that Zone Air Heating and Cooling was never authorized to charge Mr. [redacted]'s credit card and thus committed a fraudulent transaction. After the customer's credit card company completed the investigation on the matter, the credit card company decided against the customer and their dispute thus proving that the customer did authorize Zone Air Heating and Cooling to charge their credit card as soon as their air conditioning system was repaired.

1. Zone Air Heating and Cooling did not fix the air conditioner.
On 06/22/2015 technician [redacted] of Zone Air Heating and Cooling took out 12 oz Freon from the air conditioner. As it was in the evening and temperature was low I could not check whether it was fixed or not at that time. Two days later I got an e-mail (See attachment) from my tenant complaining that the air conditioner did not get fixed. On 06/26/2015 the technician checked the air conditioner again and admitted that the air conditioner was not fixed. I asked him if he could fix it. He told me that the only solution was replacing the whole air conditioner with a brand new one. He suggested that the refund could become credit for installation cost. I did not accept his offer.
2. About credit card payment.
On 06/22/2015 as my tenant and I doubted the technician's diagnosis that the air conditioner had too much Freon, both sides made agreement that the technician would not charge me if he would not fix the problem. This is a prerequisite for his repair based on his doubtful diagnosis and for my signature on my credit card information. He should not charge my credit card for his wrong diagnosis and inability of repairing as mentioned above. The credit card company is investigating this dispute under "merchant was unable to provide service ordered" category.
