Did not return my rental security deposit within 30 days per Pennsylvania State Code 250.511a - 250.512. Lease ended on January 1, 2020. Received information on the payment that was owed to me in writing on January 2nd. Followed up in writing on January 16th, February 2nd, February 12th in writing with not a single e-mail reply from the property. Called every two weeks and was told the check was “lost in the mail” and they couldn’t send me a new one until a stop payment was filed. This was after three months. I asked for proof that the check was actually mailed and no traceability was provided. After letting them know I intended to review the PA State Code with legal counsel, the property manager wrote me a “personal check” for the security deposit plus double the amount in accordance to PA State Law. I am extremely concerned since no traceability was provided to me that the check was actually mailed and a personal check was paid to me, not the business, that the property is keeping security deposits as income for themselves hoping residents don’t know their rights or simply forget.

Resident cashed check #*** on March 16, 2020 after the mother came into the office making a spectacle of herself cursing & yelling. It was my pleasure to help her out.

I am rejecting this response because: this does not address my issue. I am looking for traceability the business mailed a proper check under its own accounting. I am concerned this personal check was to cover mismanagement of funds which is what prompted my complaint. The lease agreement does not give authority to third parties besides the property. Please explain how a personal check from a third part connects to my lease from a contracting perspective.Other residents are having similar issues of missing liabilities from the business. A personal check wouldn’t be captured in the businesses accounting procedures. If it’s a pleasure to help, please me by providing: 1. traceability of the original check 2. Contract Rationale of closing the lease agreement with a personal check from a party not defined in the lease.
A complaint with *** may be more appropriate since my concern is contracting / accounting related and these functions seem to occur at *** not Polo Run.

I rented Apartment *** at Polo Run Apartments and have had nothing but trouble. At first it was basic issues with the dishwasher, garbage disposal, bathroom fans and light fixtures. The dishwasher had mold in it which gave me mold poisoning. When I questioned the Management I was told that these issues happened because I traveled too much.

Now I am in my fifth year and I have had three incidents with flooding in the bathroom. Two of the incidents came from flooding through the ceiling of my apartment from the apartment above and one was due to a broken pipe.

The issue is that I travel significantly and do not have any confidence in living in this apartment anymore because I keep coming home to floods.

Instead of apologizing for the inconvenience, the new Management told me that it was my fault for taking the risk of living on the first floor and that I should expect these things to happen.

Polo Run Apartments has changed hands three times over the last five years and the latest Management is non-responsive and hostile. With the last flooding incident, I left 5 voice mail messages and the Office Manager Terry H explained to me that she does not check the voice mail messages. I also sent an urgent email and Terry explained that she is too busy to check her email as well.

My desire to leave Polo Run Apartments is a combination of the major issues with the Apartment as well as the lack of support from Top Management.

This apartment is not livable for me anymore due to my travel schedule.

I have asked for my fees for breaking the lease to be waived as I believe that Polo Run Apartments has caused this issue by the excessive Maintenance Issues with the Apartment as well as the lack of responsiveness by the Management lead by Terry H.

Prior to ownership 25 years *** has never been on a mold in her dishwasher. If anything would grow in a dishwasher it would need to be a resident leaving food. If there would be food in the dishwasher it grows.There was a leak from a copper pipe the water went from the pipe above into the bath tub. All the above units except for the toilet would leak into the tub. Water could hit the shower curtain. The second leak was down the paching wearing out on the shoe. This again leaked right into the tub. The only item that could get wet is the shower curtain.Garbage disposals do size up do to non use when the type we use is installed not stainless steel fixed within. Prior to owner there was a H/W heater pipe break in closet. Water kept to bathroom floor. I have spoken to this person on several occasions due to the packages being delivered here.

The ceiling needed repair on 2 occasions the ceiling was cut open to dry inspect as the item was repaired outside contractor came to seal when complet was [unreadable] time. [unreadable] come a

Resident just feels she needs to move.

We have offered to go in and make her feel safe with sending pictures/*** or *** while she is away. Resident declined our assistance. Resident had a plan and she does not want to follow the lease she signed.

I have to abide by rules for all residents.

The leak has been one time into the bathroom since we purchased the property the resident just wants to move and not pay the fees. This is just an excuse we have great residents and beautiful units.

I am rejecting this response because: the response is illegible. I cannot read the handwritten note.

I am asking for a reduce rent rate for January for the inconvenience caused by the multiple issues and multiple repairs required for the leaking ceiling.

I did not see any reference to this in the response from Polo Run.

In addition, a tenant left a 1 star review on *** for Polo Run with similar issues that I am experiencing so this is not an isolated incident. This tenant did not renew their lease, but took it upon themselves to warn future residents from renting from Polo Run due to the lack of response from *** Management. I am not alone in this complaint and Polo Run will lose another resident due to their complete indifference to the suffering of their residents.
