I am working on getting my MBA on line. The program has digital resources (eBooks)attached to each class, which I am aware of. The thing is that I am getting charged for digital resources not downloaded. This program requires 10 digital resources, and only 3 were downloaded. I am willing to pay for those 3 books that were downloaded. But not for the other 7 that were not downloaded. I e-mailed the campus director Dr. [redacted] so many times asking her for an explanation as to why the student will have to pay for books not downloaded/purchased only because they are required. She would not answer my e-mails until she finally decided to e-mail me stating that she tried calling me and that she could not leave me a message because my voice mail was not set up. I emailed here letting her know that I did not have any missed calls from her and that my voice mail was working fine. She actually picked up the phone and call me to tell me that the charges for the digital resources was stated on my school documents, I also asked her for an explanation as to why the student has to pay for book not downloaded/purchased but she could not give me an answer either. We kept on going back and forth via e-mail, until on September 22, 2014 I received an e-mail from [redacted] the Associate Director of Student Financial Services, stating that they would not remove the charges of my account. I find unethical for Argosy University to charge students for books not purchased/downloaded.

I have reviewed the response made by the business in reference to complaint ID [redacted], and have determined that this proposed action would not resolve my complaint. For your reference, details of the offer I reviewed appear below.

No one from Argosy University has attempted to contact me

since this complaint was first filed.

(Note: I spoke to my financial aid advisor and my academic

advisor to get me register for my last class as they had unregistered me due

the outstanding balance currently in question).

The business response is not acceptable because the issue is

not how I am financing my studies. The

complaint is that Argosy is charging me for digital resources that were not

downloaded. Thus my request to reverse

charges in the amount of $595.00 from my account for the digital resources not downloaded.

Review: When I first enrolled in this school I was very excited. They seemed so organized. As time went by I realized I had to keep calling them asking them about my financial aid status. At times stipends took forever and other times they weren't processed unless I called. In May 2012 I ended up with a balance of about $300+. Their reason was because I so called dropped a class however all I did was swap a class so amount of classes stayed the same (they have record of it). So fine I gave in and payed that amount and was told I no longer had a balance and this shouldn't happen again. Well of course I check my file and what do you know I have a balance of $1153 posted to my account on 7/2/13. I haven't been attending this school since fall 2012. I email my financial advisor and he replies the following "On 7/2 the University had to refund $1153 dollars to CAL GRANT as you took 9 units in FALL Cal grant is Prorated to the number of classes in a semester". So again am I paying for people that don't know how to do their job? Now the dilemma is I won't get my diploma since I have a balance. I should be walking in this years graduation ceremony but now instead I'm dealing with this balance that is not my fault.Desired Settlement: See Complaint Text

Thank you very much for providing notice of this complaint. Her complaint is important to us and we have taken this opportunity to re-examine all the details of [redacted] student records. As you may be aware, Federal law prohibits educational institutions from disclosing student records (which are broadly defined) to third parties without the student’s written, signed and dated specific permission to do so. Since, we do not have the student's written permission to do so; we cannot give a completely substantive response. Upon reviewing [redacted] account we were able to determine that she was enrolled with Argosy University from March 2, 2009 to December 19, 2012. During this time, [redacted] attempted 78 credits toward her Bachelor of Arts in Psychology. [redacted] was charged in accordance with college polices for the courses she attempted. She is currently in a Graduate status with the University. She has access to her transcripts and may request them through the University if needed. We have reached out to [redacted] directly to address any concerns that she has at this time.
