violation, unless that violation is one where an officer pulls you over and hands you the ticket personally, then the ticket is sent to the registered owner of the vehicle. In this case that was [redacted], who then forwarded the information to us to be processed. When we receive a violation we have two options depending on when we receive the notice. We can either transfer the violation into your name or we will be responsible for making payment towards the violation to prevent further penalties. As this is a rental vehicle and not a personal vehicle the issuing authority has no knowledge of you as the driver until we have processed the violation and attempted to initiate the transfer of liability process.In this instance, we were unable to transfer liability and the authority required payment for the violations. Therefore, we have billed you the violation amounts as well as the administrative fees. Per your rental contract with [redacted], you are responsible for all fines, penalties, and administrative fees related to any and all violations incurred during your rental agreement. It appears as though you were issued a one- time courtesy refund for one of the administrative fees.  As we have processed the violations, we are unable to adjust any additional administration fees. I have reviewed the response made by the business in reference to complaint ID [redacted], and find that this resolution would be satisfactory to me. 
However, the fraudulent business practice and invasion of my privacy was never addressed.
I opted out from using this service, so why is their device tracking my travel tolls?
The fact that they are not charging me for a service that I contracted with in a no brainer.
I feel sorry for anyone else that is charged for a service that they did not contract with and have to go through all this BS to resolve it.
The next time I travel, I am going to have them remove the device from the vehicle before I rent it.

The response contains no information concerning the issue. It is a copy of a previous message informing me that the complaint has been forwarded to the business.  It is either in error, or a delay/obfuscation tactic.

I have reviewed the response made by the business in reference to complaint ID [redacted], and have determined that this proposed action would not resolve my complaint.  For your reference, details of the offer I reviewed appear below. I have printed out copies of the rental receipts for [redacted].  On April 23,2014 thru April 28, 2014 I rented a vehicle from [redacted], Rental Agreement No:[redacted], Reservation ID: [redacted] and for July 14, 2014 thru July 18, 2014, rented from the same agency/company.  The Rental Agreement No.: [redacted], Reservation ID: [redacted]. I will not accept the "one-time courtesy" amount of $24.75 I want the full amount of $52.05 that was charged to my [redacted] card on May 15, 2014.  Thank you.

Dear [redacted],  After reviewing the details of your inquiry, we have determined the charge in the amount of $81.73 was for tolls accessed during your rental period of 2/12/14 18:08-2/16/14 14:58, as well as for the use of the electronic toll payment service offered by [redacted]®...

while under rental agreement [redacted].   Our records show you made contact with our office on 5/5/14 to dispute the toll charges and your dispute was reviewed by our research department the same day. Please note it is our normal process to request documentation when the toll mileage is less than the miles driven by the renter.  The transponder linked to the vehicle you rented has not yet been reported lost, and the toll authorities reported tolls to us as being accessed with that transponder during your rental period. This is why we typically ask for some other way to prove the renter was not in the area of the tolls. As a courtesy, we have removed all charges on this account. I have reviewed the response made by the business in reference to complaint ID [redacted].  I will consider this complaint resolved.
However, I find it disturbing that this business is allowed to operate in the current manner -- automatically charging customers for unverified services and putting the onus the consumer to complain and request a refund. I was charged tolls and daily usage fees on a toll road that was over 800 miles from where the vehicle was rented -- and I returned the car with less than 200 miles driven. The technology used to identify the vehicle which incurred the toll is obviously flawed -- it should be the responsibility of PlatePass to verify charges BEFORE automatically charging the customer. I will do anything reasonable to avoid patronizing any rental car company that employs the services of PlatePass.

Dear Mr. [redacted],   Thank you for taking the time to contact us in regard to rental agreement [redacted].    We apologize for any frustration this situation has caused. Our records show that the Metropolitan Transportation Authority Bridges & Tunnels (MTAB&T) reported 4 tolls on 4 separate days between 07/21/2016 and 07/25/2016. A 5th toll was reported by the New York State Thruway Authority (NYSTA) on 07/25/2016. As the vehicle was rented for more than 5 days, the maximum administrative fee of $24.75 was assessed. Our records do show that a total charge of $58.50 for tolls and fees was placed to the card on file as of 08/03/2016.   The PlatePass® service is structured on your rental as a whole when activated. The current rate for the service is $4.95 per day, based on the duration of the rental and capped at $24.75 per rental period. More information regarding the PlatePass® service and administrative fee structure can be located on page 3 of the standard Hertz rental contract.   As we value you as a renter, we have reduced the administrative fees to one day of use, $4.95, as a one time courtesy. Thanks very much for the communication.
Unfortunately the information you have given me was not accurate.  When I picked up the rental car I proceed directly down non toll roads to Mathias WV, and I did not leave the state of West Virginia until I went to the airport to drop the car off.   I did not spend any other time in Virginia.  Irent cars regularly for this trip, several times a year, and I am well aware of where I travel to and where there are no toll roads.
I don't know where the source of this error comes from.  If the transponder was in a different car... I guess I just don't know.  Normally when I have received toll violation tickets in the past I was provided with a picture... is there photographic evidence?  I am certain this would help to clear the matter up.  
Meantime while I am working on this with you I request that your company refrain from collections or legal action while you review.

Dollar offers an optional Platepass service for a small daily fee. We apologize if you were not informed...

of this service at the time of your rental. As your rental was not opted in to this service, you were charged a $15 admin fee per toll. You have the option of opting in to the Platepass program at any point before, during, or after your rental agreement.

 

According to our records, you spoke to our customer service department on 10/9 and advised about the opt-in service. We apologize that you were given incorrect information by the rental agency. As you were informed by our customer service department, this is not due to a glitch and is not related in any way to the sharing of your financial information.

Four electronic tolls were reported to us by the [redacted]. In some instances a few tolls will be missed by your personal [redacted] tag or will be applied to your personal [redacted] tag after they have already been reported to us. If this happens, we will request a copy of your [redacted] statement and refund any tolls that were applied to your person [redacted] account and the administrative fee.

As a one-time courtesy we have adjusted all charges, bringing this account to a $0 balance. Again, thank you for contacting us and we apologize for any inconvenience this may have caused.
