Dear Ms [redacted] : Thank you for your letter regarding the above-referenced complaint ID numberIn their complaint the taxpayer expressed their confusion with the [redacted] Area School District’s per capita tax as well as Keystone Collections Group’s role as Tax Officer for Northampton County, including the City of [redacted] Furthermore, they expressed their concern with being assessed a $late filing fee associated with their untimely filing of local earned income taxes, as the taxpayer claimed to never have been notified by Keystone Please know that after receiving the taxpayer’s complaint I personally reviewed their accountI instructed the taxpayer that per capita tax is assessed on all adult residents living within the [redacted] Area School DistrictAs such, every non-exempt resident taxpayer is responsible for remitting paymentsReviewing the taxpayer’s account I do see that both current and delinquent notices were mailed to the taxpayer In their letter the taxpayer mentioned previously filing their local taxes with [redacted] I advised the taxpayer that [redacted] served as the prior Tax Officer for the Northampton County Tax Collection District prior to Keystone’s appointment and described the steps Keystone takes in easing the transition between Tax OfficersSpecifically, Keystone mails residents informational materials including an official Keystone local earned income tax returnFurthermore, Keystone has a branch office in [redacted] , located at [redacted] , PA ***, which offers taxpayer assistanceFinally, taxpayers may learn more about their Tax Officer, as well as the applicable local taxes for their resident and work locations by visiting http://munstats.pa.gov A review of the taxpayer’s account reveals some inconsistencies between their claim and what Keystone’s records reflectThe taxpayer did not reside in Northampton County when Keystone Collections Group was appointed as Tax OfficerTherefore, they did not receive any informational materials associated with the transition between Tax OfficersHowever, our records reflect that the taxpayer properly filed local earned income tax returns with Keystone starting in the tax year Specifically, in the tax year the taxpayer accurately and successfully filed a local return as a part year resident with KeystoneThey filed their local earned income taxes on a Keystone prepared local earned income tax returnThis return included the taxpayer’s typewritten name and address as pre-populated by Keystone’s systemThis paper return also included the account number and a bar code unique to the taxpayer’s account Please know that there is no way a taxpayer can pre-populate this barcode and therefore it is conclusive evidence that the taxpayer received this return from KeystoneKeystone mails paper returns pre-populated with taxpayer information and unique bar code identifiers annuallyIt is only when a taxpayer files their return online using Keystone’s e-file system that Keystone stops sending the taxpayer an annual paper return As the taxpayer successfully filed their local earned income tax return via Keystone’s online e-file system, Keystone did not send them a paper return for the tax yearAs the taxpayer did not file their local earned income tax return by the April filing deadline, they were issued a “Failure to File” notice and assessed a $late filing fee As the taxpayer successfully filed local earned income taxes with Keystone Collections Group on official Keystone paper returns as well as the online e-filing system since 2012, I cannot agree that they have never filed directly with Keystone, as they claimed in their complaintIn fact, I cannot find any evidence that they did not know that Keystone serves as their local tax collector I appreciate the opportunity provided by the Revdex.com to resolve the concerns of taxpayers and improve our processes Thank you for your attention to this matter Very truly yours, KEYSTONE COLLECTIONS GROUP By: Christopher *V [redacted] , Esquire

Dear Mr***: Thank you for your letter regarding the above-referenced complaint ID numberIn their complaint the taxpayer disputed the balance due on her delinquent earned income tax (EIT) accountFurthermore, the taxpayer expressed concern with the delay associated with her receipt of the notice Please know that upon receipt of the taxpayer’s complaint I personally reviewed her account to help address the taxpayer’s concernsIn separate correspondence, I explained in detail how Keystone’s audit process worksSpecifically, using earnings information provided by the Pennsylvania Department of Revenue, and its power as Tax Officer, Keystone audits individual taxpayers to determine if a discrepancy exists between what a taxpayer has filed with Keystone and with the State of Pennsylvania I further advised that it is not until the Department of Revenue provides Keystone with taxpayer earnings information that Keystone can identify discrepancies with the submitted filingsUnfortunately, the delay associated with the Department’s provision of taxpayer information is unavoidable The information provided by the Department of Revenue evidenced a discrepancy with the taxpayer’s State and Local tax returnsAccordingly, a balance due remained on the taxpayer’s accountFurthermore, the penalty and interest assessed on the taxpayer’s account are mandated by law, and the fees constitute the statutorily authorized collection costs Keystone is entitled to recoup Finally, I advised that taxpayer that Keystone does not report delinquent earned income taxes to any third-party credit reporting agency or bureauFurthermore, Keystone does not have access to the taxpayer’s credit reportHowever, please know that in June of my office provided the taxpayer with the taxing authority’s Disclosure Statement Under the Local Taxpayers Bill of Rights which outlines taxpayer rights with regard to the audit, appeal, enforcement, refund, and collection of local taxes I appreciate the opportunity provided by the Revdex.com to resolve the concerns of taxpayers and improve our processes Thank you for your attention to this matter Very truly yours, KEYSTONE COLLECTIONS GROUP By: Christopher *V [redacted] , Esquire

Dear Ms [redacted] : Thank you for your letter regarding the above-referenced complaint ID numberIn his complaint the complainant claimed he received a delinquent earned income tax notice from Keystone Collections Group (“Keystone”) that he disputedThe complainant further claimed that Keystone continually requested that he provide a copy of his W-for the tax year, which he claimed was destroyed in a firePlease know that I have thoroughly reviewed the complainant’s account As a preliminary matter, by separate correspondence my office advised the complainant that Keystone Collections Group serves as the duly appointed Tax Officer responsible for the collection of local earned income taxes assessed by his resident political subdivisionMoreover, my office explained Keystone’s audit process generally and assured the complainant that the initiation of an audit affords taxpayers with the opportunity to supply Keystone with supporting documentation evidencing that they do not owe the tax By prior telephone communication with a Keystone representative, the complainant advised that he resided in Philadelphia for the entire tax yearAccordingly, Keystone requested that he provide a copy of his W-2, which would evidence the complainant’s resident address and any local earned income taxes withheld by his employerIn response, the complainant advised that his original W-was destroyed in a fire and he supplied my office with several documents, including a copy of his PA-Personal Income Tax Return, PA Schedule W-2S and IRS Federal Tax Return Transcript Per my review, the documentation supplied by the complainant is inconclusive as to his residency or local earned income tax withholdings for the tax yearThe PA-indicates the complainant’s address at the time of filing the return, not for the duration of the tax yearAdditionally, the PA Schedule W-2S reflects taxable earnings and state personal income tax withholdings; amounts which are not at issue My office explained to the complainant that his employer remitted a quarterly withholding payment to Keystone on his behalf, indicating that he did not reside in Philadelphia for all of the tax yearNevertheless, the complainant has been afforded the opportunity to supply my office with further documentation evidencing his residency or employer withholdings, which may support the complainant’s disputeUpon provision of such documentation, my office will review and adjust the complainant’s account, if necessary I appreciate the opportunity provided by the Revdex.com to resolve the concerns of taxpayers and improve our processes Thank you for your attention to this matter Very truly yours, KEYSTONE COLLECTIONS GROUP By: Christopher ** V [redacted] , Esquire

Keystone Collections Group appreciates the opportunity provided by the BBB to... resolve the concerns of taxpayers.In their complaint, the taxpayer indicated that they received a notice from my office requiring that they file a local earned income tax return and imposing a $25 late filing. In addition, the taxpayer contacted my office by phone in an effort to resolve this matter but was not satisfied with the response they received.After receiving your letter, I personally investigated the taxpayer’s complaint and contacted them by phone to discuss the matter.The taxpayer did receive a notice for failing to file a local earned income tax return. Under the Local Tax Enabling Act (LTEA), codified at 53 P.S.§6924.101, et seq., all Pennsylvania residents who earn income and reside within a taxing authority assessing a local earned income tax, must file an annual return. As the duly appointed local tax collector for the taxpayer’s municipality and school district, my office mailed these notices to inform residents of this obligation.In their complaint the taxpayer stated that they previously moved and should no longer be responsible for submitting local earned income tax returns to Keystone. After discussion with the taxpayer, I was able to confirm this information. However, it appears that their employer mistakenly submitted local earned income tax payments to my office indicating that the individual resided within a jurisdiction administered by Keystone.I discussed this with the taxpayer and explained how they should resolve this matter with their employer. I also worked to resolve any outstanding balance remaining in Keystone’s records.I appreciate your letter and the opportunity to ensure that the taxpayer’s concerns are properly addressed. As of 08-30-the issue has not been resolved with Keystone Collections GroupI have continued to operate in good faith and given Keystone the benefit of doubt but have been unsuccessful in resolving this issueHere is the time line from the date of 08-02-when I made the first complaint to the Revdex.comPrior to the complaint on 07-29-Heather at Keystone told me I needed a letter from my employer stating the correct address for my place of businessI work from home so that address is the same as my home addressI gave Heather the contact information and she worked with my employer and got a letter from them stating my work addressOne week later I had not heard from Heather who promised to email and call did not return either that is when I made the complaint to the Revdex.com on 08-02-I waited another week and called and spoke with Esther on 08-15-who told me Heather had resolved the issue and a check was to be mailed on 08-17-As of 08-30-I have not received the check! On 08-20-I received a letter from Christopher V [redacted] at Keystone claiming Heather had it all wrong and I needed a W-2C his explanation is the reply on this site to my original complaintHis letter stated his employees were all confused and not trained well enough to understand simple tax codesOn 08-25-I again called Keystones “confused employees” and spoke with Mike who also told me the check was in the mailMike did call me back on 08-25-to let me know the check was in the mail and gave me the check numberA week later after speaking with another “confused employee” at Keystone I have not received the checkIt is weeks past the time a check was promised by two employees at KeystoneAt this point I have no idea if or when a check will show since I have one of the “confused employee” Christopher V [redacted] insisting in his letter I need a W-2C something that has never been mentioned after dealing with Keystone for monthsSo do I consider this issue resolved, NO I’m sure I call next week and I’ll get the same promise from another “confused employee” that the check is in the mail

Dear Mr***: Thank you for your follletter regarding the above-referenced complaint ID number In response to my office’s correspondence addressing the concerns outlined in her complaint the taxpayer further disputed the balance due on her delinquent earned income tax (EIT) accountIn support the taxpayer forwarded an email she sent to my office in June of 2015, the contents of which bring up ancillary matters not pertinent to the taxpayer’s dispute as well as matters addressed previously In response, I sent a separate letter advising the taxpayer on the appropriate statute of limitations for the collection of local earned income taxesThat is, there is no statute of limitations for collecting income taxes in circumstances, such as this, where taxpayers fail to file a final returnFurthermore, it is within Keystone’s statutory audit powers as duly appointed Tax Officer to request documentation, such as W-2s, evidencing that the tax was previously paid, as the taxpayer contendsAs it is the taxpayer’s contention that she paid her taxes in full, it is her responsibility to furnish proof of the same Understandably, Keystone cannot give taxpayer credit for unsubstantiated and alleged tax payment The taxpayer was advised of the same by various Keystone representatives over the past two (2) yearsAccordingly, as the taxpayer has been unable or unwilling to furnish proof to the contrary, the taxpayer’s balance remains due as previously stated As this information has been provided to the taxpayer previously, Keystone considers this matter resolved I appreciate the opportunity provided by the Revdex.com to resolve the concerns of taxpayers Thank you for your attention to this matter Very truly yours, KEYSTONE COLLECTIONS GROUP By: Christopher ** V [redacted] , Esquire
