You are requesting to have the transaction placed onthe 24 month same as cash that you initially agreed to.The order placed on overstock™.com on July 16, 2016, in the amount of $ 2,409.99 was placedon the revolving line of credit which is subject to the annual percentage rate of 27.24%. Pleaserest assure we have transferred your purchase to the 24 month deferred interest paymentrequired promotion plan. This plan will expire on July 17, 2018, by which time the remainingbalance of $2,054.94 will need to be paid in full. Should the remaining amount not be paid by theend date of the promotion plan, the accrued interest will be added to your account balance.On December 9, 2016, you contacted customer care and both of the finance charges werecredited to your account in the amount of $54.34 and $54.26. The first correspondence that I have received from your agency was lastweek. I have not received any other information from the Revdex.com other than itwas changing the venue from California to Ohio. Today was the first timethat I logged in the Revdex.com site and read the Revdex.com replies.I also read the letter from Comenty Bank about my account being opened in2013. This account is barely active, so the terms 4 years ago are notsomething that I am familiar with. In fact, almost no one is aware of theterms of these types of agreements.There is no mention to the credit balance that was on the Pay Pal accountor the additional money added to the account from a transfer of anotheruser to this account.My initial charge of $64.20 has generated $138.20 in fees and interest.That represents 215% of the original amount owed. I find it hard for anyreasonable financial authority or government agency to condone suchplundering. I imagine then, that even if I owed a dime, I would still becharged a $35.00 late fee. How about a penny? What is the threshold for theComenty Bank?I have paid the original amount that I charged, a late fee and have appliedmy credit balance against any other amounts owed. I am not paying any more.I believe that this case is not over and that there is predatory fees beingcharged by Pay Pal or Comenty.Regardless of the outcome with the Revdex.com, this is a practice that needs tocome to the attention of the public via disclosure to news media, to theAttorney General and to the proper banking over site agency.If you need me to open a new case, I will do so.Sincerely,

Dear Mr. [redacted]: Thank you for contacting the Revdex.com, regarding the above-referenced account.  Comenity Capital Bank issues Blair® credit card accounts, and we are here to help with account-related questions.  Your complaint was forwarded to my attention, from the corporate office of Blair, and I appreciate the opportunity to assist you.  You state in your complaint that in September 2014, you ordered three sweaters for $40.00 each.  You further state that you never received a billing statement.  A few months later you received a collections call asking for $360.00, and during that call you were told that the account had been sold.  You are requesting to pay the amount that you owe, and for the account not to be reported on your credit bureau report.  We sincerely apologize for any inconvenience or frustration that this matter may have caused you.   Comenity Capital Bank and Blair are separate entities.  As the bank that issues Blair® credit card accounts, Comenity Capital Bank would resolve issues that pertain to the billing of the credit cards and Blair would resolve issues that pertain to the merchandise and shipping charges. Our records indicate that the Blair® account was opened on September 10, 2014, in the name of [redacted]  Your statements were returned to the Bank as undeliverable.  The account exceeded six consecutive billing periods past due; therefore, it was permanently closed, and reported to the national credit-reporting agencies as an unpaid debt on May 12, 2015.  On May 15, 2015, the account was sold to [redacted] Investor Group. Please be advised that we are purchasing the account back from [redacted] Investor Group, and we are not holding you responsible for the full balance of $337.62.  We have enclosed a copy of your original billing statement with your purchases totaling $115.97, which you would be responsible for paying.  In addition, once the balance of $115.97 is paid, instructions will be sent to the national credit-reporting agencies to delete the Blair® credit card account, in its entirety, from your credit report. We hope you find this information helpful.  If you have any further questions, please contact me at (800) 675-5685, ext. You state that your Blair® credit card account is being charged $14.97 monthly for Blair VIP Plus.  You further state that you have opted out from the first month, and although you have emailed and written many times to stop this charge, you continue to be charged for the service.  You are requesting all Blair VIP Plus monthly membership fees to be credited.  We sincerely apologize for any frustration or inconvenience this matter may have caused you. Please understand that Comenity Capital Bank and Blair are two separate entities.  Comenity Capital Bank is responsible for addressing questions related to Blair® credit card accounts, while Blair is responsible for handling matters related to sales, merchandise processing, returns, shipping, and merchandise quality.  Please note that the Blair VIP Plus program is an optional service that is owned and offered by Blair.  This program offers a special introductory price of $1.99 for the first 30 days, and if the customer does not call to cancel the membership within the first 30 days, the membership fee of $14.97 is automatically billed to the Blair® account each month.  Cancellation may be made at any time with no further obligation.  The Bank reached out to Blair regarding the charges for the Blair VIP Plus Program. Blair records indicate that you enrolled in the Blair VIP Plus program during an online purchase of Blair merchandise made on November 20, 2014.  As a result of the enrollment, your account was charged $1.99 on November 25, 2014. You spoke totwo representatives from the Bank; however, no one was willing to remove the charges. Had youknown of the deadline, you would have paid the remaining balance of $400.00 prior to the deadlineto stop the charges. You consider this unfair and deceptive. You also consider the matter settled,paid in full, and further advise that no additional payments will be made. In addition, you suggestthe Bank provide notice of the promotional program on our website and request the billing issueto be corrected.We have reviewed the concerns in your correspondence, and apologize if you felt you did notreceive the best customer service. We are committed to providing the best customer service and would like toexplain the following information.The May 6, 2015, purchase for $5,025.00 was placed on a 24-month deferred interest, paymentrequired promotional plan (424-00001) with an expiration date of May 7, 2017. The Bank receivedyour payments of $100.00 on June 14, 2017, and $300.00 on June 19, 2017. Under the terms ofthis promotional plan, interest on the purchase is deferred until the plan expires. This means thatinterest on this purchase was accruing monthly from the original purchase date but was not beingapplied to your account. In order to keep the accrued finance charges from being applied to youraccount, the entire promotional purchase amount needed to be paid in full by the promotionalplan’s expiration date. Since this promotional purchase was not paid in full by the expiration datementioned above, the accrued interest was applied to your account totaling $1,642.48 on May 7,2017. 24 Month Deferred Interest Payment Required Plan with an expiration date of April 10, 2017. Under the terms of this promotional plan, interest on the purchase is deferred until the plan expires. This means that interest on this purchase was accruing monthly from the original purchase date but was not being applied to your account. In order to keep the accrued finance charges from being applied to your account, the entire promotional purchase amount needed to be paid in full by the promotional plan’s expiration date. This promotional purchase was not paid in full by the expiration date mentioned above; therefore, the accrued interest was applied to your account. If I was assessed the 4 x late fees why not reverse all 4 at the very least - not happy with just 1, as I have purchased significant merchandise and have been a customer for a fair amount of time.I would consider this a closed case if you credit the 4x late fees  @ $25 each.

We understand from the complaint, you have been disputing charges that were applied to your HSN credit card account over the past two months, however, the disputed charges still remain on the account.  You state that you have tried to rectify this matter with HSN directly, yet they refuse to issue a refund for merchandise that was either returned, received damaged upon receipt, or not received at all.  You are requesting that Comenity Capital Bank dispute all of the incorrect charges, issue credits totaling $1,245.75 for the returned merchandise, and credit any interest fees that were previously assessed.  We understand your concerns, and we sincerely apologize for any frustration or inconvenience this matter may have caused you or your family.  Please understand that Comenity Capital Bank and HSN are two separate entities.  The Bank is responsible for addressing questions related to the credit card account, while HSN is responsible for handling matters related to sales, merchandise processing, returns, and shipping.
