IRRIGATION SYSTEM: NEW drip system installed by the contractor uses twice the amount of water necessary for the number of plants installed and soil type, the design does not qualify for City of Fresno water conservation rebates, the manifold construction is questionable, and the buried emitters are prone to clogging from intrusion of insects and roots. No written specifications were provided for the design of the irrigation system referenced in the proposal, including, valves, filter, regulator or emitter GPH per plant type.
GRADING/DIRT REMOVAL/WEEDS: Minimal grading/dirt removal in mounded areas has resulted in the return of patches of lawn. Weeds are a constant problem with no evidence of pre-emergent/weed control applied, and a thin application of walk-on bark has also contributed to weed growth.
PLANT STOCK: Half of annuals planted during mild spring weather, including a juniper, are dead or dying a month after final payment. Was told by contractor the annuals should last into Oct-Nov (8-9 months).
GROUND COVER: Charged for installation of 35 yards of walk-on bark/mulch, have confirmed supplier delivered 25 yards of walk-on bark with approximately 1-2 yards of mulch from unknow source. Contractor did not provide a credit for the installation of 9-10 yards of walk-on bark/mulch as he agreed to in signed 2/25/19 proposal (cost savings).
AFTER SALES SERVICE: Contacted contractor 4/15/19 requesting an onsite visit to address concerns. Contractor responded 4/18/19 to set a date and never showed up or contacted customer to reschedule. Contacted contractor a second time 5/27/19, and again the contractor did not show up or call to reschedule. It has been more than 75 days since initial contact and the contractor still has not reached out to customer or been on site to address concerns.

I am rejecting this response because:
I cannot accept the business’s premise and conclusion. To be
clear, this complaint is about “quality workmanship” and after sales service.
Payments were made reluctantly based on trust in a Revdex.com/CSLB business with “32
years” of experience.
Why would a business design and install a drip irrigation
system that does not comply with local water conservation guidelines for
rebates? Plants are dead or dying. With
no way to confirm GPH at each plant, diagnosing watering issues is next to
impossible.
The project specified 35 yards of walk-on bark to provide a
3” weed barrier over the front yard; per-emergent was an added precaution. Once
a determination was made that much less than the specified amount was applied, I
confirmed the only delivery of walk-on bark to my home address was at 9:57am,
Mar 1, 2019 for only 25 yards. The “10 yards pickup later” stated by the
business were not delivered to my home address.
Final payment was made in early spring (Mar 14, 2019), by
mid-April problems started to appear. The business was promptly informed of my
concerns (Apr 15, 2019). Four (4) months have passed and still no visit from
the business to address concerns. See attached (PDF) email thread with business

To see the project firsthand and properly address this
complaint, I need Mr. *** (business owner) to email me and schedule a
time when he can personally inspect the project. I’m asking that his visit occur within seven
