The purchasers account was set up at [redacted] Finance on November 5, 2015 per Distance Learning Systems. We are a financial institution for DLSI. According to the compliant is sounds as if the purchaser is upset with DLSI and not [redacted] Finance. We are sent the agreements after the 72 hour...

cancellation period with DLSI has ended. There were several instances where the purchaser called [redacted] to change payment dates and payment methods.  DLSI is not a school and is not affiliated with [redacted] which they don't need to be. The purchaser of the programs can still go through [redacted] which DLSI explained to her in Dec 2015. Purchaser was then upset in January that she was pulled from class. It was not until June 13, 2016 that she called and stated that she was not going to pay. [redacted] can't cancel an agreement after the 72 hour cancellation period. DLSI would have to make that decision.

[redacted] enrolled in our program on 10/19/2015. A 20 page contract was executed, and the down payment was processed. I have attached the contract documents for your review.

[redacted] enrolled in our program on 2/5/2016, and signed a retail installment contract. She is upset that she failed an exam, and that is understandable. Our academic department attempted to contact [redacted] via text and email when we receive the failed exam grade report to see what we could do...

to help. She never responded. We have a guarantee on our courses that if she were to take the exam again within 4 months of failing and fail again - we will refund the cost of that particular course to her. But we cannot help her if we don't know what she needs help with.I have included a copy of her contract for your review. The contract is very clear in stating the facts that we are not a college or university, and that there are additional fees for testing and college that are not paid to Distance Learning Systems. The contract also very clearly states that the cancellation period is 72-hours and beyond that cancellation period, there is no cancellation or refund. The cost of the testing fees are also covered in detail on page 32 of the welcome pack that was sent to Ms. [redacted] via email. If you have any questions or need anything additional, please let me know.

Thank you for all your help the one thing they never once mentioned is that the contract they keep speaking of you sign one spot on mr aaron c[redacted]s computer and it copies to all and NO printed copy of any sort is given and they also say they mention it severaltimes during the seminar they do not once mention any of what they are claiming now and it's proved because I am not the only person to say this about this company they are horrible people  Thanks  [redacted]

I have reviewed the response made by the business in reference to complaint ID [redacted], and have determined that the response would not resolve my complaint.  For your reference, details of the offer I reviewed appear below.I do not agree with this response. This is incorrect. I have never called to change payment methods. In fact I was called by them to change payment amounts because another class was added on. I have all the emails about the transaction. And as far as the class I did not get mad about being pulled from the class because I stop attending the class after talking to the rude man who kept telling me [redacted] College was affiliated with Distance Learning Systems.  I didn't want any part of the class or that school. These people have done nothing but lie the whole time. I talked to administration with [redacted] College who informed me that a lot of students have been calling about the same problem and that they wish Distance Learning Systems would stop giving out the wrong information. These people are a scam and I only became angry when the rude man started talking too me like I was an incompetent  child.  Everything this man has said is a total lie.

to respond to each complain, our responses will be numbered below:1. Our academic advisors have had numerous conversations with Ms. [redacted] regarding transcripts, courses, requirements, etc. We have tech and academic support of various degrees available 24 hours a day to assist with any "issues"...

that may arrise.2. Class schedules for November, December and January are attached for your review. As you can see, we do offer a variety of courses over a variety of times each month. We are not always going to be able to accommodate everyone's schedule to perfection, but we do offer various classes at various times throughout the week.3. There are multiple calls documented and numerous chats on Ms. [redacted]'s account. One of our academic advisor's called Ms. [redacted] on 11/9, and she called back later very upset that we called.4. Classes can be scheduled online at any time. We initially had Ms. [redacted] scheduled for a November class, and she wanted to be removed. We have since not placed her in any additional courses, but she registered herself for an online Anatomy course beginning 12/15/16. On 10/26/16 via live chat, Ms. [redacted] stated that she had submitted transcripts and wanted to know how long the evaluation process would take because "Based on the evaluation I would like to select classes for November which will be starting soon." On 10/27/16, Ms. [redacted] called and spoke with someone in academics, because she was hoping to find an evening course in November for Anatomy and also for Microbiology. Ms. [redacted] signed a contract, and a copy is attached for your review. We will not cancel her contract or issue any refunds on her account. We will however, continue to provide a high level of support and do what we can to see her complete the program and obtain her RN. That is our ultimate goal.

Ms. [redacted] signed a retail installment contract on 3/31/2015. Our cancellation policy, and policy on failed exams is very clearly documented in our contract. I have attached a copy of her contract for your review.Per the notes in our system, there was some confusion regarding the different fees when...

she first enrolled - that was sorted out, and she was ready to move forward. Then Ms. [redacted] became sick and wanted to cancel (she was past her cancellation period), she is able to be placed into open classes and legitimately study at her own pace to prepare for exams if she is struggling to keep up in class. We have offered to place her in the open classes, reschedule live classes, etc.I understand she is frustrated and ill, but I am a little confused as the last note in our system from 5/19 regarding her conversation with Tom W[redacted] is as follows:5/19/16NoteI spoke to her - great conversation. She will find out soon what all her treatment will entail, and then can schedule based on that. We discussed taking it slow, focusing on being successful while balancing everything else. I'm emailing her our upcoming schedules. Once she knows more she'll get back in touch with me on what class she might take. We discussed how beneficial personal coaching would be as well. She wants to sign up for that once she knows her other schedule as well.t[redacted] We will not cancel this contract, but are willing to continue to do everything we can to aid in the completion of her program.

I have reviewed the response made by the business in reference to complaint ID [redacted], and have determined that the response would not resolve my complaint.  For your reference, details of the offer I reviewed appear below.
I did contact Distance Learning Systems regarding the failure of the exam, as well as a complaint of the flawed product. Even in their response to you, the business is being misleading with using terms such as "course" and "academic department." Even during the signup presentation, the program was being sold as an "online class" and a nontraditional school. The business has also failed to state that I contacted them regarding the materials "taught" in their course. The exam I was told to take had none of the material covered in the "course" I was taking for two months. Due to the subject matter of the exam and poor service when trying to reach the "course" instructor, I decided to investigate Distance Learning Systems. Upon this investigation, I noticed that many others have had the same issues. Why pay and take "courses" in which the exam has nothing to do with what was being "taught?" Even with assistance, the instructor, Manal E[redacted], nor Josh G[redacted] would take my phone calls or be reached via email. The emails that I tried to send to Ms. E[redacted] were being sent back to me with an error message and that I couldn't even reach her on the email address given to me. I also contacted Mr. G[redacted] and the academic department to withdraw on April 15, 2016. Also, Mr. G[redacted] claimed that this program was accredited and promised that this nontraditional school was a feasible way to reach my Registered Nurse degree. However, they are not accredited and the "courses" seem to not educate one for an exam. Even before the exam, Distance Learning Systems were giving me the runaround regarding a "course" schedule. This gave me a red flag, and the situations after the exam further prove that Distance Learning Systems is nothing but a fraud. They promised an easy way to further my education and career, but it is evident that this is not the case and a waste of time and money. From my investigation, they seem to take advantage of people hoping to better themselves.I have attached a photo that was taken during the sign up presentation on how their nontraditonal "schooling" is better than other options. This was and is very misleading. Also, I have attached emails from my previous encounters with Distance Learning Systems, including the error messages and my wishes to withdraw. With my complaints, attachments, and unsatisfactory "education" received from Distance Learning Systems, I wish the contract be terminated as well as receive a refund of any fees taken from me. I did not receive what I was promised and what I encountered was enough to see that I was being taken advantage of financially.Thank you very much for looking into this matter. Regards,
[redacted]

Ms. [redacted] states that she did no know she was signing a contract, or that said contract held a 72-hour cancellation period. She also states that she did not receive a copy of the contract that she signed.Ms. [redacted] electronically signed a contract on August 13, 2014 and at 9:21 PM EST a copy...

of the contract was emailed to her and to [redacted], the representative from DLSI. Ms. [redacted] would have had to enter all her personal information, including social security number, DOB, and payment information for this contract to be processed. The cancellation policy is noted in the contract on 4 different pages. Attached is a copy of the contract, along with the electronic transcript showing that a copy was emailed to her. If you have any questions or need any additional information please contact me directly at 317-884-2688 ext. [redacted].Thank you,[redacted]Contract Manager

Actually as with any retail installment contract the customer has 3 days (72 hours) to review the purchase and if so inclined cancel the purchase. Apparently this did not occur. The purchase process is controlled by the buyer. the company simply provides the information to the prospective student....

The individual then listens to the presentation, views all materials, asks any questions they might have about the program, provides academic history to the counselor and is given an academic evaluation representing what would be needed to complete the program if that is what the person wishes to do. When the person makes the decision to purchase the program they are then provided a purchase agreement that outlines every aspect of the purchase with language regarding the role of the student and of the company. After all of this the individual choses to purchase the program, or not purchase the program. If they decide to make an informed purchase they then have 3 days to review, ask any additional questions and consider the purchase before it become a binding agreement. At no time does the company say the individual will receive "an RN through the company." The agreement states that we are not a school and that the student must enroll in a degree granting institution in order to earn his/her degree. Still, the college also does not grant the RN license. After graduation, regardless of whatever college the student graduates from, he/she is required to pass a state licensing exam and when passed the RN license is granted.   I am hopeful this explanation of the actual process helps this customer understand more clearly. It is reflective of the information the customer was given at the time she enrolled. It is important to note that there are literally thousands of happy, successful students working with Distance Learning Systems throughout the country. DLSI maintains a 97% national pass rate nationwide, has saved students over $200,000,000 in tuition and fees, and works very hard to insure every student that is willing to invest the time and energy into his/her education is successful. There is no record of this customer every contacting this office to discuss her issues; however, if she would like to contact our offices we will be happy to discuss options that should satisfy her concerns.

After speaking with the president of the company, he has agreed to offer her 2 of those courses...
