Mr [redacted] moved in a fully repainted apartment with all new hardwood floors Upon her move-out, she left the apartment with damaged wallsShe also severely scratched the new hardwood floor, To remediate all these damages, our company had to pay for sheetrock repair, paint job, repairs to hardwood floorThe apartment was left in dirty condition with grease all over the tile floor and kitchen countertops, which required hiring cleaning crew and paying for cleaning suppliesMs [redacted] also did not mention that we charged only 2/of paint and sheetrock repair costs to herThe amount of the security deposit she paid ($800.00) was not enough to cover all the repairs and cleaning of the apartment required due to the damages Ms [redacted] made to the apartment In our security deposit itemization letter, we itemized all the expenses and requested that she pays $to compensate us the difference between the expenses we had due to damages to the apartment beyond a reasonable wear and tear and her security deposit However, as of October 4, 2016, Ms [redacted] has not paid her outstanding balance

Revdex.com: I have reviewed the offer and/or response made by the business in reference to complaint ID [redacted] , and have determined that this proposed action would not resolve my complaint For your reference, details of the offer I reviewed appear belowI wanted to clear up any confusion, seeing as it was noted that claims were made and I believe Dobrin Property Management are the ones whom are confusedTo revisit the situation- On the morning of 9/22/I, [redacted] , set up an appointment to view a Dobrin property listed for rent on [redacted] That property was not acceptable, but we were asked if we wanted to see another property in the Maymont neighborhoodWe set up a time to meet later that same day, although the rental agent was well over an hour lateThis second house was in the exact neighborhood that we desired to live, and met most of our needsThe agent said that they had planned to list at $1600, but that she had discussed the monthly rent with her boss and the rent would be $The young lady was actually very nice, so I assumed this was a company I could proceed to do business withWhile the price and location of this house were just right, I discussed several concerns with the agentThe house was under extensive renovations, and it appeared they were trying to make a small bedroom older home into a bedroom houseThe rental agent said their plans initially were to rent to college studentsThis was surprising to me as the stairs to the attic “bedroom” were unusable and a clear safety issue, so would require major work to make the upstairs accessibleThe front “bedroom” was really a dining room that was being walled off, and it had no closetI made certain the $deposit would be refundable, and asked for a walk-thru upon completion of the houseThe agent said this was fineI digressed that I needed the house to be cable-ready, as I noticed that there were no existing outletsThe agent said that was not a problemShe also added that there would be no pet deposit or monthly pet fee, since we have an older dogI was VERY excited to move into this new home, as I was looking for something a bit larger and close to Maymont as well as the James RiverI stopped looking at other rental homes, because I trusted that within a few days I would have confirmation that we were approved for this houseI dropped off a rental application, additional fees, and $refundable deposit on 9/Over the course of 10+ days though, Dobrin staff never responded to multiple phone calls and emails inquiring about the status of the application or leaseI didn’t know if my credit was approved, or any details of the leaseAll I knew was that my check had been cashed immediately I have never felt a need to contact the Revdex.com, and I believe most responses I would have been OK with and acceptedHowever, I have read Dobrin’s response to my Revdex.com complaint and must speak up as it includes multiple statements that are deceitful and untrue.1.AT NO POINT did the rental agent mention that rent would go up to $1600, $1800, or $as she mentions in the Revdex.com responseIn fact the house is now listed at $on Craiglist, so it’s fairly obvious this company has no clear understanding of the rental market in this neighborhoodA respectable business would set the rent upon completion of renovations (which would be prior to November modate)A successful business would know the rent before they even started renovations on the houseThey still don’t know! The following statement is untruthful.“Also that the market rate at this time for the house is $1,600, however there is an automatic renewal in the lease which will be priced at what we think the house is worth come August due to the renovations we are currently undergoingExplaining that it would be somewhere between $1,- $2,000” 2.In the only lease received (10/5) there was a $pet deposit listed and a monthly fee of $The agent clearly told us that would be waived when we visited the houseSince there was no lease written after 10/5, the following statement is not truthful“Waved the pet security deposit fee of $250” 3.When we finally received the lease on the morning of 10/5, I immediately called Dobrin to inquire about the discrepancies between what was promised and the numbers/dates on leaseI was told that someone would speak with the owner, and call back the same dayI waited all day for that promised call, and finally had to make that return call myselfAt 4PM I was told there would be NO negotiation on the priceTherefore, the following statement is not truthful“We tired to negotiate and come to a good compromise with Ms [redacted] but ultimately could not.”4.I would have to say that it was “no-hassle” for Dobrin staff to return the security deposit, as they taped it to the outside door of office after hoursThat’s not very secure, but the truly professional thing to do would have been to have a face-to-face meeting to work things outThey made no effort5.They did make an effort after they received the Revdex.com complaintOn 10/a message was left on my cell saying they would offer a month lease at $The girl mentioned they knew that I already had signed another lease, and wouldn’t want to rent from themThe call was clearly so that they could reply to Revdex.com that they tried to negotiate with meFunny, as a week before that they said there would be NO negotiation6.The agent did mention that they wanted to do a lease to end in August (months)At that time a cost of living adjustment in rent is certainly acceptableAn acceptable rent increase within the Richmond 2-4% average would be from $to $But a 43% increase to $2000/month certainly points towards a landlord whose goal is to increase their own profits even if it means taking advantage of tenants.I did not make accusations about DobrinI have multiple texts, emails, and messages to back up my timeline of eventsOf course I would be upset, as I had to be out of my house in weeks and suddenly had no place to live come November I would have agreed to a month lease at $in a heartbeat if that had only been offeredIt was notInstead I had to drop everything to look for an available house which is now farther away from work and not in my neighborhood of choiceMy family is very involved in Richmond real estate, and for decades has been a part of the revitalization in ManchesterThe reason we were initially excited about renting from Dobrin was because I felt perhaps this was a new company truly interested in making the same kind of renovations to Randolph/Maymont areaWho wouldn’t want a young, vibrant, professional couple like ourselves to move into a neighborhood to help jumpstart that process? Sadly, not Dobrin PropertiesThey appear to be a company who has no interest in making positive changes in Richmond neighborhoodsTheir intentions seem to be to flip run-down houses, divide them into multiple small bedrooms, and then rent by the room to college studentsIt’s a great way to turn a profit, but it’s not going to do a thing turn around any neighborhoodsFine if your intentions are only to collect rent and security deposits, but not so cool if you really care about RichmondDobrin Properties has TERRIBLE reviews online, and the stories certainly make it clear they don’t care about safety of their tenantsThe best thing that ever happened was that at least we found this out before we signed our names on the dotted line of a Dobrin lease I would like for them to refund my $application fee as we never would have filled out an application knowing these termsTheir apology also was very fake and not sincere...you can tell they are just trying to clear up their name Regards, [redacted]

We wanted to upgrade the apartment we prepared for [redacted] and [redacted] and hired a thrird-party contractor to stain the hardwood floors, which normally takes day to dry out We could not anticipate the newly stained floors would take so long to dry out We hired a contractor who promised to turn the apartment by 4:PM on 02/It was finished but when property manager checked the apartment there around pm that day, she saw the floors were still wetThe tenants picked up their keys, i.e., took possession to the apartmentWe suggested that they do not move furniture to the bedrooms and living room because the floors were still wetWe discounted the rent for day (i.e., did not charge them for 02/22)It was not until 7:PM on 02/that the tenants put a request through the Tenant Portal informing us that the floors were still wetApparently, they called the office at 10:PM on Friday (02/24) and of course, nobody answeredOn 02/22, when the tenants picked up the keys, we specifically informed them that the office hours were 8:AM through 5:PM, and the office was closed after hoursWe also informed them that there was no after-hours phone lineOn the morning of 02/25, Saturday, despite the fact that the office was closed, we were at the apartment remediating the floors that were still wetWe hired additional contractors, removed the stain, and sanded all hardwood floorsAs we found out, the original contractor put a coat of stain that was twice as thicker as it should have been The apartment was ready to move in on Sunday (02/26)Thus, we remediated the problem within daysAt 12:PM on Sunday, 02/26, the property manger informed the tenants via email (attached here) that the apartment was moready, that we would not charge them rent for the period of 02/- 02/We also offered them to help with their mo(provide people and truck during business hours, and even after business hours, if they needed so)In the morning of 02/27, the tenants came to our office with their father screaming at our staff and requesting their money backThey confirmed that they have cancelled the rent check they made to us, and requested we return them their security deposit of $***After screaming for a while and being disrespectful to our staff, they said they would come back at 1:PM to pick up their check, and left the office.At 1:PM on 02/27, upon tenants' return, the property manager met with them, and explained that according to ***, Paragraph 55-"Noncompliance by Landlord":Except as provided in this chapter, if there is a material noncompliance by the landlord with the rental agreement or a noncompliance with any provision of this chapter, materially affecting health and safety, the tenant may serve a written notice on the landlord specifying the acts and omissions constituting the breach and stating that the rental agreement will terminate upon a date not less than days after receipt of the notice if such breach is not remedied in days.We were informed about the floors that were still wet on 02/at 7:PMWe remediated the problem, and had the apartment moready on 02/at 12:PMThus, we took day to fix the problem while the law allows daysAlso, the law states that the Lease will terminate only if the landlord does not fix the problem within daysWe also offered the tenants credit of rent for 02/- 02/26.However, despite the Lease and the existing law, the tenants chose to terminate the Lease Agreement with usAt our meeting on 02/in our office at 1:PM, the property manager also pointed out the tenants and their father to ***, Paragraph 55-248.35, Remedy after termination, according to which: If the rental agreement is terminated, the landlord may have a claim for possession and for rent and a separate claim for actual damages for breach of the rental agreement, reasonable attorney's fees as provided in § 55-248.31, and the cost of service of any notice under § 55-or § 55-or process by a sheriff or private process server which cost shall not exceed the amount authorized by § 55-248.31:1, which claims may be enforced, without limitation, by the institution of an action for unlawful entry or detainerActual damages for breach of the rental agreement may include a claim for such rent as would have accrued until the expiration of the term thereof or until a tenancy pursuant to a new rental agreement commences, whichever first occurs; provided that nothing herein contained shall diminish the duty of the landlord to mitigate actual damages for breach of the rental agreementAs well as showed them ***, Paragraph 55-248.15:1, Security deposits, according to which:Upon termination of the tenancy, such security deposit, whether it is property or money held by the landlord as security as hereinafter provided may be applied solely by the landlord (i) to the payment of accrued rent and including the reasonable charges for late payment of rent specified in the rental agreement[...] The security deposit and any deductions, damages and charges shall be itemized by the landlord in a written notice given to the tenant, together with any amount due the tenant within days after termination of the tenancy and delivery of possession.We talked to tenants and their father in our office, and explained that we were going to mitigate the damages they caused us by their termination of the lease, i.e., we had put the property on the market and will re-rent itHowever, until it is re-rented or until their lease expiration (07/22/2017), whichever happens earlier, they are responsible for the rent paymentsWe explained that we would be returning their security deposit within days from their notice of termination, which was given to us on 02/27/We shared all the printouts of [redacted] and suggested they contact their attorney who hopefully, would be able to advise them on the applicable law, and explain they they are responsible for rent payments until the apartment is re-rented, and that they do not have any claim for security deposit until at least days from their notice of terminationIt is unfortunate that the tenants try to use Revdex.com to put influence of the company and to get their security deposit back despite of their early termination of the Lease Agreement and in contradiction to what the [redacted] provides

Revdex.com spoke with a representative who advised that initially the security depsoit was reduced by $for cleaning and $for painting, which was 2/of their cost for the painting work to be doneAfter speaking with the customer, they offered to reduce the fees for painting to $and cleaning to $The remainder of the deposit was mailed and the tenant was informed

Attached are copies of the invoice I received as well as the email I sent requesting a breakdown and photos of the claimed damagesI never received a reply or any correspondence for that matterI have asked multiple times for a copy of my move in and move out inspections and I was told by another tenant having the same issue that these documents were "shredded when the old employees quit."? As for my apartment being renovated, there was a Dobrin employee, Sophie G [redacted] , who lived in the apartment prior to my move inShe later moved into the unit under me, which was the newly renovated unitMy apartment was missing floor trim and was not completely redone at the time I took ownershipThis was all documented in the move in inspection that was submitted to Kayla Blair, property manager at the time.the only "holes" made in the walls were from pictured that were hung and the approval of the property managerNo damage was done to the Sheetrock to amount to my full deposit of $825.? ? What seems suspicious to me is my next door neighbor was charged for the same exact damages to her apartment, as well as multiple people complaining about the same issue on social mediaI saved one of the complaints before Dobrin deleted them off of their Facebook page.? This company needs to be stopped from robbing people of their security deposits, no fixing any damages, and using tenants money for routine maintenance on apartments they refuse to keep up.? I am in no way responsible for "tile grout" or peeling privacy screens on bathroom windows that was clearly documented in a move in inspection that is conveniently nowhere to be found now.? I am still requesting my security deposit back as well as the excess charges amounting over $to be droppedI refuse to pay for any so called damages to the property that Dobrin cannot prove are my fault.? What Ms*** did not mention is that she moved in into a completely renovated apartment with new hardwood floors and all newly painted walls and ceilingsShe lived in the apartment for monthsAfter she moved out, she left the apartment in a damaged condition with multiple holes in the

There is no possible way that the walls were damaged to the point of needing sheetrock repairWe fully admit that there were scuffs on the paint from peoples clothes rubbing against them in passing, but paint is not $2000+ worth of repairs, and there were no holes in the walls (or ceilings, how would there even be holes in the ceiling?) of the houseYou can see from the picture in the PDF that the walls were fine in the living room, which mimicked the condition in the rest of the houseDobrin has FAILED to provide any documentation that supports their claim that the walls were damaged to the point of sheetrock repairThey also refuse to answer our emails regarding to that factWe are NOT contesting the charges for the deep clean, the trash picking up, or the overgrown grassWe are contesting the charges according to the PDF, which are the Late Rent Fee, Light Bulb replacement (something we requested on move-in, WHICH WAS NOT TAKEN CARE OF), Removing unauthorized door locks (locks that were installed by Dobrin before we moved in, the previous managers gave us keys to the rooms), Hardwood damaged (was damaged when we moved in, another request that was not addressed), broken screens (was requested on move in), and most importantly the outrageous charge of needing $2000+ total to repair the wallsMost of these contests have picture proof located in the attached PDFDobrin FAILED to address ANY of these contested charges in their response and therefore have not satisfied ANY of our complaints or concernsDobrin will not respond to emails or take phone calls regarding our deposit

The sheetrock and walls were damaged because of the water damage from the leaking roof, not from our "wear and tear" from living thereMold was literally growing out of the wallsNo cleaning should have had to have been doneWe cleaned the apartment for several days prior to moving out and returning the keysNothing was greasyAs to the hardwood floors I still am not sure what they are referring to because they wont show me any photos, or speak to me personally stillFrom what I recall there wasn't any damage to the floors when we moved out.

showing we were extremely upfront with Ms*** about what to was to be excepted with the lease so that we did not have any miss understandings.Stating that our company would like to turn this property over in August and that the lease would be short termAlso that the market rate at this time for the house is $1,600, however there is an automatic renewal in the lease which will be priced at what we think the house is worth come August due to the renovations we are currently undergoingExplaining that it would be somewhere between $1,- $2,We accommodated there finical needs and we had all came to an agreement that they would pay $1,a month instead of $1,600. Ms*** and her boyfriend had put in applications, each with a $application fee for the bedroom bathroom propertyMs*** had also put down a security deposit of $1,400.Due to the fact we had spoken about what was to be excepted with the lease at the time of our showing, I assumed there would be no miss understandings so we processed her applications and deposited her security deposit. Once we sent Ms*** the lease, she was extremely upset and started to make accusations toward our staff and companyMs*** asked for her security deposit to be returned on 10/5/We tired to negotiate and come to a good compromise with Ms*** but ultimately could notOur company returned Ms***'s check two hours within the same day (10/5/15) with zero hassle. The $dollars Ms*** is asking to be refunded, is our application fee$per applicationOn our application it states this fee is non-refundable due to the fact we use that money to run credit checks. Our company tired to accommodated Ms***'s needs as best as we couldWe lowered the rent to less then market rateWaved the pet security deposit fee of $Was in the process of having the property cable ready as request. Our company is sincerely sorry for any inconvenience this situation may have cause them.
