Disconnected electric have health issues and have electric wheelchair have a medical note from doctor still refused to turn back on.
I got behind on my electric bill and it's still getting below freezing westar refuse s to turn my service back on. My Doc. Even called telling them I have health problems and have to have it on even with a doc. Note and me being in an electric wheelchair they said to bad and still has refused to reconnect service.

Desired Outcome

If you have health issues even with good medical reason and a Doctor's request that they say they will except they need to follow there own policies and reconnect service. They should be made to restore my service. Hope I don't die before this issue is fixed

Since electric service at the customer's address is not currently active, we are unable to provide a possible medical extension for payment. We require notification by the customer prior to collection activity/disconnection to obtain extensions or other payment options if the customer qualifies. Unfortunately, the diagnosis provided by the customer and physician as well as the need for the medical equipment (scooter) to be charged does not qualify this customer for our Life Support Program, and service would need to be active to code the account as such if the customer did meet the requirements. We did advise that there are other options available for this customer to use to charge the scooter until electric service can be restored.

A line caused a fire that burnt our fence. They are refusing to take accountability and pay for repair.
An electric line came down and caused the grass in our neighborhood to catch on fire. The fire spread and burnt part of our fence. Westar is refusing to pay because they say that they did nothing negligent, specifically that their equipment failing does not cause them to be responsible. Every other company is responsible for damages if their equipment fails.

If my car brakes fail and I damage their equipment, they would hold me personally responsible. Why do the same rules not apply to them?

Desired Outcome

I want Westar to pay for 8 panels of fencing that needs replaced. I will do the repairs myself in order to save money.

As a regulated utility company in the state of *** governed by the *** Corporation Commission (***), acts of nature can cause equipment failures. In this situation, the equipment failure was a result of high winds (act of nature) causing two power lines to come into contact with each other causing the line jumper to break, which created arcing to lead to embers falling to the ground causing a grass fire. Therefore, it is unfortunate that acts of nature causing equipment failures are not recognized as negligent behavior or liability on part of the utility company. The Company did not have any prior knowledge leading us to believe there were any acts of negligence holding the Company responsible for reimbursement to the individual.

Whether an act of nature or not, your equipment caused damage. I think that it is ridiculous that you do not take any responsibility for your equipment causing damage. It is unfortunate that I pay the amount that I do for electricity and you can't cover costs incurred from your company. If there were other options available in my area, I would definitely never use Westar again. Again, whether an act of nature or not, I am personally responsible for any damage me or my property create. If my tree falls on your line because of an act of nature, I will not be told that I have to pay for any of the repairs.

Unfortunately this event as discussed previously occurred without any prior knowledge to our Company, and the damage that occurred to the property was due to an act of nature which we have no control over. If the damage caused was a direct result of our Company's negligence, we would have taken full responsibility. We do apologize for any inconvenience this may have caused you to experience.

Electric bill nearly doubled within a month period. This has never happened in the past.
I have lived at this apartment complex in the past and have never had to pay over $*** on my electric bill, especially considering the fact the winter then was equally as harsh as it is now. They claim this is my first winter and I am not competent on energy efficiency, but it is not. Having a master's degree with a research emphasis, I can say for certain that the numbers do not add up and are statistically significant between now and the last time I lived in *** several years ago. Within a month period, my electric bill doubled. I can say that this is unaccounted for because all of my lights are LED and my thermostat is set to 65. Additionally, I turned my heat off when I went home for a week in ***, so I do not understand why my electric bill doubled. Another concern I have is my bill in the summer should have been the same as it is now considering I had my air conditioner running all the time. As a college student, it is very difficult to pay what I am paying in electric, especially when I am unsure what it will be the next month and how to save energy in addition to the ways I already am. I am very suspicious about my bill and request an investigation be conducted, especially considering my experience with Westar energy bills in the past. I have tried to be as energy efficient as possible and have given up several afforded luxuries (like using my stove and TV) in order to make sure I can afford my monthly bill.

I believe, in fairness to me, I should be given a detailed reason why my electric doubled. As stated above, I have never had to pay over $*** for electric in the past for winter months. I believe Westar Energy should be investigated and refund customers who have been overcharged. There is no reason why an electric bill should double, especially if the consumer has put efforts to save energy.

This customer's bill has not been estimated and based on historical usage at the address, the usage is consistent. The original meter had been on the account since *** (a little more than 10 years) and the older a meter gets, it can begin to run slower and not record usage as accurately. A new AMI meter was set on ***, so from *** to the end of the most recent bill period (***) usage was being recorded more accurately and will continue to do so. Temperatures were 36% colder during the bill period of *** to *** compared to the previous bill period *** to ***, and 26% colder this year compared to last year's bill period from *** to ***. The average monthly temperature for the previous bill was 46 degrees and 30 degrees for the most current bill. In comparison with other units at the same apartment complex, usage has almost doubled due to colder temperatures. This winter has been very cold and during times of cold temperatures, furnaces and heat pumps use more electricity even if working to maintain the same temperature setting. Heating accounts for about 50% of a customer's bill. It may be helpful for this customer to monitor their usage via the Energy Dashboard or be in contact with their property owner to check when the furnace was last serviced and possibly the option of obtaining a more efficient heating source for tenants.

Previous energy consumption bills for the months of ***-*** in apartment complex 20 were lower. Mean temperatures for *** were around the same as they are for ***. According to past records, the difference in the energy bill for *** to *** was a $*** increase. This apartment did NOT have LED energy saving bulb, the thermostat was set at 68-70, and a space heater was ran in bedroom. Increase for *** to *** was a $*** increase. Apartment thermostat is at 65, no space heater is ran, and all electric bulbs (used by renter) are LED energy efficient (as recommended by company). Energy bill increase for previous apartment unit should have had more of a significant increase in energy consumption compared to new apartment unit simply based on energy efficiency practice. Company compares temperature averages for ***-***. After discussing with locals (who use Westar) about average energy consumptions in the past, every single individual has stated an "unusual" increase in bill. Even energy conscious individuals who stated they "turned off their heat" to save energy still stated an unusually high increase in their electric bill.

The meter at the customer's apartment as well as surrounding meters were tested free of charge on behalf of our company. This customer's meter tested out accurately (full load, light load, and average tests) as did all other meters at surrounding apartments. This directly reflects that the higher usage is related to the heating source that is being used at these properties as we have only received complaints in regards to higher usage in the winter months.

Tree trimmers came on our property and cut down ornamental tree and other landscaping instead of dead tree marked for removal without notification.

Early last *** one of your workers knocked on our door to tell us that a tree in our back yard was to be removed and had been marked with three red paint spots, while others that were marked with a white spot I assume were to be trimmed. This tree to be removed, while it stands in our back yard, is not "technically" on our property, therefore we perform no maintenance on it. We noticed your trimmer working outside on *** and my husband mentioned to him before any trimming was done that we had been told that the large tree in the southwest corner of the yard was to be completely removed and showed him the red markings. At that time the trimmer acted like he was unaware that this tree was to be removed. On the morning of *** while looking out my kitchen window I noticed that my mature ornamental weeping cherry tree (which is on our property) had been sawed down as well as other
nearby ornamental landscaping. This tree
stood in the exact opposite corner of the tree marked for removal. There were no markings on the ornamental weeping cherry who by it's very
nature of being a DWARF was in no way any danger to your electric lines. My husband and I were both home all day long on *** and had there
been a problem with the ornamental weeping cherry, we were not given the courtesy of a consultation about removal of the tree. I am angry that your
company feels entitled to come into my yard
and cut down my expensive landscape without warning or consultation and with little regard to my property value. TO DATE, that dead tree marked for removal still stands almost one year later, but I now have a bare spot on the northwest corner of my yard where the ornamental tree stood in order to disguise an otherwise unsightly corner. Enclosed you will find pictures of the tree marked for removal which still stands, and the stump which was once my ornamental weeping cherry. I do not have a picture of the living ornamental weeping cherry as obviously I had NO idea that I would need one. If necessary, I have witnesses whom I can contact, including the real estate agent who sold me this property. Enclosed also is a replacement quote from a local greenhouse. This was so WRONG and disrespectful, and there was no reason for it other than your company employees workers who are *** to
different species of tree. If in question, why not ask first? Please tell me how you plan to reimburse me for this tree as well as for labor for replanting a replacement tree and removal of the current stump. I am not asking for replacement of other landscaping chopped
down from that corner as I have no way to determine a replacement value. Every day that I look out my kitchen window I feel violated by your company. Best regards.

Desired Outcome

I would like a billing adjustment for the cost of a replacement tree quoted at $*** plus tax from the local *** as well as fair compensation for labor involved for stump removal and replanting.

Our contract vegetation supervisor met up with the customer on ***. They took pictures of the tree stump approximately 1 1/2 in in diameter and customer thought maybe 15' tall. The tree in question was growing out of 2 old railroad ties and some old concrete pieces. The tree indicated to be an ornamental tree actually was a volunteer black cherry that would be declared brush and should be removed under the contract. The customer thought it was a weeping cherry due to the limbs drooping downward. Our contractor agreed to purchase a tree in the spring for the customer if they plant at least 10' outside of the easement and no more than $*** in value. The customer has agreed and it situation should be resolved now. Our company contractor was not aware prior to this complaint being filed that there was an issue at this property.

I will accept this response as long as the company fulfills its promises along with the following clarifications: Tree was approximately 5ft tall growing in front of some old railroad ties for many years and had previously not been a problem. No mention was made of a $*** limit, I am assuming because your wholesale pricing will be cheaper than retail quoted to us. We had not made a complaint prior to now as we were waiting to discuss with the tree trimmers when they came to remove the large tree in the opposite corner we were told would be removed last ***.

The company that we contract our vegetation work to has made several attempts to contact this customer to fulfill their agreement. Unfortunately, they have been unable to reach the customer by phone or in person at their home. We have also attempted to contact the customer by phone, but the number that we have on file is not in service. We reached out to the vegetation contractor again and asked that they make another attempt to contact the customer. They were able to reach the customer and agreed to mail a check to the customer in the amount of $*** on ***.

It turns out a transposed phone number was being used to contact us therefore we received no communication from anyone regarding this matter. It was also mentioned that a note was left on our door during the past several weeks; however, there was no record of this recorded by our home security system. This morning a check for $*** was dropped off at our home. We would have preferred that our mature tree was still growing in the back yard, but consider the matter closed.
