Review: I have a checking account with First National Bank. For the second time this month, they are charging me an overdraft fee, even though they show on my statement that comes to me over the internet, when I log onto my account, that my account is not overdrawn. On June 24 I had a positive balance in my account. I made a deposit into the bank at approximately 1:40 p.m on June 25, still keeping my account in the positive. I then, according to my online bank statement, had five debits go through on my account with my account still in a positive balance. I then made a deposit on June 26 at approximately 12:56 p.m. which again kept my bank account, according to my statement in a positive balance, and then after they credited my account the deposit for that day they then proceeded to charge me $148.00 for NSF fees, they said were from the day before. (Even though my account was never in the negative). According to the two customer service representatives I spoke to at the bank, my deposit on June 25th although it shows as being deposited that day, was not deposited until the following day, therefore over drawning my account. And the same with the next day even though my account clearly doesn't show I had my account go in to negative status until today when then deducted the $148.00. When I asked them about the deposits, they said they have to post them that way even though they don't actually post until the following day. I think that is very deceptive. I asked them then why other transactions had gone through even though the deposit was not credited, even though it is showing my account balance at the beginning of that business day as being deposited. They said they have to post them that way. If my account was overdrawn, shouldn't it have shown up that way at the end of the day's transactions on June 25th? No they told me, because the deposit wasn't credited! WHAT?????????So in other words what you are showing as my balance at the beginning of the day's transactions isn't right?Desired Settlement: I would like to share with you a screen shot I printed of my transactions, so I can show you what I mean. I would like them to refund my money ($148.00) because I can't see where according to the records they show as available to me as my account summary, that I was overdrawn. A similar thing happened earlier this month and I explained to the girl what I was seeing and she understood and said she saw where the deposit was credited but couldn't understand when my account showed no negative.

This letter is in response to the above referenced Revdex.com complaint which you recently submitted reprding overdraft charges you received on your account here at First National Bank of PA (FNB).

During the investigation of your account, it was found that the deposits in question were made on 6/25 through the ATM at[redacted] PA and 6/26 at the ATM located at [redacted] PA both during regular business hours. PNB’s funds availability policy states, "if you deposit a check drawn on another bank or make a deposit to your account through an ATM or Mobile Banking, we will hold these types of deposits for one business day before they are available to you."

On 6/24 a deposit made at the [redacted] Street ATM for $132.08 was not available for withdrawal or paying items, per our funds availability policy. The items coining through totaling $327.88 were therefore being paid against the ending balance on 6/23 of $335.83.

After all items were paid the account on 6/24 ended with an available balance of $7.95,

On 6/25 the deposit of $132.08 from 6/24 was available, which gave you a balance of $140.03, which was enough to cover the item coming through for $102.01, but not the remaining 4 items that also came through that day. A charge of $37.00 per item was assessed to your account on 6/26 fbr these items.

FNB may, at its discretion, waive/refund overdraft fees. During this investigation of your account, it was found that on 06/13/13 that the Bedford Office did that for you by refunding $148.00 in overdraft fees. Therefore, FNB declines to refund you an additional $148.00 resulting from this overdraft occurrence.

I still find their practices for posting deposits to my account deceptive. I have written proof in my bank statement and online bank log in that the deposits were credited the day I made them. I am continuing to find a resolution to this matter. I am going to file a complaint with the PA Banking Commission within the next few days.

Our funds availability policy states that checks not drawn on our bank that are deposited at a teller

not available to use until the following business day which would have been November 6, 2013.

Review: On March 3rd 2016 I went into the branch to close out our checking account. It was in the negative by $8.40, so I deposited the more to bring my account to a zero balance. Then closed out the account. I asked three times if the account was closed and was ensured it was. Today March 16th 2016 I revived a letter in the mail stating my account that was supposed to be closed had a negative balance of $156.35. I call and tried to figure out what happened. They told me that the visa check card remains open for a couple days after closing. The card should not have been good after the account closed for one and for two how can they pull payments from a account that has no money. Also I changed all my payment to my new bank immediately after I switched banks. I personally think that they are just trying to do this to make money because they charged me with several over draft fees. Also in this letter they threatened me by telling me if this is not resolved they will send my over dew balance to [redacted]. Please help me try to get this resolved. Review: I know attempting to argue with a bank over fees is a losing battle, but it is NOT FAIR TO THE CUSTOMER(S). my bank states they have "all day banking". my issue with that is, when I visit the ATM and I receive a receipt that is showing a positive balance, they post an item around midnight or so....change the date of my ATM visit, and overdraw me. how can you change and ATM visit date and time?! I was there when I was there. it wasn't after midnight which should change "ALL DAY BANKING" AND this has happened on 2 occasions that I am aware of, but a definite concern as to more in the past. this is how they make their money, I get it, but not at my expense. I was at the ATM at 7:47pm on Oct.1st. I received a positive receipt from the machine. I check my account the next morning, it states I was at the ATM on oct. 2nd (a day later) and another deduction conveniently posted later oct. 1st which overdrew me, after I already withdrew from the ATM and received a positive receipt. I just had a conversation with the manager at sarver's branch (jennifer). she was willing to give me back an overdraft fee for an exact situation that JUST HAPPENED, and I find myself in the same situation once again a day later. this is happening to hundreds of people and the bank is getting rich on these shady business rules. if this is the case, the ATM should have a sign posted which states, ANY TRANSACTIONS MADE AFTER 7 PM AT NIGHT WILL POST THE NEXT BUSINESS DAY. AND WHAT EXACTLY IS ALL DAY BANKING. WE THE CUSTOMERS SHOULD RECEIVE A BOOKLET ON THESE SO CALLED RULES. I called on 2 different occasions and am awaiting a phone call back, but it will be the same run around. it is not FAIR. I am also in contact with a few companies regarding their posting policies as purchases made on a friday are not posting to my account until a monday. the bank says it is NOT on their end, but I can not believe much of what they tell me these days. F I opened a checking account it would be another 100 I said I didn't want a checking account if I can still do it they said yes. After 3 months I enquirer about it and they sad I refer both. Review: I have been banking with FNB for over a decade, through many corporate changes. FNB recently instituted a policy of holding checks from outside banks presented for deposit for one business day. Of course this has caused some irritation, but I understand this is a policy. Many times, in order to avoid this problem, the bank tellers will essentially "cash" the check and deposit it as cash. On Saturday, February 8, I made a deposit of $120 in cash, and $139 in the form of a check from my employer. Later that afternoon, I checked my account balance online and at the ATM of the local branch. Both inquiries reflected the entire deposit and stated that I had a balance of over $400.Throughout the entire weekend, I used my ATM card for purchase. On Monday afternoon, I stopped at a branch ATM and withdrew $100. My receipt stated that my account balance was $78 which was an accurate reflection of what I had spent over the weekend. On Tuesday morning, a debit appeared on my online account summary for NSF fee from FNB in the amount of $185. I went to the branch and was told by the teller it was a mistake and would likely lift overnight. It did not. I went to the bank this morning and spoke with the branch manager, Sharee Ritchey that half of my weekend deposit was not actually available to me, despite the fact funds were noted as available on the mobile site as well as the ATM. As a result, I was charged 5 separate NSF fees in the amount of $37. The bank manager refused to refund the overdraft fees despite agreeing that this policy is unfair. Basically, the bank lead me to falsely believe I had funds available in my account, which I accessed. The $139 check I deposited on Saturday was basically stolen from me. And as an electronic transfer is set to occur this week, I will incur yet another $37 NSF fee all because of some arbitrary rules this corporation used to intentionally deceive its customers. This practice is morally unethical if not down right fraudulent and deceptive.Desired Settlement: I would like a full refund for the NSF fees that were incurred due to this deceptive practice. I would also like this refund to appear retroactively from the day it was taken out of my account in order to avoid anymore NSF fees and returned check fees, as an electronic transfer from Atlantic BB is set to occur tomorrow.

I have reviewed the response made by the business in reference to complaint ID [redacted], and find that this resolution is satisfactory to me. However, while my personal issue has been resolved, I am disappointed that FNB continued to deny their accountability in this matter. If FNB states both online and through ATM receipts that a customer has funds available, those funds should be available...pretty simple. I feel that FNB deliberately uses this policy in order to deceive its customers and collect insufficient fund fees, and will refrain from referring friends and family to this banking institution.

Review: I have been a loyal Metro Bank customer for years and had no issue with them until the merged and became First National Bank. When they converted their systems over, the messed up my bill pay and when I paid my bills like I always do, it pulled from an account that I never pay bills from and caused an overdraft. That overdraft let to more and more and now my account is (as of 4/7/16) $217.25 in the negative and growing by $12 daily. When I contacted their customer service, they said it was not a bank error and I was liable for the negative balance. I refuse to pay any of their BS fees.Desired Settlement: I would like the overdraft fees refunded and my account closed with them.

Review: Interest was applied to a no-interest-loan even though a payment was sent. Customer was unaware that the money order had not been received until a call on July 29th from the Consumer Disc.Co. and interest had already been applied July 11th. This company will not reverse the interest charges even though this is NOT the customers fault and customer sent a copy of the money order receipt. (Post office will not refund money order for 60 days.) Meanwhile, FNB Consumer Discount Co. will not "hold" the interest rate for the 60 days nor will they even accept another payment to make-it-up and reverse the interest payments --- so interest will stay and a "late payment" information goes on credit report. Very unfair!!Desired Settlement: Allow customer to pay "missed payment" and reverse the charging of any interest payments!

August 27, 2013 Mr. [redacted], This is in regard to my complaint with FNB Consumer Discount Co., also known as Regency Finance Co. Their last correspondence asked for proof of my correspondence with the Post Office requesting a trace of a money order I had sent to them as a payment on a no-interest-loan #[redacted]. If I provided this proof they would "revisit" my request to reverse the interest payments. I presented all this information to them in person on Aug. 15th. However, in speaking with the manager, [redacted], yesterday Aug. 26th, he still informed me that they could not make a decision. He said that he had told me if the Post Office said it had been cashed by them, THEN they would remove the interest. The Post Office's 60 day search ended yesterday and the money order has not been cashed by anyone, it is still "pending". I provided all my information from the USPO to the loan company and they still will not make a decision. Will you ask them if I can pay off the loan without any interest? That would amount to $2520 or $2700 with the missing payment included!

She advised she would have it in the near future. We do have verification of purchase of the money order but not the trace information. Review: I applied for a mortgage loan through First National Bank. Provided my personal information to start a loan application. Three weeks later find out the bank not only did not start loan application, but did not know where my information went. Long story short 4 months into a loan application ,invested money into appraisals,etc, still no answer on loan approval. Had issues with getting my loan originator to forward supplied information to appropriate channels. I had to resubmit, through e-mail, information on several occasions because the bank said they never received it. I had to copy the realtor with all correspondence to prove I was providing the bank with information they requested, before it would get forwarded to the appropriate channels. I Provided a heating estimate for construction loan ,60 days qlater ,again 60 days later ,they found an issue with it. Now they want me to pay them an additional fee to extend the rate lock. First National Bank was negligent in processing this mortgage application from beginning to end in a timely professional manner.Desired Settlement: Either complete the loan application in a timely manner without penalizing me or chargeing additional fees or refund money spent to process the loan. The property which you wished to purchase was not eligible for the type of loan that you initially applied for and was qualified for. You were notified of this fact and you did not complete the application for the correct loan until approximately four months later. You elected to change contractors which further delayed the loan process. Your loan did not close within the rate lock period which required an extension of the interest rate. There is a fee charged for holding an interest rate beyond the rate lock date. My husband and I had a business account with First National Bank of PA. We have an absurd amount of overdraft fees due to Corporate Lodging charging our account more than authorized to do so, and charges of our own as well due to not knowing this was all happening at the same time.

We contacted First National Bank when we saw the first 3 charges which forced our account to go into overdraft. We were told to contact Corporate Lodging, and that First National could not stop charges nor have the authority to do anything about the overdraft fees. We contacted Corporate Lodging and was told to show proof. We then contacted First National Bank in Westmont to help us show this proof that our account was overdraft because of their charges.

First National bank at the time could see that Corporate Lodging charges did in fact cause our account to go overdraft. Again, First National Bank was able to see this but once all the charges had fell through the month, First National's bank system changed the order of the charges. For example, if we charged something at 11:00 in the morning for $60 dollars and Corporate Lodging charges something at 8:00 at night for $65 dollars the charge comes on our statement as Corporate lodging charged it first because their system organizes it from highest to lowest, and now that the dispute has finally be filed with First National bank they are not able to see what they saw prior to the system organizing it. It seems as if our charge caused our account to go into overdraft. We did not put money in our account because we were waiting for this issue to be resolved. To make matters worse, our card was charged another 4 times after the account was overdraft. First national bank was able to take off 3 of those overdraft fees but is saying now that our account was already overdrawn so they cannot take off the other 4.

First National bank did not contact us once about any of these overdrafts nor the charges that were falling in and out of our account until a week later by mail. We spoke to corporate lodging and they explained that they pre-authorized and charged again after the pre-authorization but were not clear on what was going on. First National Bank recommended that we try to work it out before they filed a dispute. However, during that time they were still charging overdrafts on our account.

First National charges $36 dollars for each overdraft and $8 after every third day your account is overdraft. We asked that they do something to help stop the overdraft fees and they were only able to stop the $8 fees; however failed to tell us once dispute is in process the $8 fees starts up again. There is an injustice on both parts. Not only are we getting absurd charges from Corporate Lodging but our bank as well is doing the same to us. We understand we had charges that fell after all of this and we are more then willing to pay what ever First National Bank paid out for us.

However, First National Bank is stating we owe $1018 and most of this amount is in overdraft fees. Something needs to be done as this does not seem just, especially when we entrusted our money with First National Bank. We are a small business.We are asking if you can help us lower this amount considerably.

The transactions in question are time stamped August 11 and posted to their account August13. During this conversation, the Assistant Manager explained that credits will post before debits, andthat items post largest to smallest regardless of the time of day the transaction took place. She also toldher that any business transacted over a weekend is on the following Monday's business. The AssistantManager was unable to comply with [redacted]'s request to create a statement proving [redacted]transactions were the first overdraft on the account since the account history shows the account at anegative balance on August 10. The Assistant Manager offered to file dispute claims, but [redacted] chose totry to get in contact with [redacted] in order for the refund to be handled on their side. This was due tothe fact that it was explained to [redacted] that the Business Debit Card that was used must be closed whenfiling the disputes through FNB. [redacted] did not want the Debit Card closed. We agreed to waive thecontinuous OD fee until the hotel refunded the charges or disputes were filed with FNB. [redacted] alsostated that she had in her words "a large deposit" for the account, but was not going to deposit thisbecause she felt that the hotel and bank would be less apt to refund anything if the deposit was made.August 28, 2015 - disputes filed with FNB - debit card was closed.September 8, 2015 - provisional credit issued.September 17, 2015 - [redacted] called to speak with the Manager regarding some of the overdraft fees onthe account. Branch Manager explained that the time stamp on the transactions validated that theaccount was overdrawn prior to the [redacted] transactions. When requesting NSF fees, the Managerstated that only a total of 4 - $37.00 NSF fees could be refunded as those were attached to the disputedtransactions. [redacted] requested an exception refund for all of the fees accumulated over this time. TheManager stated that since there was no bank error, no additional fees would be refunded.September 21, 2015 - Manager contacted the customer to inform them that he had checked with hissupervisor and that the decision was that the four (4) NSF fees would be refunded as a result of the 4disputes/provisional credit items, but no additional NSF fees would be refunded, again, because this wasnot a bank error. During the conversation, [redacted] stated her intentions were to close the account.September 23, 2015 - [redacted] and [redacted] came in to close the account. The Assistant Manager wasworking a teller window and waited on them. Since the account was at a negative balance, [redacted] and[redacted] were told that we were unable to comply with their request to close the account until andunless the account was at a zero balance. The Assistant Manager advised them that after 49 days theaccount would be charged off and sent to collections. Review: 4/18 - NSF 3 checks ($111) because 3 withdrawals came in that AM before auto deposit. On 4/17 end balance POSITIVE; 4/18 I deposited 2 ITEMS. I called [redacted] ([redacted]) asking why NSF with Positive balance. Was told that NEW POLICY, NOW deduct in order items are received; if not sufficient fund at that moment, that item is charged NSF instead of high/low in the past. Despite end balance 4/18 POSITIVE. 9/15 I contacted [redacted] again, because on 9/5 NSF $111. The order of items that day were early am 2 auto withdraw ($258.38 and $60.17) then ck $35, then 9/1 food for $27.90, then 2 purchases $14.04 at 9;23am/ $0.99 at 11:31am. There were funds for all those. Late that afternoon, processed ck #1956 $100. At midnight processed high/low, instead of order, and purchased 27.90 + 14.04 + 0.99 were charge NSF fees! I was in the negative $19.01 and charged $111. The only item that should have overdrawn was the last item / check $100.00 for fee of $37. When called [redacted] heard the story of high/low processing because higher amounts generally more important. But the smaller amounts were all taken out earlier in the day BEFORE the $100 and per 4/18 event it was how they presented. The check for $100 should have been returned NOT processed.10/3 called by [redacted] at [redacted]. That my savings was closed and didnt have overdraft coverage and confirmed if checks presented they would be returned, not processed. 10/6 I had a positive balance before midnight. But, apparently late on 10/6 they allowed a $500 ck presented to branch bank go through even though I didn't have funds. It didn't show until 10/7 it went thru so could not deposit $ to correct. 10/7 I discovered negative! Charge $185 NSF. The $500 check went in another FNB acct. There were NOT sufficient funds in acct, so SHOULD NOT have processed!! I was told checks would be returned. The person, my nephew, should have been told there were not funds to process -Or only $500ck been charged the NSF since all the others processed FIRSTDesired Settlement: 9/5 LAST transaction ($100 ck) should have returned NOT PAID! ($37 Not $111 in fees)10/6 $500ck should have been RETURN - NOT $$ in acct! ($37 NOT $185). If not following deduct as presented then $111 on 4/18 should also be refunded (4/17 & 4/18 +++ balance)They have inconsistent NSF practices. Checks that come thru that don't have $$$ to cover should be RETURNED. Instead they process to give them lots of $$$ in NSF. I could explain how they were human errors that they take advantage of!

Although we understand Mrs. [redacted]’s concern about the amount of overdraft fees she has

incurred, we have reviewed the activity on her account and have found that all charges are

legitimate. First National Bank encourages every customer to balance their account to the bank

statement and never make purchases or write checks prior to having the funds available in their

account.

The bank’s policy was explained to Mrs. [redacted] in April. She was told that when she swipes her

debit card for purchases, those funds are immediately removed from her available funds.

Then again in September, when the account had additional overdrafts, we explained the bank’s

policy of paying the highest dollar value items first, because the higher amounts generally carry

more importance for customers.

In October, we called Mrs. [redacted] as a courtesy to reminder her that because she had closed her

savings account that she would no longer have overdraft protection transfers available from her

savings. At this time we also offered other solutions for overdraft protection, such as a line of

credit attached to her checking. It is the policy of First National Bank to provide our overdraft

honor program to our established customers, which honors checks and purchases that they

make up to $800.

Throughout this entire process, it was explained to Mrs. [redacted] that the only way we could

refund any fees would be if the bank had made an error on her account.

After another careful audit of Mrs. [redacted]’s account, we still conclude that the bank has made

no error and all of the banks procedures have been followed to the approved policies

guidelines.

I do not accept their response. They have created it that they can charge NSF at anytime. Again in April I was told the policy was to charge as fees come in and then in September that they deduct from highest to lowest, which is contrary to April’s conversation with the new policy. My last conversation with [redacted] in October was that checks would be returned! The check in October for $500 drafted to another FNB account, at the same branch, should NOT have been honored. In October, the house payment draft from FNB was a human error, otherwise there would have been sufficient funds for the check. But instead the check was put through knowing that putting through a $500 check would cause substantial fees. In addition, if the bank would have placed the $500 withdrawal on my account immediately, I could have made a deposit before the close of the Uniontown branch office. I did not know it was negative until the following day on both occasions. Checks should be processed immediately, and posted as pending. I still stand by the correct customer service thing to do is HONOR the expenses AS PRESENTED, as I was told in April. The fees in September would have been $37 versus $111. The check in October should NOT have been processed or only a $37 fee versus $185. I am a human being, who makes errors. In every instance of overdraft, funds were immediately placed to correct them. However, I work very hard for my money to help keep a roof over my head and pay for the extra needs of my Autistic son. I believe, this bank has a choice to do what is right for the customer and see that their policies are very costly. It is not appropriate to be told in April the new policy, then be told in October when the savings account was closed that checks would be returned and a check presented to the same branch as my account was still processed. I do not feel their discretion was used in the best interest of the client; but, in the best interest of the bank.

Review: on april 16th 2013 I was involved in a car acciedent the car was totaled the insurance company paid first national bank 14500.00 now they want me to pay-off the interest of 2256.51.well I know this much when you pay off a car early you pay the amount of the car you own at that time. meaning when you pay-off a car early you cut that interested right off. that's why banks don't like when people or insurance company's pay-off a car. then have been hounded me for the money for months. its hurting my credit which isn't right at all.Desired Settlement: I feel they should have to pay me something but I want this off of my credit and I don't own them anything at all there trying to get free money.

This letter is in response to the above referenced Revdex.com complaint which

you recently submitted regarding Mr. [redacted]’s loan with First National Bank of PA

(FNB) deposit account.

This customer financed a vehicle loan on April 24, 2012, in the amount of $20,013.68. A

security interest in the vehicle was held as collateral for the loan. Sometime prior to May

17, 2013, the vehicle was totaled. On May 28, 2013, a check in the amount of $14,174.11

was received from the customer’s insurance provider. The insurance proceeds were

applied to the principal balance of $17,787.14 which left a remaining principal balance of

$3,613.03. On June 18, 2013, a warranty check in the amount of $1,433.52 as applied to

the principal which left a remaining principal balance of $2,179.51. The customer has

stated he will not pay any more on his obligation. The payoff as of today is $2,179.51

principal, $363.63 interest, $38.50 late fees for a total owing of $2,581.64.

The customer is liable for the remaining debt.

Should this debt not be paid, the bank will proceed in an attempt to collect the remaining

balance.
