We have investigated the issue with Mr. [redacted]’s PayPal MyCash Reload Card.   We have reviewed Mr. [redacted]’s complaint and he stated he received an error when attempting to load funds to his account. As standard procedure we requested documentation from Mr. [redacted] in order to research this issue. Due to technical issues that PayPal was experiencing at that time, he was unable to load funds to his account.   We attempted to contact Mr. [redacted] on October 14, 2016 via email requesting documentation needed to resolve his issue. We have not received the requested information from Mr. [redacted]. If he will provide this information we will be glad to issue him a refund. As always, we strive to ensure our customers have a good and equitable experience with our products. Until such time as we receive the requested information to resolve this issue, we consider this matter closed.   We place a great deal of importance on customer satisfaction and want to be sure that our customers have a positive experience with our product. We received a $50 gift card. After activation card was denied at Walmart. Tried to contact someone from Vanilla gift card and automated service only service -"experience long wait times". The website did not recognize card number and stated "System Error" every time.

Mr. [redacted]’s PayPal account.
Please know that
PayPal and Incomm are separate entities that have a contractual agreement for
the purpose of reloading PayPal accounts using a reload product provided by
InComm called PayPal MyCash. InComm offers the PayPal MyCash product in our
retail network and facilitates the activation and the reload transaction to
allow Mr. [redacted] to redeem the PayPal MyCash product into his PayPal account.
There is no affiliation between the two companies other than the contractual
agreement for this service. Mr. [redacted] purchased PayPal MyCash Reload Cards and
successfully loaded the funds to his account with PayPal. Once these funds
redeemed to his account, we no longer had visibility.
We place a great
deal of importance on our customer satisfaction and want to be sure that our
customers have a positive experience with our product. Because we have no
access to Mr. [redacted]’s PayPal account, he will need to contact PayPal to resolve
the issue he is having. We have provided Mr. [redacted] with contact information for
PayPal Customer Service under separate cover. We sincerely apologize for any

We have investigated the issue with Ms. [redacted]’s PayPal MyCash Reload Card. Ms. [redacted] contacted us on October 11, 2016 regarding an error she received when attempting to load funds to her account. As standard procedure we requested documentation from Ms. [redacted] in order to research this issue. After researching this inquiry, we found that the card in question was blocked; due to the system rules we have in place to prevent fraudulent scams. We reviewed Ms. [redacted]’s information and no fraudulent activity has been reported against her account. We contacted Ms. [redacted] via email on October 12, 2016 advising her that the account has been released and is now available for loads. Ms. [redacted] has successfully redeemed her PIN. I have tried to reach out to Mr. [redacted] regarding his issue he is having with his PayPal . I attempted via phone on July 30, 2015 and the number provided  in his complaint was not the correct phone number, I also emailed him on July 31, 2015 to get his card number. Mr. [redacted] did...

respond to the email and sent a card number; however, we are unable to pull it up in our systems. We are thinking this may be a PayPal issue regarding his account, opposed to the PayPal Mycash Cards that we own. We did email Mr. [redacted] once again to have him contact us directly so we could better understand his issue, if he would like to do so he can call me directly.

Mr. [redacted] initially contacted us on February 16, 2015 regarding a
lost card. As, standard procedure, we requested documentation from Mr.
[redacted].  We received the documents on February
16, 2015. A replacement card was requested, however; shipping was delayed due
to an inventory outage. On March 6, 2015 a replacement card was sent to Mr.
[redacted]. We have contacted Mr. [redacted] and he advised us he has received
his card and it is activated.

I have reviewed the response made by the business in reference to complaint ID [redacted], and I am pleased to have received a response from ITC Finance Licenses, Inc. via the Revdex.com.
Although I accept the solution proposed by ITC Finance Licenses, Inc. to
resolve the subject ticket/complaint by issuing a new PIN, I have to say that
prior to this message sent via the Revdex.com, I had never been
contacted by ITC Finance Licenses, Inc., despite the fact that I provided both
my email address and phone number during my initial phone call made on April
29, 2015.
Furthermore, although I had called ITC Finance Licenses, Inc numerous times
prior to submitting my complaint via Revdex.com, not once had I been informed about
the issuance of a new PIN. (The last time I called was around 4:49 PM on June 7,
2015 which was moments before I filed the complaint with the RevDex.com.)
Notwithstanding the aforementioned, I would like to request ITC
Finance Licenses, Inc. to proceed with the issuance of a new PIN.

 The card returned to our corporate
office due to “Forward Time Expired.” Ms. [redacted] did not contact us with her new
address until August 11, 2015.

My issue qaa resolved after several hours and days and continued calling. I also paid $100 in fees in on day trying get my money off card. And never will use this business again.

Gift Card.
 
Mr. [redacted]’s complaint centers on the
timeframe of the dispute process.  The
dispute process may take up to 120 days to reach a complete resolution and we
apologize for any miscommunication regarding the time frame for each step in
the dispute process.  The chargeback was
submitted on October 16, 2014 and the merchant is given 45 days to
respond.  As long as the merchant does
not file representment the funds are typically available after the 45 days.  The deadline for this case is December 1,
2014.  These time frames and procedures
are regulated by MasterCard.
 
With this clarification, we consider this

Receipt of the above styled complaint is hereby acknowledged.  We have investigated the issue with Ms. [redacted]’s MyVanilla Reloadable Debit Card.   Please know that the MyVanilla Reloadable Debit Card is not sold or marketed as a Gift Card. In accordance with the USA Patriot Act, we, like all other issuers of General Purpose Reloadable card accounts, are required to verify the identity of each person who opens a card account.  We are further obligated by the USA Patriot Act to obtain, verify and keep records related to the account ‘for five years beyond the date of account closure’. These regulations are designed to protect the financial infrastructure of the United States from potential money laundering and terrorist financing. To complete the authentication process we compare name, address, social security number and date of birth against commercially available databases. We do not run credit reports. Please know that, as a consumer, by law your credit file cannot be accessed without your consent. We do not request consent from our cardholders and we do not access credit files. The information is obtained strictly under the requirements of the USA PATRIOT Act and is protected on our systems in a PCI compliant environment. Our obligation to collect information and perform these checks is disclosed on the face of our card packaging.   We have reviewed Ms. [redacted]’s complaint and found that she mistakenly discarded her personalized MyVanilla Reloadable Debit Card. Ms. [redacted] contacted our office on October 17, 2016 and customer service requested documentation in accordance with the USA Patriot Act to verify her identity. Ms. [redacted] has requested a refund of the remaining balance on her card. We have issued two refund checks totaling $70.11 to the address provided on her complaint.   We sincerely apologize for any inconvenience this matter has caused.
