September 29th, 2017Dear [redacted],I am writing in response to the complaint made by [redacted] on behalf of Hilltop Apartments/Towne Properties. The Community Manager, Jackie Murray did offer to honor the original quoted price of $1269, there was some confusion with the price due to a rent...

increase between the time of the application and the move it date. The water and sewer fees had also increased during this time period. Jackie Murray informed [redacted] that Hilltop would honor the original quoted price of $58 for their September payment and then in October, with required 30 day notification, the rate would then increase to the $63 per month.I have attached the signed applications for both [redacted] and [redacted] that states that the $150.00 that each paid (Total of $300) was indeed a security deposit. Hilltop processed the request to refund the full amount of $300 on September 5th, 2017. Hilltop did agree to refund the deposit even though the application clearly states that “I/we hereby agree that Towne Properties may retain the entire holding deposit of $150 tendered by me/us with this lease application should Towne Properties approve the lease application, and I/we for any reason fail, refuse or decide not to execute a lease agreement with Towne Properties for the unit described below.” (Please see attached, signed lease application for both parties).  It does take up to 30 days for the check request to go through our past resident’s department and then to the accounting department to process and mail the refund. The check for the refund of $300 is being cut today, September 29th, 2017. The customer’s request of having the deposit refunded was already in process upon receipt of this notification. not enter atenant's apartment once they move in unless we do repairs. Again, we are notclear what this means.Complaint: Roach and bed bug infestation.Answer: We respond to all complaints about bugs. We already treated this apartment and theentire building before and after this complaint. Ms. [redacted] insisted there werebugs yet our exterminator could not locate any. Ms [redacted] was unable to showhim any as well. Ms. [redacted] called the Health Department. Their response isattached. As you can see, the inspector Tom Sterling could not find live bugs.This upset Ms [redacted] so she requested to speak to a supervisor. The supervisoragreed with the inspector that there was nothing that could be done. Alsoattached is a statement from our professional exterminator. To appease Ms.[redacted] we did add numerous bug traps to her apartment. She tended to throw themaway prematurely.Complaint: Broken window.Answer: This is quite interesting because this is our only building with old casement stylewindows. Prior to her moving in we had contracted to replace ALL windows in herapartment with new vinyl, double insulated double hung windows. The installersremoved the old windows and installed new ones. One window shipped was thewrong size. The installers had to reinstall the casement window and make itwork temporarily while the correct size was obtained. This took about a week orten days.Compliant: Break-in ready door.Answer: Her apartment had new locks installed that included a dead boltand door handle lock. The door jam near the handle is worn. However thedeadbolt secures deeply into a metal frame. As we tell all tenants, thedeadbolt is the best lock to use. She agreed when she moved in. Iam not sure why this complain is listed. By the way, my new door at my housefrom Champion is a deadbolt only system.Additional comments: She mentions that we never responded to her. Actually, we respondedquite often to her incessant text messages and phone calls. Unfortunately sheturned violent and threatening in her messages to the point that we took themessages to Deer Park police. They instructed us to no longer respond to hermessages and they were going to warn her that if she sent another threateningmessage that she would be arrested. Her messages and phone calls stopped untilshe moved out.Response to settlement request: Ms. [redacted] broke her lease and therefore forfeited herdeposit.

We are in receipt of a complaint filed by Mr. [redacted], an owner who resides in [redacted], one of our managed community associations. We regret to learn that Mr. [redacted] is not satisfied with recent correspondence from our office advising him that his inquiry will have to be...

Guests are permitted to utilize visitor parking for up to one month without requesting an extension from the association.
