My mother found their add in a paper and called them on April 28, 2015. She asked if 1.5 Mbps internet speed is sufficient enough to run their equipment and have a decent quality shows on TV. They told her that the internet speed doesn't matter. They convinced her to pay on the phone $366.95 via her bank account. After few days, my mother found out that her internet speed is too slow to run Panorama's service and changed her mind. She returned their equipment unboxed the same day it came on the mail. Since April, she called several times and asked to refund her money. It is July 2015 (now) and they never returned her anything. If she calls them, they tell her that their manager (some Alex) will call her back to resolve the issue. Nobody called, no money refunded.
Conclusion: This is another example of Russian service with roots to former USSR where people were scammed and defrauded on a Government scale.

Review: Panorama TV (Russian Television)
They failed to refund my 28.95 dollars received for the trial subscription period (with promised full refund), therefor they stole these money from me.
In August 2014 I paid them 28.95 for the first month. They promise to refund these money if the service was canceled within certain period of time. I did cancel the subscription within the time allowed. (Was not able to use the service at all, because their technical support was not able to resolve a technical issue.) THEY DID CONFIRM THAT THEY OWE ME 28.95, AND PROMISED TO REFUND THEM. BUT NEVER DID.
A day after I used their website to make that payment, my bank detected an attempt of fraud activity on my card and suspended it. A new card was issued. I don't know if that fraud activity had anything to do with the Panorama TV website, or was that just a coincidence. But I did not use the card anywhere else online at that time.
Since August I called Panorama TV customer service 5 times. Several times their answer was: yes, we will send the refund, just wait a couple of days. Now they say that they cannot send the refund, because my Master card number has changed. And the only option they have is to refund money to the same exact card. I suggested to them to send me a check, to the address they have on file, and I don't mind if they want to subtract their mailing expenses from my refund. THEY REFUSED.
All five times when I called, I talked to the company's customer service representatives. The last time I called (on October [redacted]) the lady introduced herself as [redacted]. Several times during the latest calls I asked to speak to the [redacted] to discuss my issue. Three times I was told he will call me back, but he never did. During my last call I insisted to talk to him, but again was refused that opportunity. According to [redacted], the [redacted]'s name is [redacted]. Overall, during the last conversation on October [redacted], they clearly let me know, that they have no intention to refund my money, nor to further discuss the issue.Desired Settlement: Mail me a check for 28.95.

Review: On January the [redacted] I had contacted panorama TV due to an advertisement I saw for their Russian TV service. I had placed the order for a receiver and one year of service totaling $268 dollars. When I placed the order I was told that they have a 14 day return policy to test out the equipment. When I contacted the company yesterday the rep told me that it was too late to return anything and they only have a 5 day return policy. I asked to speak with a supervisor and she told me he would call me back. when I called back today she told me that I can not speak with the supervisor rules are rules and hung up. I am aggravated at the service that this company is offering. The sad thing is I had purchased this as a new years gift for my grandparents and they are left without any tv service now. Because I spent 268 dollars and I dont have anymore money to spend.Desired Settlement: I would like to return my equipment and receive a full refund for the service. I would also like to report them to the New York business board so they can remove the companies business license. such a company should not be running a fraudulent business.

Review: The service we ordered never worked, and after numerous attempts to resolve the issue, the company refuses to communicate and help.Desired Settlement: I want to get full refund in the amount of $304.95
Review: On March the [redacted] I called the company regarding subscription for their service. They requested to provide my bank account number in order to provide the TV service. Total price for the annual plan and equipment was $432. I told them that I am not completely sure about this but the customer representative assure me that if I will change my mind I can cancel with full refund. 20 minutes later, after talking to my wife, we decided that we do not want it and called the company back to cancel the plan. They said no problems your request canceled and refund will be issued. Instead of this on March ** we received TV box. We called the company and they apologize for mistake and told us to mail it back. We mail TV box back on the same day March **. We have a receipt confirming the date. Then on multiple occasions we called the company and they keep promising to return the $432. They even said that they send it to wrong account. My last communication with company representative was today. Her respond was that she does not know anything about refund and I need to talk to the [redacted] and he is not available. I feel that they are committing a crime not returning my money that I paid. My rights as a customer violated. Complaint will be also filed with Attorney General Office.Desired Settlement: Immediate full refund of my banking account.

Review: On May **, 2013, I decided to buy a media device for internet TV. I went to the Panorama TV store and made a purchase of a TV media device and paid for services in advance for a whole year in the amount of $329.84. The merchandise I had purchased did not work. When I called the company on next day to issue a complaint about their media device, I was told that the problem could be fixed for an additional $65.00, even though the malfunction of the device was through no fault of my own. I did not accept the offer for repair (on their website it said there is a two week free trial guarantee) and tuning of the media device at an extra cost. Following Memorial day weekend, the merchandise did not work through May **, 2013, which is the date when I returned all of the original components of the device to the merchant. The merchant refused to return my money and refused to exchange the media device, explaining that they don't have them in stock and that as soon as they receive them they will contact me. After a few weeks nobody contacted me so I stopped by the store. The salesperson was very nasty and she said that they were expecting devices in two days and she will call me. After two weeks nobody called me, so I called and was told again after two days we will call you, but nobody did. I realized that they trying to punish me. I asked my coworker to call them if she can come to the store to get a device. They said yes, which means they had the devices after all and they just didn't want to return my calls. After that I went to the store again, they kept saying that they don't have devices and temporarily they offered me a lower quality device, which comes free with a one-year subscription. I took this device and when I tried to connect it to my TV at home, it was not compatible with my TV. I called them again and they were very nasty with me, so I still don't have my internet TV. I kept calling the store once a week and they kept saying that they will call me back the following day. As I mentioned, I paid for services in advance and three months of this prepaid period have already passed without functioning internet TV. I can't believe that this could happen in the USA -- our country have the best services in world.
