September 11, Dear Ms***, Thank you for the opportunity to respond to Ms [redacted] complaintIn her complaint which you forwarded to Ashford University on September 1, 2017, Ms [redacted] stated: I have been going to Ashford University since JanuaryEvery month since January, I had have a class each monthin my final week of class for July, I noticed that I didn't have any classes for August, so I focused on family members that were in the hospital and gaining more hours at work to fill up my free time from schoolI didn't get any emails regarding no classes until August from my academic advisor Hale SoysterThe email on August was exclaiming that the school had knowledge that there was a gap in my schedule and I had a time limit to fill out a academic leave or I will be kicked out of the schoolSince I didn't see the email until August 17, I got kicked out of their school and I have to start paying back the student loan before I can take classes againWhile attending Ashford University, they were really organized about keeping my online classes organized and ready for me to attend until AugustWhen I first enrolled at Ashford University, the enrollment service advisor [redacted] exclaimed to me, that the major I choose, I would not have to pay any of the student loan back until I graduate in yearsEven through the first classes, the teachers was explaining that I will only pay the student loan back until after I graduate from the UniversityWhen I spoke to the school advisor Hale Soyster on August 17h, he explained to me that since I didn't respond back to his email on August within the time frame in regards to the gap that they put in my academic schedule, that I will have to start paying back the student loan before I can start classes againI am extremely confused by the different stories that I received from different Ashford University counselor on my academic journeyI have complied with all rules that were required to received a education at Ashford Universitythere for, I am puzzled by the University's changing their commitment to my scholarship that was started at the inception of me getting a education Ms [redacted] proposed the following resolution: I want to be reimbursed of the prepaid money for the classes of September, October and NovemberThe remainder of my student loan should be sent to Frederick Community College immediately I have investigated Ms [redacted] concerns and determined that a gap in the scheduling of Ms [redacted] academic courses created an attendance issue that threatened Ms [redacted] continued access to Federal Student Aid fundsIn order to mitigate this issue, the University attempted to contact Ms [redacted] to encourage her to submit an academic leave requestUnfortunately, Ms [redacted] did not respond to this communication and the University was required to withdraw her from her academic programThis withdrawal triggered a mandatory Return of Title IV funds (R2T4) calculation to determine what, if any, of Ms [redacted] Federal Student Aid funds were required to be returned to the Federal Student Aid Program (FSAP)Ultimately, a portion of these funds were returned to the FSAP, and this resulted in a balance of $1,on Ms [redacted] student ledger With regard to Ms [redacted] proposed resolution, following Ms [redacted] withdrawal the University unregistered her from her upcoming courses and credited her account accordinglyThe University has no authority to transfer any of Ms [redacted] Federal Student Aid funds to another institution The University regrets any inconvenience Ms [redacted] experienced and, as a gesture of goodwill, will credit her account in the amount of $1,491, leaving her with no balance owed to the UniversityPlease allow at least ten (10) business days for this account adjustment to be reflected on her student ledger Please let me know if I may be of further assistance Best regards, [redacted]

September 15, Dear Ms***,Thank you for the opportunity to respond to Ms [redacted] complaintIn her complaint which you forwarded to Ashford University on September 11, 2017, Ms [redacted] stated: I was in a course MGTand [redacted] was the instructorMy computer crashed, mind you this is an online college, and I sent her two videos of the computer and what it was doingI asked for a one dayextension and she denied it stating that it was "an excuse." My computer was not up and running until the next morning, the day the final was dueMy computer wiped everything to include my finalI informed her of thisShe told me "you know that free computers are available at any public library and community college--for everyone's use, right? We have many public Libraries and community colleges in the country" She then reiterated in another email minutes later stating that "free computers are available at any public library and community college in this country--for everyone's use." First off, I serve this country, I do not need my instructor to be condescending toward me and tell me what is free in this countrySecond, I am not capable of taking my two kids with me to the library and have them run around while I rewrite my entire finalI do not care that I will be docked points for being late, I care about how this teacher treated meIt's completely unreasonable to not grant the extension, as this is an online college and I'm sure this happens oftenThis is the most unprofessional communication I have experiencedWhen I tell [redacted] this, I am attacking her verbally and I need to watch my toneThis is all due to me not receiving the answer that I likeNo, this is due to her taking my legit circumstances and identifying it as an "excuse" and then decided she was going to be condescending toward me about the country and what is free in itAfter I told [redacted] I would be taking this up with the School, she then tried to back track and lecture me about not following the professors instructions about informing her that I was in the militaryShe was incorrect, the email was in the same thread at the very bottom and she responded and knew Ms [redacted] proposed the following resolution:For the teacher to me reprimanded/counseled and understand she cannot talk to who her students any way she pleasesThe University has an established process in place to address and resolve disputes that students may have with their instructorsOn September 5, 2017, a University representative advised Ms [redacted] to submit an Instructor Issues form per the University academic catalogI concur with this representative’s advice and ask that Ms [redacted] utilize the established dispute resolution process.Best regards, [redacted]

Revdex.com:I have reviewed the response made by the business in reference to complaint ID [redacted] , and have determined that this proposed action would not resolve my complaint For your reference, details of the offer I reviewed appear below.I have been requesting the school contact me about a payment plan and I have been requesting a grade dispute form I have reached out to the school several times via email and phone They have not followed through with what they told me could be done about my grade and my billing issues Regards, [redacted]

Revdex.com:I have reviewed the response made by the business in reference to complaint ID [redacted] , and have determined that this proposed action would not resolve my complaint For your reference, details of the offer I reviewed appear below.I actually quite thank you for sending those documents, cause there in lies one of the problems, dollar for dollar those amounts do not match what you all said I received from previous documentationThe amounts seem to all be rounded up here except for those that were federal moniesWhy is that? Is it because they could not be falsified due to their records and you all not wanting to be in bad standing with them? Though that is all speculative, what is not is that all monies from federal grants are to be spent last and that a refund to me should only have happened if all expenses were covered and there was money left, so how is it possible that I owe you money after that fact? I took courses and failed the last Your policy said that after failed courses the money would be returned but you waited until I was no longer a student thereAlso, how did I receive $4,000+ in loans, and $in grants, yet my courses at a rate of about $12-a course were not covered? That is improper .Next, I never signed any documentation with [redacted] I've never received any communication from [redacted] about anything, everI have never heard of them until now, so how did I sign a promissory note with themHow did [redacted] fund private loans for me, but money from those loans that I actually received have been put on me by [redacted] and are currently in consolidationThis is becoming absolutely ridiculous but I will not settle because this is wrongThe Revdex.com needs to move to the next phase of this investigation.Regards, [redacted]

Dear Ms [redacted] , Thank you for the opportunity to respond to Mr [redacted] complaintIn response to the complaint Mr [redacted] originally submitted to the University’s Student Dispute Resolution Center, and in concert with the University’s established policies and procedures, a trained investigator reviewed Mr [redacted] allegations and conducted a thorough investigationThe University provided Mr [redacted] with a report of this investigation on October 20, Based on the investigator’s findings, the University declined to honor Mr [redacted] bifurcated resolution request (that he be refunded 50% of his tuition and fees should he elect to remain enrolled at Ashford, or that he be refunded 100% of his tuition and fees should he elect to disenroll) but did, as a gesture of goodwill, offer to credit his account by $1,451.50, an amount that would reduce his account balance to zeroAdditionally, the University agreed to Mr [redacted] request that he be provided with additional points of contact within the Financial Services Department that he could call on for supplemental information related to his financial aidThis proposed resolution was apparently unsatisfactory to Mr [redacted] He submitted a request for Presidential Appeal and renewed the allegations from his original complaintAs background, the grounds for a Presidential Appeal are limited as the Appeal is not intended to be a de novo review of the investigation and its findings, but rather a fail-safe to protect against investigator bias, failure to follow procedures, investigation findings that do not accord with the preponderance of the evidence, or failure to consider new evidence that was unavailable during the original investigation and could be outcome determinativePer the University catalog, to be eligible for processing a request must state at least one of the criteria listed above and include any relevant newly available information or evidence that was not available during the investigationFollowing its established policies and procedures, the University informed Mr [redacted] that his request was defective as it did not include relevant newly available information or evidence that was not available during the investigationThe University provided Mr [redacted] with three (3) additional days to perfect his requestMr [redacted] final submission again failed to include any new information that was not available during the investigation, and the University notified Mr [redacted] that his request was therefore ineligible for further considerationMr [redacted] complaint to the Revdex.com appears to be an inappropriate collateral attack on the University’s Presidential Appeal processAs noted above, the University closely adhered to its established Presidential Appeal process and Mr [redacted] had notice of this processMr [redacted] agreed to this process when he signed his enrollment agreement and acknowledged the University catalog and the information it containsI note that Mr [redacted] has not alleged that the University failed to follow its established policies and proceduresInstead, his communications to the University and his complaint to the Revdex.com document his disagreement with the outcomes of his original University complaint and subsequent request for Presidential AppealThe University thoroughly investigated Mr [redacted] complaint and then followed its established policies and procedures in response to his request for Presidential AppealThe University continues to offer Mr [redacted] resolution in the form of an account credit of $1,and the assignment of additional personnel to provide him with supplemental information related to his financial aidMr [redacted] initial request that he be refunded 50% of his tuition should he remain enrolled, or 100% should he disenroll, is both unreasonable and impractical, and no reasonable grounds exist upon which to grant his current demand that 100% of his tuition and fees be refunded following denial of his appeal requestPlease let me know if I may be of further assistance [redacted]

Revdex.com:I have reviewed the response made by the business in reference to complaint ID [redacted] and have determined that this proposed action would not resolve my complaint For your reference, details of the offer I reviewed appear below. They still have not provided me a statement that when I pay this balance I will be finished and receive my diplomaI responded with this statement and they have not acknowledge my replyI have no recourse if I pay this balance and they come up with another balanceI want a statement from them that when I pay this balance I will receive my diploma and the holds will be lifted off of my records so I will have access to my transcript and my records!Regards, [redacted]

Revdex.com:I have reviewed the response made by the business in reference to complaint ID [redacted] , and have determined that this proposed action would not resolve my complaint For your reference, details of the offer I reviewed appear below.I have attached the letter from [redacted] detailing that the debt had been removed from all credit bureaus, as they haveUpon calling them for further information on this letter, they assured me the debt would be removed and that the debt would be sent back to you allI refuse to pay a debt that has no basis and at this point the Revdex.com or someone needs to make a decision because every source I've contacted, [redacted] , Federal Student Aid, [redacted] and Ashford, none can provide a trail that any of this money ever existedThe only documentation is Ashford's ledger, but no documentation that they received or returned any monies to or from anyone, and I will not pay this until that is doneIf it can not be proved, then it needs to be removed and my transcript needs to be releasedAshford simply saying you are not removing it with no proof of any of these monies and their movements to and from, only while it was in your hands is not acceptable[redacted]

Revdex.com: I have reviewed the response made by the business in reference to complaint ID [redacted] , and find that this resolution would be satisfactory to me I will wait for the business to perform this action and, if it does, will consider this complaint resolved Regards, [redacted]

August 4, Dear Ms [redacted] Thank you for the opportunity to respond to Ms [redacted] ’s complaintIn her complaint which you forwarded to Ashford University on July 27, 2017, Ms [redacted] stated: I emailed the school earlier today, and am very upset with their financial aid practicesWhen I began my BA degree in 2014, I signed up for the maximum amount of my loans so that I will be able to live during the time I was taking coursesDuring the past years, the school has eaten through all of my student loans, I have received less than [redacted] in stipends over that periodLast month I called the school because I was concerned about my last classes due to the last award letter I had received, I was then informed that they were notified that I no longer had funding through the Federal Government and that I owed them an estimated [redacted] or they would put a hold on my diploma and transcriptsI was told that even though I am a disabled student that I needed to start paying them ASAPOn the 11th of this month, they received the final payment from the Federal Government, and my account is showing an estimated [redacted] outstanding balanceUpon further investigation, I found out that my student loans provided an extra [redacted] for living other expenses, of which I never receivedI am filing complaints of misuse of my student loan funds Ms [redacted] proposed the following resolution: I want the $ [redacted] is owed to me via my student loans this year, of which that adjustment will pay for my last three classes and I can graduate and put Ashford Behind me The University denies Ms [redacted] ’s serious allegation that the University “misused” her student loan fundsThe University properly applied Ms [redacted] ’s student loan funds to tuition and fees Ms [redacted] incurred while pursuing her degreeI have included Ms [redacted] ’s student ledger card which reflects all tuition, fees, charges, payments, stipends, and refunds associated with Ms [redacted] ’s University account(Exhibit 1) I note that Ms [redacted] received $ [redacted] in stipends while enrolled at the University The U.SDepartment of Education administers student financial aid through its Office of Federal Student AidThe student is a participant in the financial aid award process and is required to submit a Free Application for Federal Student Aid (FAFSA) as well as an Institutional Application prior to being “packaged” for financial aidThis financial aid package includes budgeting for both institutional costs (such as tuition) as well as cost of living expenses (such as room and board)The student is notified that a financial aid package has been created, and the student may decline the financial aid if he or she chooses to do so, since it is the student, not the University, who is applying for the loans The University followed the same financial aid packaging process described above with Ms [redacted] Funds budgeted during this process are disbursed as reflected on her student ledger cardThere is no separate disbursement for cost of living expenses, and of course, Federal Student Aid funds are primarily intended to pay for tuition and fees associated with higher education The U.SDepartment of Education also provides notice to students regarding whether they are approaching aggregate loan limits imposed by the Federal GovernmentMs [redacted] received this notice in the form of a Student Aid Report (SAR) dated November 17, As part of her Enrollment Agreement, Ms [redacted] acknowledged that she is financially responsible for any and all charges incurred, and she elected financial aid as her primary payment option and cash as her secondary payment optionAdditionally, she acknowledged that she had read and understood the University Academic Catalog, which contains notice that the University will withhold transcripts and diplomas pending settlement of outstanding balancesThis provision is not unique to Ashford University Finally, I found no evidence in Ms [redacted] ’s student record that a University representative had discussed Ms [redacted] ’s disability in connection with her account balanceI am happy to reexamine this matter should Ms [redacted] provide additional details regarding this allegation In conclusion, I have determined that the University properly processed and applied Ms [redacted] ’s Federal Student Aid funds and that Ms [redacted] received stipends in the amount of [redacted] I am unable to grant the resolution she has proposed as funds budgeted in her financial aid package have already been disbursed to her Please let me know if I may be of further assistance Best regards, [redacted] Exhibits: 1) Student Ledger Card

Pell Grants and unsubsidized loansThe review revealed that you had seven (7) courses remaining to complete your program, and estimated cost of tuition and fees for those seven (7) courses would be $As a result, you had a projected balance due of $for your fifth academic year as a result of tuition and fees that would not be paid for with financial aid On the same day, University representative September 13, Dear Ms***, Thank you for the opportunity to respond to Ms***’ complaintIn her complaint which you forwarded to Ashford University on September 1, 2017, Ms [redacted] stated: I have a few concerns with this establishmentMy first concern is the school forcing me to retake a course (at a 100% cost to myself) based on a negative grade I was given by a professor who stated that there was 79% similarity in my paper when the originality report is showing 2%This is a substantial difference in numbers and does not warrant the professor scoring all of my papers as a zeroI have appealed this grade with the supporting paperwork and they school has backed the decision original scoring with the "subjective" opinion vs actual concrete factual material that comes from a computerized programAdditional concerns is the that school is taking back money that was from a grant and charging my account back that moneyAll of my tuition up to the start of was paid for between my employer and a Leadership Development Grant from the schoolNo money was to be paid out of my pocketPrior to finishing the second session of my schooling (using student loan money) the balance on my account was -$(this was due to me actually making a payment out of pocket for that $Since then the school has "refunded themselves" $When I contact the school they tell me not to worry about that balance that is showing, yet the school has drawn a couple more student loans to cover the money "taken" from me in addition to the course that they want me to completely take over Ms [redacted] proposed the following resolution: I want my money refunded back of the $that should not have been refunded out of my accountI also want my papers graded by a 3rd party since the school seems to not be objective in this caseTotal money that the school is attempting to collect is with their faulty practices is $If my papers can not be graded (at the cost of the University) by a 3rd partyThen I request a grade of a C (despite that being lesser than what is should have been) and the "F" wiped off of my GPAThis will prevent the requirement of the school forcing me to retake the course in order to get my degreeThis is my last class needed for my degree so it is a matter of having the school to continue to defraud me and pay this additional money in addition to the $15,already just to have my degree (which I rightfully have earned) Ms [redacted] submitted a University grade appeal and the University followed its established processes and procedures in reviewing that appealThe University stands by its decision as to Ms***’ grade appeal Ms [redacted] did benefit from Ashford University’s Leader Development Grant (LDG), a successful and popular program intended to help students avoid educational loan debt by funding a recipient’s direct education-related costsPer the University’s enrollment agreement, a student participating in the LDG program may not receive both LDG and Federal Student Aid (FSA) fundsThe LDG program does not prevent students from applying for and receiving FSA, but should a student elect to receive FSA funds they are no longer eligible for LDG funding During her academic year that began on July 19, 2016, Ms [redacted] applied for, was awarded, and elected to receive FSA fundsAs a result, she lost eligibility for LDG funds that were disbursed to her prior to her removal from the LDG programThese LDG funds were recouped as part of a routine audit triggered by the disbursement of Ms***’ FSA funds I note here that the University has extended its Corporate Continuation Grant (CCG) to Ms***Under the CCG, students who were formerly eligible for the LDG enjoy a 20% tuition discount as they complete their academic degree Please let me know if I may be of further assistance Best regards, [redacted]

Dear Revdex.com, On August 4, 2015, Ashford University (University) received the complaint that [redacted] (student) had filed with your officeIn his complaint, the student alleges that after he completed his FAFSA (Free Application for Federal Student Aid), the University told him that they had everything necessary and that he could expect a “refund” of $However, he was later informed by the University that the tax documentation he provided did not suffice, and that he needed to provide more tax information even though the tax information he provided came directly from the IRSThe student also alleges that no other school will accept the credit he earned at the University after he drops out For the reasons above, the student would like a full refund from the University The University investigated the student's allegationsThe results of the investigation are outlined below FAFSA and Tax Documentation Before starting his courses with the University, the student had applied for financial aid using the 2014-FAFSA, and was selected for verification by the federal governmentThis meant that he had to provide identifying documentation, including his amended tax return (IRS Form 1040X)This is not a process which the University decides or has control over, although we must collect the documentation before we may package a student for financial aid The student provided this information on or around January 25, On January 26, the University spoke with the student to inform him that we had received his form 1040X for purposes of packaging for him for financial aid, but that he had left columns B and C blankThe student said he would make the corrections and would resubmit the form The student began his first course with the University on January 27, On February 27, 2015, the student provided his 1040X to the University, however it again was not completed in full, and signed in the wrong places He was informed of this, and he resubmitted it another month later on March 25, However, that submission was not completed in full either In the meantime, the student had applied for financial aid for the new 2015-award year, using the 2015-FAFSAHe was packaged for financial aid on May 12, and approved without being selected for verification this timeHis account with the University received two discernments of financial aid on separate days, in a total amount of $12,(Attachment A) To date, the student has not provided a properly completed 1040XThe University cannot explain why the tax form the student received from the IRS is incomplete, as the IRS would not have likely accepted an incomplete formHe is encouraged to contact the IRS or a tax professional for help with properly completing the form Credits earned at the UniversitySince Ashford University is a regionally accredited institution, other institutions may elect to accept Ashford University creditsHowever, students should be aware that the transfer of credit is controlled by the receiving institution, and therefore cannot be guaranteed by Ashford University unless part of a valid articulation agreement or included in an articulation numbering systemOutside any formal partnership or agreement, students considering transferring to another institution have the responsibility to determine whether that institution will accept Ashford University creditsAshford University does not imply, promise, or guarantee transferability of its credits to any other institutionPlease visit www.ashford.edu/admissions/transferability.htm to find information about transfer guidelines and a current list of articulation agreements(Attachment B) Upon paying his balance in full, the University will release transcripts to the institution of [redacted] choiceThey can then determine whether his credits will be accepted Conclusion Because the verification process is not initiated or controlled by the University, and because the University cannot control who will accept credits earned with us, we are denying the student’s requested resolution and will not provide a refund of the charges for their coursesThe student may be confusing the two FAFSA applications he completed as being one in the same, however, as noted above they are different in award year and different in outcome Thank you, [redacted] ***/ DIRECTOR OF STUDENT GRIEVANCE RESOLUTIONAshford University / Technology Changes EverythingSM////////////////////////////////////////////////////////////////////...
