R E Pierro Construction Reviews (37)

Dear Ms. [redacted]:Ms. [redacted] is attempting to perpetrate a fraud on PIERRO and the HERO PROGRAM the project lender. I encourage you to contact Robert [redacted] the compliance officer for the HERO PROGRAM, lender on the project and discuss the [redacted] and Ms. [redacted] project with him. You will...

learn that Mr. [redacted] an independent sales person sold a solar contract to Ms. [redacted] for approximately $42,995.00. Mr. [redacted] and Ms. [redacted], over inflated the contract price by approximately $23,144.44, with a side agreement that once the project was funded Mr. [redacted] would split the commission with Ms. [redacted].Apparently, Mr. [redacted] reneged on the side agreement and Ms. [redacted] started complaining by filing complaints against PIERRO with the CSLB and Revdex.com. The HERO PROGRAM started a fraud investigation and concluded that PIERRO and the HERO PROGRAM were victims of a scam operation between Ms. [redacted] and Mr. [redacted].I have talked personally with Mr. [redacted] and he has indicated that Mr. [redacted] has issued a check to the HERO PROGRAM which has in turn been credited to the loan received byMs. [redacted].We are currently in the process of filing a civil action against Mr. [redacted] and Ms. [redacted], as they have both damaged the reputation of PIERRO.Please let me know if I can provide you with any additional information or assistance.Sincerely,

Do Not Use Pierro Construction.... Warning!
We have filed a Complaint with the CSLB.

Mr. [redacted] is correct about the first line of his complaint that on November 11, 2014 he did sign a contract with our sales rep, N[redacted] on behalf of Pierro Construction for the installation of a 2.5kw solar system with 18 panels for $14,000 and a deposit of $500 to start the...

job. The problem is Mr. [redacted] doesn't know how to do math. It might be in his best interest to invest in a calculator. Because as many times we have given him the exact numbers, he still doesn't seem to understand.
18 x 135 watts = 2,430 watts (Which is rounded to a 2.5kw system)

There are a 1000 watts to every kw. Simple math:
1000 x 2.5= 2500 watts
We cannot install half of a panel, so we rounded it off to the nearest 100's.
After consistent complaining and his lack of ability to do simple math we added 4 more panels at 135 FREE OF CHARGE to Mr. [redacted]'s system.
His system now has about 3.0 kw currently.
Instead of being greatly appreciative, Mr. [redacted] decides to file a complaint with the Revdex.com. The only breach of contract is on Mr. [redacted]'s part, as he still has an outstanding balance of $6.750.00 due to Pierro Construction. Due to this matter, we a pursuing a Mechanic's Lien Law and will be filling litigation.
Mr. [redacted] needs to check his facts, learn simple math, and be thankful when people go above and beyond even when they are not required.
Robert Pierro,
CEO/President

Response from [redacted]:Pierro construction employees are not telling the truth. One of their employee just came to change the damage ceiling from water damage. They do NOT FIX the leaking problems. I filed a complaint to Construction department against the Pierro construction company. They are still investigated the unprofessional work has been done by Pierro employees  and the contract for us. bill. It was determined from the date they signed the incentive until the date of installation. The $185 is what that was equal to. We also offered them free monitoring and he refused it.

Yes, there has been a resolution to my dispute with Pierro Construction. The surplus funds from the Hero program have now been credited back to my account and Mr. Pierro was very helpful in making sure that happened. After some time and pursuit on my part their company sent someone to turn on my system. The reason I could not turn on my system myself was an error on their part but they remedied that. Throughout the problems Mr. Pierro was not good at responding to me or calling me back. I think I only talked to him directly 2 times, and once it was only to threaten me. We agreed to leave the solar panels in the place they had installed them even though thats not what I had asked for and had requested in writing. I no longer have any disputes with Pierro construction but I thank Revdex.com for the assistance in resolving this conflict. Regards,

This us a completelyfalse statement. I tried for months or have an engineer come out to my home and NOBODY ever came. I finally received a CALL, not a visit, for an "engineer" and he stayed on the phone with me and talked ME through reseting my system! Not the the Engineer, ME the costomer. The engineer concluded to tell me the reason why my invert system NEVER produced and energy  was because the original technicians never synced my system and or the inverter that Pierro Construction installed had a computer glitch. That is a blaten lie from this company. After 20 plus complaints and 16 months of my system producing ZERO energy I finally got a technician on the phone. Not a visit to my home. A phone call. This company is so poorly run and it's employees lie at any cost. They throw their costomer under the bus and then point the finger at the costomer as if they are to blame. This ahs been the most disturbing and disgusting business practice I have yet to experience.Their outlandish lies to the consumer are OUTRAGEOUS.Run as fast as you can in the opposite direction if you ever are propositioned by this company! m

Yikes!, an 'A' rating?, doesn't give me much faith in the Revdex.com. This is probably the worst company I've ever dealt with. They would call to setup an install appointment, I'd take the day off of work and they wouldn't show up (3 times). They got me mixed up with my parents several times (call me and show up at their house). Left me with no power overnight because they brought the wrong panel for an upgrade. Failed inspection 3 times, way too many other issues to list here. They started the PV install in January of 2016, It's now October 2016 and still waiting for them to finish the project. Got pressure from the salesman to sign the Hero acceptance papers before project was finished, said he would pay my Jan/Feb/ SDGE bill once he got his commission check, against my better judgement I did, now it's like pulling teeth to get them to come out and finish (and never heard from the salesman again). Called Hero, they said they would get on it and never heard from anyone over there either (its all sounding like a scam to me). I think there is a ton of money to be made here with the Hero program and the Solar boom, and some contractors are really making a killing and not performing. So many other issues with these guys I wish I had more room to list them all. Stay away from this company, you will regret it, read Yelp and you will find the same experiences.

Review: We contracted with [redacted] Roofing for a complete slate re-roof to include all permits. The owner of the business [redacted], knowing and intentionally "pulled" the incorrect permits with Los Angeles Building & Safety. The roof [redacted] build, even if he pulled the correct permit, will not pass code and the Los Angeles Department of Building and Safety has cited many corrections that [redacted] will not repair or refund monies to have our roof property build. Department of Building and Safety has stated that the roof is probably not watertight and not structurally sound, in addition to structural components (rafters) not properly repaired.Desired Settlement: To repair the roof alone it will cost $40,000. There are structural repairs that need to be addressed that will not be apparent until the roof is disassembled, in addition to stucco repairs, carpentry repairs, flashing repairs and more. To make all the repairs will probably be in excess of $50,000. We have asked [redacted] for $45,000. or to make the repairs. he reused to honor his contract or comply with the California State Contractors Board or Los Angeles department of Building and Safety.

Response:

To Whom It May Concern:

By way of factual background R E CONTRACTOR Construction entered into a contract with CUSTOMER to

replace an existing roof with a slate roof, tore-stucco the exterior of the residence and to

perform some additional minor work. CUSTOMER took a hand on approach to all aspects ofthe

installation ofthe slate roof system. CUSTOMER determined the overhang, spacing and whether or

not repairs were made to the substructure to assure that the roof was perfectly straight. The

CUSTOMER's house is an older home and although structurally sound the roof framing is somewhat

warped and twisted.

CONTRACTOR suggested that the roof framing be repaired and straightened. CUSTOMER refused to pay

for or allow CONTRACTOR to improve the roof structure so that the slate tiles would lay perfectly

flat.

At the completion of the project CUSTOMER and CUSTOMER's husband refused to pay for the roof work.

CONTRACTOR hired a highly respected roofing expert to assess the roof condition. The roof expert

determined that minor repairs were necessary and CONTRACTOR offered to immediately make the

repairs.

CUSTOMER refused to allow CONTRACTOR to make the repairs and began a systematic and calculated

attack on CONTRACTOR. One complaint was that CONTRACTOR pulled a roof permit for a composition

shingle roof instead of a slate roof. CONTRACTOR acknowledged the mistake and offered to

immediately have a new permit issued. CUSTOMER told CONTRACTOR not to bother with the new

permit.

Other CUSTOMER contentions were that CUSTOMER had their own expert who indicated the repairs were

in excess of the $2,000 or $3,000 that CONTRACTOR's expert stated needed to be repaired. (CUSTOMER

never produced any repair or report) Again CONTRACTOR offered to make the necessary repairs and

the CUSTOMER refused to allow CONTRACTOR access to the property. CONTRACTOR offered to call for

a final inspection and repair the roof per the inspector's requirement. CUSTOMER refused to

allow CONTRACTOR to call a final inspection.

CUSTOMER called for its own final inspection and which was rejected because CUSTOMER did not

paint the facia which was part of the scope of work to be performed by CUSTOMER. Nothing was

apparently said about the roof until CUSTOMER made such a pain of itself that the inspector

re-inspected the roof and rejected the roof because a nailing inspection was not made.

.CONTRACTOR offered to have an engineer certify the roof and if necessary to remove ·sections for

re-inspection. CUSTOMER rejected all solutions and demanded money.

If memory serves me correctly initially CUSTOMER wanted CONTRACTOR to pay the material supplier and

CUSTOMER would pay CONTRACTOR approximately $8,000. That offer by the CUSTOMER was withdrawn by

the CUSTOMER and the CUSTOMER made a· new offer demanding that CONTRACTOR pay the material

supplier, and walk away from the $20,000 contract balance that the CUSTOMER owed CONTRACTOR. At

this point in time CONTRACTOR had all he could take and said fine he would pay the supplier and

walk away.

The CUSTOMER then withdrew that offer and demanded that CONTRACTOR pay CUSTOMER approximately

$15,000. CONTRACTOR agreed to pay what the CUSTOMER demanded and 'the CUSTOMER again rejected

their own settlement offer and demanded approximately $40,000. CONTRACTOR finally came to the

realization that the only way to resolve the issue was to file a lawsuit against the CUSTOMER.

The lawsuit is currently pending and to date CUSTOMER has not filed a cross-complaint.

CUSTOMER has never provided CONTRACTOR with an expert report or anything of substance to explain

CUSTOMER's complaints. CONTRACTOR has always told the CUSTOMER' that he is ready, willing and able

to make any reasonable repairs to the extent that they are al?proved and sanctioned by the

building inspector.

Despite the fact that CONTRACTOR has done nothing wrong, CONTRACTOR is willing to give CUSTOMER

some money and walk away from what the CONTRACTOR is owed. Simply put the CUSTOMER's have gone

too far and CONTRACTOR will just not let them continue to make offers only to reject them and

demand more.

Sincerely,

Consumer

Response:

I have reviewed the response made by the business in reference to complaint ID [redacted], and have determined that this proposed action would not resolve my complaint. For your reference, details of the offer I reviewed appear below.

Please allow the response from [redacted] on behalf of Rob

[redacted] of [redacted] Construction serve as an example of the unprofessional,

harassing and slanderous letters we have been receiving for the past six

months. The letter is stacked full of blatant lies presented to twist and

distort the fact that [redacted] tried to defraud and cheat us out of the roof

that we are contractually due. [redacted] Construction misrepresented themselves by stating they specialized in slate roofing. And, assured us verbally and in our signed contract that their company would

re-build our roof in accordance with established building codes set forth by

the Los Angeles Department of Building and Safety (LADBS), the slate

manufactures instruction guide lines and in a professional and workmanlike

manner.

Unfortunately, we have been left with a roof that will not

pass inspection by LADBS and have been issued a correction notice with 9

significant corrections. The corrections include structural defects and exposed

wood (leaving the roof less than water tight) that [redacted] the general contractor on our job, is unwilling to bring to code.

We have filed a complaint with the Contractors State License

Board (CSLB). They have done a thorough investigation and presented an impartial

report determining that the entire roof needs to be removed and replaced at an

estimated cost of $54,400. Moreover, I was told that the shoddy workmanship

displayed in our “finished” roof is cause for revocation of [redacted]’s

license by the CSLB. I have attached the report from the Contractors State

License Board.

In addition, the gross exaggerations stated by [redacted]’s

attorney, [redacted] are addressed below;

- - We

the customer are not roofers and did not make any determinations as to correcting

the substrate or framing. Nor was it twisted or warped prior to [redacted] working

on the roof. We have before photos of the roof that depict a rather straight

and even roof.

- - Rob

[redacted] never stated we needed or presented additional repairs to make the roof

framing straight.

- - We

are ahead of the payment schedule. Because the roof has a correction notice by

LADBS and is not complete we do not owe Mr. [redacted] the balance. The balance is

due upon completion, ie: permit approved by LADBS.

- - [redacted]’s expert only looked at the roof the ground (stated in his report) and even refused to step on the ladder set up for him. This expert was

hired by [redacted], hence his opinion of the workmanship differs considerably of the unbiased opinions of the LADBS

and the CSLB.

- - Rob

[redacted] knowingly and intentionally pulled the incorrect permit to avoid inspections by LADBS.

Moreover, he defended his actions in emails stating that it did not matter.

[redacted] even stated that in order to get the correct permit, the roof would have

to be disassembled and he was running out of time as his suppler needed to get paid because they were putting

a lien on our home. We have this email thread.

- - It

is not our responsibility to hire an expert witness. It is established that neither the LADBS or CSLB will approve the work done by Mr. [redacted].

- - Rob

[redacted] NEVER called for an inspection. We encouraged him to do so. We

ultimately had to because Mr. [redacted] would not. We have many emails requesting him to do so.

- - Rob

[redacted] never offered an engineer certification of the roof. Nor does that

address the poor workmanship, exposed wood, uneven slate pattern and slate

falling off or poorly constructed flashings.

- - By

the fact the [redacted] had made low ball offers to settle with us is admitting

fault to shoddy work. We have not settled because by all accounts but [redacted]’s,

it will cost in excess of $50,000 to repair. We in good faith, have asked for a

$45,000 refund of the $52,000 we have already paid Mr. [redacted].

- After

[redacted] lied to us, cheated us out of the roof we contracted, took months to

complete a job that he promised would take 4-6 weeks, did not pay his suppliers

and left us with a lien on our home, is harassing us with a lawsuit, we do not

want him to make mere repairs when every expert, but his, stated the roof needs

to be completely redone. After all, he already did his best work that resulted

in exposed wood (hence, not water tight),

uneven slate, crooked flashings, slate falling off and has been condemned by

the LADBS and CSLB.

In addition [redacted] has trade associations listed on his

contract that he is not a member of; National Roofing Association, US Green

Building Council and others. This is considered Unfair Business Practice. He is

using those and the Revdex.com to present himself as a more qualified and vetted

business, when in fact, he is not.

Thank you for your time. Kindly review the attachments.

Review: I have tried on multiple occasions to reach out to this company regarding my concerns with the outcome of the installation of the solar panels. I was told that I would receive a phone call to set up a time and date to install hardware that I initially thought was part of the contract/agreement. I have concerns regarding the amount of solar energy being produced and I wanted more information. I am currently an Active Duty service member and I have since been transferred to the East Coast, therefore I have not been able to see the completed solar installation in person. The owner promised high resolution pictures of the solar completion in October/November timeframe, and I have yet to receive those pictures. I have taken the word of the business owner that everything is working properly. My current tenant has provided me with current meter information to suggest that the solar panels are not functioning properly and are not producing as much solar energy as I was originally promised for the size of the house that I own.Desired Settlement: My desired outcome would be for the company to acknowledge that I am not, and have not been satisfied with the solar installation. I was given verbal agreements by the owner, and I would like for the owner to honor his word.

Response:

[redacted] received everything that was in her contract. The portion that she has a complaint about was a free item that was not in the contract. The item was a monitoring system that he is in the process of getting set up for her. If you have any further questions feel free to give us a call.

Thank you,

Review: I signed a contract on November 6, 2014 with [redacted] on behalf of Pierro Construction for the installation of 2.5kw solar system with 18 panels for $14000 and a deposit of $500 to start. I informed Mr. Ochoa that I wanted to see the City planner permit prior to the start of the installation. On January 14, 2015, I received the City planner permit and its listed 18 panels with 150w watts per panel for the solar system. The installation started on January 21st and ended on 23rd, 2015. At about two weeks later on February 6, I checked my roof and inspected the solar panels and found what is on my roof is not what it is written on my contract or the City’s planner permit. What I received is an inferior product with lower wattage per panel of 135w. It was sold on the ideas and I was assured of wiping out my Edison’s electricity bills by [redacted] (Sale Rep) but the solar system on my roofs only produces about 50% of my needed electricity. Pierro Construction breached the contract and violated City ordinance and broken State and Federal laws with frauds by deceit and deception just to deceive me the customer. Their tactics was “bait and hooked” to get the customer into signing a contract but not providing materials as promised which is a predatory practice of preying upon unsuspecting home owners. With Pierro Construction’s deception and broken promises on materials, therefore I am requesting a refund and for Pierro Construction to take back their solar system and equipment.Desired Settlement: Refund and Pirro Construction to take back solar system and equipment.
