courses during the Winter, quarter, Spring quarter and Fall quarter.On December 20, 2010, the Office of the Registrar discontinued *** ***’s academic program due to being inactive for several quarters consecutively.On December 18, 2012, *** *** was readmitted to Strayer University and offered a pre- quarter advising session on iCampus, Blackboard, Winter Orientation and Academic Advising.On December 19, 2012, a Strayer University Student Academic Service (SAS) Advisor registered *** *** in *** and *** for the Winter term*** *** then requested to change her degree program to an Associate of Arts in Acquisition & Contract Management and completed the Multi Quarter Enrollment, hence was enrolled in *** and *** *** in Spring quarter, *** and *** in Summer and *** and *** in Fall 2013.On January 9, 2013, *** *** submitted a Request for Degree Program Change case.On June 12, 2013, *** *** reached out to another SAS Advisor for counseling due to being behind in her Spring classesThe SAS Advisor proposed to *** *** to work directly with her instructor, practice time-management, reach out to the LRCM and requested that she completes her New Student Orientation.On June 17, 2013, the SAS Advisor reached out to *** *** to discuss potential issues with blackboard, tutoring, workshops available on campus, CLEP and DSST testing.On October 1, 2013, *** *** requested to withdraw from her Fall courses.On October 22, 2013, *** *** contacted the SAS Advisor and requested to take two ground courses in Winter 2014, but only one was available; hence *** *** was enrolled in a *** online course and a *** course at the Rockville Campus, and completed the Multi Quarter Enrollment.On January 14, 2014, the SAS Advisor attempted to contact *** *** for a pre-quarter advising session, to no avail, and sent her a follemail the next day.On April 5, 2014, *** *** contacted the University and requested to be withdrawn from her Spring courses.On July 8, 2014, *** *** contacted the University and requested to be withdrawn from her Summer courses as well.On September 10, 2014, *** *** self-enrolled in a *** course for the Winter term.On October 16, 2014, *** *** self-enrolled in a *** course for the Winter term.On January 13, 2015, a Student Financial Services specialist (SFS) sent a Promissory Note to *** *** via DocuSign to cover the Financial Aid shortfall for the additional class.On January 15, 2015, an Admission Officer contacted *** *** to discuss her Winter quarter course schedule*** *** then requested to also complete her Spring registration and add *** and *** to her Spring course schedule.On January 27, 2015, the SFS specialist resent a Promissory Note to *** *** via DocuSign to cover the Financial Aid shortfall for the additional classOn the same day, a Student Success Coach received a phone call from *** *** in reference to her Fall (SCI and BUS 319) courses*** *** inquired as to whether she would have to repeat *** *** after receiving a "D" and was advised that all courses listed in Area must be passed with a "C" grade or better, and thus she was informed that she will have to retake *** in the Spring termThe Student Success Coach also notified *** *** that she was in her last academic term to complete her Associate in Arts in Acquisition and Contract Management and discussed the Degree Conferral, diploma and commencement dates*** *** mentioned receiving an ‘Incomplete” grade in SCI and was advised to reach out to the professor to request that a grade change be sent to the appropriate department and wait for the change to reflect.On January 29, 2015, *** *** informed the SFS specialist that she was no longer planning to take the additional course until the Summer term.On February 2, 2015, *** *** reached back out to her Student Success Coach and requested to swap courses where she would take BUSand retake BUSduring the Spring quarter, but leave the LEG course for the Summer term for which she would pay out of pocketThe Student Success Coach processed *** ***’s request and temporarily registered her accordinglyLater on that day, *** *** called back and asked to remove the BUScourse from her Spring schedule and add it to her Summer schedule instead.On March 24, 2015, *** *** reached out to her Student Success Coach and requested to be placed in an on-ground course at the Rockville, Prince Georges or Takoma Park campus, but was informed that none were available.On April 3, 2015, *** *** contacted the University and requested to be re-enrolled in the BUScourse for the Spring quarter and swap her *** course with ***, which she had already taken in the previous term and earned a ‘D’ grade.On April 17, 2015, the Student Success Coach followwith *** *** regarding her academic progress in *** and *** *** stated she was doing well in both repeat courses and was waiting on a grade change for the *** *** course she earned a ‘D’ grade in during the previous termAdditionally, *** *** requested to be registered in *** *** and LEG for the Summer term; which were the last remaining courses to complete her Associate in Arts in Acquisition and Contract Management.On May 22, 2015, a SAS Advisor contacted *** *** to notify her of the implications of a failed grade in the Midterm and advised her to reach out to her instructor and Campus Dean for assistance with improving her final grade.On June 25, 2015, *** *** contacted her Student Success Coach and requested to be withdrawn from her Summer due to fear of failing both courses.On July 23, 2015, the Student Success Coach contacted *** *** to discuss her Fall enrollment*** *** stated she was not certain about taking courses in the Fall term and that she had given up on her *** grade change request.On August 31, 2015, *** *** contacted her Student Success Coach and discussed her Fall course schedule which involved repeating *** and *** a per the University’s Degree Conferral Requirements which state that Area II (major) courses must be completed with a grade of “C” or higherLater on that day, *** *** left a voicemail for her Student Success Coach requesting to also add *** to her Fall schedule.On September 1, 2015, *** *** was temporarily registered into *** as per her request.On October 26, 2015, the Student Success Coach left a voicemail for *** *** as a follon her academic progress in the Fall term.On November 24, 2015, *** *** emailed her Student Success Coach to inquire about an update on her Winter grade change requestThe email included a previous email communication *** *** had with her *** instructor and Campus Dean in April 2015, where she had asked that the late penalty that was applied to her *** late assignment submission be waived due to the medical documentation she had provided afterward, which would add points to her total points hence result in changing her ‘D’ grade to a ‘C’.On December 10, 2015, the Registrar’s Office processed a grade change form submitted by *** ***’s *** instructor from the Winter term and notified *** *** via email that her grade had been changed from a ‘D’ grade to a ‘C’ grade.On December 21, 2015, *** *** informed her Student Success Coach that she was not planning to take any courses in the Winter term due to the high tuition cost, the unavailability of on-ground courses and having two toddlers and a teenager to raise.On December 22, 2015, a SFS specialist sent *** *** an email regarding her past due payment plan.On December 23, 2015, *** *** was awarded with an ‘F’ grade in the *** course she repeated during the Fall term.On February 10, 2016, the Student Success Coach reached out to *** *** about her Spring enrollment*** *** indicated she was not planning to return to school and needed to speak to her Campus Director regarding a refund for unnecessarily retaking BUS during the Fall term.On March, 17, 2016, a SFS specialist sent another email to *** *** regarding her past due payment plan.? I am rejecting this response because I have attached eight pages of emails as back up illustrating my inability to log onto the student portal, which made it impossible to finish enrollment paper work, impossible to buy books, retrieve a syllabus, look at upcoming assignments and also I was going on vacation from October through October 7th I spoke with a woman today in the call center who also verified that I never logged on or finished enrolling Her name is LaTisha *W*** Yes, I did complete my FAFSA, that is what you do when you apply too colleges Id the respondent tool the time to read the complaint and the timeline of events she would have seen that in addition to not being able to log on to complete enrollment paperwork, it was also discovered on October 8th (because I was out of the country until then I can send receipts if need be) that I maxed out my financial aid and could not afford to pay tuition All of this outlined in the attached email The attached will also show that I never even selected the classes that I was enrolled into, they were randomly selected for me so they could "guarantee my spot" Never one in my academic career have I ever had to be enrolled into classes that I did not chose or approve told hold a space In collegiate settings, you miss enrollment, you do not get the classes you wanted or you have to wait until next semester I was more than willing to wait since initially I was not prepared to ultimately discover I could not afford to payHopefully the respondent will take the time to read the attached emails, look through all the screens in her system and come up with the proper resolution The amount of time being wasted on this small amount of money is ridiculous but it is principalI never enrolled, I never attended and I did not receive any goods or services and I am simply not going to pay this money Hopefully the attached emails will serve as proper back up and this whole ordeal will be finished

The Summer
quarter began a different financial aid award year*** *** was selected for verification and had to complete the 2015-Verification WorksheetHe needed to supply his Tax Transcripts
*** *** did not select the correct information on the Verification WorksheetThe information that he provided did not meet the Department of Education guidelines as they needed a copy of his official tax transcripts*** *** did not provide the correct forms, which is why he could not be enrolled for the Summer quarter
Since *** *** was not enrolled for the Summer quarter, which would have been his third consecutive quarter, he no longer met the requirements to own the laptop, at no cost of the student
*** *** signed the Bachelor’s Laptop Agreement form on December 14, 2014, upon enrollment for the Winter quarter
Based on the requirement posted in the exert from the agreement: “the laptop will be yours to keep at no cost to you once you have completed your first three terms within your first year.”
Since *** *** did not enroll for the Summer quarter due to not providing the forms needed, he must return the laptop to avoid being charged $for the deviceHe did not complete three quarters within the first year and is no longer eligible for the program
*** *** did reach out to his home campus on January 23, and they provided a prior balance promissory note or return the laptop and have the fee reversed

I am rejecting this response because: I ordered all transcripts on the same day -- they received out of -- I sent the University of *** ones times!!!! They kept saying they didn't receive them. I spoke to a Lois J*** regarding this and she asked if I could get her unofficial transcripts for ***, so that she could begin working on the Unusual Enrollment Status. I never heard back from her and sent her follow up on December 15, 2016, and she acted like she didn't know what I was talking about, she advised I was withdrawn from the class and had a balance. THIS situation is Strayer's fault, you can never reach their financial aid department on the phone, the wait time is hours or more. They want you to use this Instant Messenger system, which is also a disaster, because trying to get your point across is very frustrating. Had they completed the Unusual Enrollment Status properly this never would have happened. Strayer never asked me for information as to why I have unusual enrollment status, which was all medically related. I am not paying for a class that I took maybe for a week. Strayer is unorganized and has poor communication. This is on them

[redacted] was accepted at Strayer University (“Strayer”) during the Fall 2015 quarter and sought to attend courses starting the Winter 2016 quarter.On November 6, 2015, an Academic Services Administrator (ASA) called [redacted] to welcome her to Strayer University to no avail, but left her a voicemail requesting a return call discuss her first quarter advising.In December 14, 2015, the same ASA reached out for a pre-quarter advising session. During the session, [redacted] was encouraged to login to iCampus before the start of the quarter in January and invited to attend an on Campus New Student Orientation. Unable to attend, [redacted] elected to complete the online New Student Orientation and Readiness 101 tutorials. She also confirmed to the ASA that she will be taking online courses and was advised to access the virtual bookstore to purchase her books. Additionally, the student was advised on the attendance policy, the importance of logging in to the course shell at least twice per week, GPA requirements for graduate students, tutoring, the availability of the Learning Resource Center and the use of online resources such as [redacted].com or [redacted].com, as well as how to contact the Helpdesk and her instructor if need be. At the end of the pre-quarter advising session, [redacted] informed the ASA that she will contact her should she have any questions.While the Winter 2016 quarter commenced on January 4, 2016, [redacted] received a voicemail from her Admission Officer on January 12, 2016 followed by an email addressing her absence during Week 1 of the quarter, and offering assistance if needed. [redacted] responded to the Admission Officer’s email two days later to inform her that she was out of the country and would not be able to take any of the courses, and thus requested that classes be removed from her schedule and that she will enroll for the Spring quarter at a later time.At the student’s request, the University withdrew [redacted] from the Winter 2016 and the Admission Officer reached out to her via email to advise her on the financial ramifications of her late withdrawal. The Admission Officer responded to [redacted]’s email explaining that a No- Show Fee is applied for dropping a course after the quarter has begun, that she was responsible for the cost once the classes start and that a case will be submitted on her behalf to remove her from all courses. [redacted] replied to the Admission Officer’s email requesting not only not to be added to any course in the future, but she also asked that her admission be cancelled and inquired about the cancellation process.[redacted] then received an email on the same day from a Student Financial Services specialist (SFS) informing her that a $250 No Show Fee was to be applied to her student account for every course dropped after the start of the academic quarter, in addition to a $25 Withdrawal Fee, as per the University’s add/drop policy. The email also offered [redacted] all payment options available to her, and a reminder that failure to set up a payment arrangement could result in additional fees and collections.[redacted] incurred a balance of $525.00 for failure to attend a course by the fifth week of the quarter and not officially withdrawing during the add/drop period. Thank you for forwarding case # [redacted] on behalf of [redacted]. Mr. [redacted] enrolled at Strayer University (“Strayer,” or “the University”) in the Spring 2014 quarter and enrolled in the Bachelor of Science in Programming Technology. In Spring 2014, he registered to take two courses. Our...

records indicate that several Strayer staff members have regularly and promptly communicated with Mr. [redacted] regarding his enrollment and desired program concentration. In response to Mr. [redacted]’s claim that Strayer did not respond to his request to change his program, Strayer’s Office of Student Affairs (“Student Affairs”) has conducted an investigation. The Dean of Students, Student Affairs has recently communicated directly with Mr. [redacted]. Mr. [redacted] informed the Dean of Students that he previously attempted to change his program to the Bachelor of Business Administration with a concentration in Management Technology. Strayer discontinued the program in 2015. While Strayer has no record of a program change request from Mr. [redacted], the Dean of Students obtained approval for an exception to place Mr. [redacted] in the program if he still desires to enroll in the program. The Dean of Students informed Mr. [redacted] of his program change on June 30, 2016. Student Affairs and Mr. [redacted] have been in regular communication (as recent as July 7, 2016) regarding the program requirements, as well as campus and online course offerings, so that Mr. [redacted] can make an informed decision regarding enrollment. Strayer does not engage in predatory enrollment practices and has informed Mr. [redacted] that he should consider the program requirements and online versus campus offerings in making an enrollment decision. Strayer does not have control over the deferment status of Mr. [redacted]’s federal loans.Student Affairs does not have the ability to enroll students in courses, but has offered to participate in any calls scheduled with a Success Coach, who can assist Mr. [redacted] in selecting and enrolling in courses. [redacted]’s complaint, Strayer University has decided to waive the outstanding balance on [redacted]’s account. [redacted]’s intended method of payment for tuition and fees at Strayer for the Fall 2016 quarter was Federal financial aid. However, in order to utilize Federal financial aid, students must satisfy Strayer’s basis of admission requirements.  One of the requirements to satisfy basis of admission for a Master’s program required [redacted] to submit documentation demonstrating that she had a Bachelor’s degree or equivalent.  Even though [redacted] signed an affidavit stating that she possessed a Bachelor’s Degree at the time she enrolled, an independent evaluation of [redacted]’s basis of admission documentation determined that [redacted] did not have the equivalent of a Bachelor’s degree.  As a result, [redacted] is ineligible to receive Federal financial aid and she is ineligible to enroll in Strayer’s Master’s program courses in future quarters. The Office of Student Affairs, has, however investigated [redacted]’s complaint and processed a one-time student service adjustment.  [redacted]’s account now reflects a $0.00 outstanding balance. The University considers [redacted]’ outstanding balance of $2243.30 to be valid and owing. packaging error. The error was corrected on January 6, 2017. [redacted]’ Federal financial aid funding has been updated and posted to her account. As a result, [redacted]’ corrected outstanding balance is $150.00.  Strayer University’s Student Financial Services Department discussed the error and account balance adjustment with [redacted] and is working with her to set up payment arrangements for the remaining balance.
