Driver Qualification File is required to be updated every year. The file you may have received last year from DTC Group would not meet the current requirements put in place with the Federal Motor Carrier Safety Administration. As you can see with your new file it is far more extensive and meets all requirements for your business.
As I looked into your file, it appears that your renewal was processed for $285.00. You did call back in to speak to our billing department and it was agreed to give you a refund of $200.00. Your new driver qualification file was complete on July 22, 2016 and then emailed to you the same day. With my current investigation into your file I found that your refund of $200.00 was never processed and is still marked as pending in our account. Due to your files being completed and motor vehicle reports already paid for, I have directly issued you a refund of $235.00. The confusion you experienced is completely our fault and we greatly apologize for any frustration this may have caused you. We do hope to build a more positive relationship with you from this point forward and hope that you will want us to continue to take care of any of your businesses compliance needs. Complaint: [redacted]I am rejecting this response because: none of these terms and conditions were conveyed to me prior to the sale. I was never told of a cancellation policy and your solicitor claimed to be with a Federal agency. He even went so far as to say at the end of the call that after he processed this for me that I would start to get calls from telemarketers. He said that there was nothing he could do about this and just to ignore them. Had I known you were a private company, then I would have never given my credit card information to you. I only agreed to your service because I was mislead into believing you were with a governmental organization. When I called in to dispute this charge with your company, the representative that I was transferred to was very rude and unprofessional.Sincerely,[redacted]

Mr. [redacted], we received a complaint with the Revdex.com. We understand that you were contacted by one of our customer service representatives and were given information regarding your newly issued Department of Transportation number. When our representative spoke to you he explained that...

he was with Unified Compliance Services, which is the name of our company. We are a service provider that assists new applicants like yourself with the several regulations put in place by the Federal Motor Carrier Safety Administration (FMCSA) in which you are required to maintain for your business.
When you spoke to our service representative, you agreed to purchase three driver qualification files which meets the requirement 49 CFR 391. It appears that two of the three interviews have been completed, motor vehicle reports pulled and files were sent to you on April 8th and 12th. Please understand that the questions asked in the interview are required for us to complete the files correctly for your business. Missing or incomplete documents can result in loss of points at the time of your safety audit. All business information is safe in your secure business profile on our encrypted database. Those records are for only the owner of the company and the safety auditor at the time of your safety audit.
You then called back in to our office and spoke to a different sales representative and you stated that you just wanted to go over everything again and make sure your business was fully covered. He notified you that if your business was in fact crossing state lines you would need to file your Unified Carrier Registration in which you then proceeded with the payment on April 20th. After you received our invoice for that service you called back in to cancel and requested a full refund for all services provided.I did look into your account entirely and it does appear that the Sales Representative sent the initial sale email on April 4th to an incorrect email. This resulted in you not being provided with your invoice or written confirmation of your rights to cancel your services with our company. Our company has a strict policy to send a very specific email and receipt that not only confirms your purchase but makes you fully aware in writing of your right to cancel. Due to this step not being completed correctly I have issued a full refund for all services rendered. Also as per your request we have deleted all of your company’s personal information that was gathered at the time of the driver’s interviews.
The Federal Motor Carrier Safety Administration has many requirements for businesses that require a DOT number. We are only here to provide a service and be a helpful tool for those companies that do not wish to interpret the many complex regulations. We are a valuable resource for many new businesses and I am truly sorry that you feel that we miss-represented ourselves in any way. I am rejecting this response because:To whom it may concern,I also have saved Carson's voicemail to me, and he never once says what company he is affiliated with. I have it saved and will send it directly to anyone to listen to confirm I am telling the truth. I'm sorry, you couldn't have listened to that voicemail because your version is false. I have proof this is a false statement. Would you be willing to share those conversations with the Revdex.com? I am willing to share my saved voicemail with the Revdex.com, are you willing to do the same? Carson what he was doing and led me to believe he was with US DOT, just like your company has done to other new applicants for their US DOT number. Carson said his name was Carson and that he needed to speak to me about my application for my US DOT number. Explained to me how to contact him with his direct phone number and lastly said, congratulations and I look forward to speaking with you today. The end! Never once said who he worked for. I have it saved and am hoping the Revdex.com will listen to it as well as your recordings you say you have. Your services offer me nothing I need for my US DOT number, nothing I can't do myself. You already know this though, that's why Carson never identified himself to me and had me believe he was with the US DOT. And the reason I called back in that day for my driving background is because told me I had to complete it. I believed he was with the US DOT, I was going to comply with what he said because I thought I had to being with the US DOT. I called Carson for a refund and he told me he would call me the next morning after he spoke to his boss. He never called.

confusion you may have had during the process of filing for your new US DOT
Number. Our company is a National Drug and Alcohol Testing Consortium and Motor
Carrier Compliance Agency. I would like to first point out that you called back
into our company after...

receiving one voicemail from our representative. When
you call our company, you are automatically entered into an automated system
that states “Thank you for calling Unified Compliance Services” and then
directs you to enter the extension you wish to reach. Our Representative then
also stated his name and our company name in the beginning of the phone call. In
addition, after the 16-minute phone call with our representative you were then
transferred to the Driver Qualification File Department where they also state
their name and company name. They verified your services and explained the
requirements of the Driver File and that pulling your motor vehicle report annually
is a requirement of Regulation 391. At no time was it stated or
implied that we are, or are affiliated with, in any way with the Department of
Transportation. It is our requirement to have a legal signed release before
pulling any motor vehicle report. We make the process very easy and send
everything to be electronically signed, for your convenience. Without this file
your Driver File is incomplete, and will cost you points at your audit. You stated in the phone call
that you were previously a law enforcement officer that used to pull over truck
drivers. You may have not been a commercial enforcement officer but you may be
familiar that the Department of Transportation has many safety regulations that
are enforced in many ways. What our company does is prepare companies such as
yourself for the Safety Audit and the other audit you may receive at any time
during the lifetime of your business. If you go onto the FMCSA website where you
filed your US DOT number you will see the hundreds of pages of regulations in
which when you pressed submit on your application you were agreeing to comply
with. The Government is not an agency that can assist you in completing the regulations
that they enforce. They will complete their audits and they will fine your
company for not being in compliance with Regulation 49 CFR 391, which is the
only regulation that currently applies to your business as stated in the phone
call. I urge yourself and the others
that will read this complaint about our business to visit the FMCSA at https://www.fmcsa.dot.gov/regulations/enforcement/civil-penalties, you can find the PDF’s of each fiscal year of
all fines from the companies that are affected by these regulations, and were
not prepared. “The Federal Motor Carrier Safety Administration is responsible
for ensuring full compliance with all Federal Motor Carrier Safety Regulations
(FMCSR) required of truck, bus and motorcoach companies regulated by the U.S.
Department of Transportation.On this website, all closed FMCSA enforcement cases are listed by
fiscal year. An enforcement case is deemed "closed" once FMCSA issues
a carrier a "Notice of Claim" ( NOC) and the carrier has (1) paid the
penalty in full, (2) signed a settlement agreement, or (3) defaulted on the
NOC, upon which a "Final Agency Order" was issued.FMCSA enforcement cases are initiated following compliance
reviews, complaint investigations, terminal audits, roadside inspections, or
other investigations.”Since you did receive our release form it confirms that you did
give us a working email and have accessed our online portal Test Vault. Therefore,
you confirm that you received our email on 12/18/2017 that has our complete
cancellation policy and terms and conditions. You completed the phone interview
on the date of the sale and received access to Test Vault which has each of
your completed services as well as the free audit checklists and free forms to
submit for online audits. Please review the attachments to show proof of dates
and times of each items stated. You are within your 3-day right to cancel and if you would have
called our company to request this refund we would have simply refunded your
money as we are an honest company that is here to provide services for the
companies who want our services. We do apologize that you felt confused and
upset however hope that you will see that we did not misrepresent ourselves and
have provided services as promised and would hope you would retract your
complaint from this platform. You should see your refund for the $165.00 in the
next 7 to 10 business days. If you wish to continue your services we would be

Mr. [redacted],   I have attached the phone calls per your request. I have gone back 30 days incoming and outgoing and I have not been able to locate a phone call where you requested your money back. If there was possibly a different phone number you used, that would be helpful in me finding the call. Again we do apologize for any confusion you may have had when speaking to Carson. However, after listening to the phone calls you will hear that Carson had said our company name several times. In addition, when you called in the three times you would have gone through our automated system where it says "thank you for calling Unified Compliance Services". We are here to provide a valuable service to companies such as yourself to help you avoid fines when you receive your upcoming safety audit from a law enforcement officer. I am rejecting this response because:First of all my name is [redacted] not [redacted] so you might want to get that straight so I hope there is not a [redacted] that is getting billed too. Second of all these services are not even recommended by the FMCSA so first timers that are applying have no idea they don't need this until its too late and then figure it out. The FMCSA has a DOT drug testing office throughout the state that takes care of that. As far as the driving record and all that we told them I was the only one driving so why would they need to pull my own driving record? Pretty sure I already knew what was on that. I hope no one else falls for this scam of taking almost $600 for "services" that they do not even need.

Mr. [redacted], you were originally sold a Driver Qualification File and were entered into the Drug and alcohol Program on June 2nd 2015. Since that point you have had a driver file completed and been covered for drug testing for an entire year. Our sales representative contacted you on July 13th 2016 in order to renew your services. You missed the phone call and called back into our office on July 13th 2016 and agreed to renew your Driver Qualification File. You then spoke to the Driver Qualification file specialist where you completed your entire interview for your new file.  I have listened to each phone call and each time a representative answered they stated “Unified Compliance Services, this is ____”. You also would have heard on the automated system that we are Unified Compliance services the times you have called into our office. You state that we have not updated you or provided anything to you when you have received your invoice, cancellation policy, verbally completed your entire interview and have been sent your updated files and motor vehicle report. You have a very important and complex document completed for you for only $ 50.00. Understand that federal compliances are very complex and we do loose quite a bit of money on giving you your file for that amount.  You also state that we are a scam and attempt to trick our customers, we are very sorry that you feel that way about the services we provide to thousands of companies across the nation. We understand that there are many companies in the industry that have given companies who try and help the trucking industry a bad reputation. We continue to try and help repair the bad image that has been bestowed on Federal Motor Carrier Administration Regulations.   You are very right in saying that the Department of Transportation will never call, text or email you. Once you have a DOT number it is up to you to decipher the regulations and prepare yourself for Safety Audits and Roadside Audits. The only time you will hear from the FMCSA or your local office will be to set up an audit where they are looking for any and all mistakes so they can ensure you operate safely and 100 percent in compliance. They will be the ones to fine you, put you out of service, or say great job and send you on your way. We are only here to help companies like yourself obtain that “great job”, so you too can be sent on your way. Mr. [redacted], as stated in the original response, we have refunded you $235.00. We have completed all services in a timely manner and we didn’t call to trick you or mislead who we were. The representative told you who we were, and you were only contact to renew old services from the year prior. We stand by our company’s policies and hope that you can see that we were not out to trick or scam you in any way. Again we apologize for the frustration and confusion that has been a result of your service renewal and we wish you the best of luck with your business.
