I'm responding to your recent letter dated August 28, 2015 to update you on the status of the matter and the pending solution.
John P[redacted] from our office has been in contact with [redacted] to explain how the issue is currently being resolved. [redacted] admittedly went to [redacted] to seek assistance with his bankruptcy filing. Our client, [redacted], is also in the business of helping their customers obtain mortgage loans and their account to obtain credit reports on consumers was established under that purpose. It was further explained that it was [redacted] that pulled [redacted]'s credit report and not Universal Credit Services because we are only the reseller authorized by each credit bureau. The inquiry made on behalf of [redacted] is currently in the process of being updated to reflect a bankruptcy inquiry on his personal credit report.

acts as an intermediary between companies that have a legitimate need to access consumer credit reports, and other personal information. Universal Credit Services provides the Software and Support to Compile information from the credit bureaus and other third party providers to provide our clients with a full credit and informational profile of the consumer the information is associated with.Credit Inquiries are tracked by the credit bureaus through the use of numerical coding that tells the bureaus the nature of the permissible purpose the inquiry was accessed for. This coding is issued by the credit bureaus and will often return our name, Universal Credit Services, due to how the coding is set-up by the credit bureaus or due to the character limit of the program showing the inquirer. Universal Credit Services does not access any consumer's information unless is associated with an account set-up with our company.We have investigated the matter regarding the inquiries associated with the consumer involved with this complaint with the following results that confirm proper procedures were followed to comply with the FCRA regulations on consumer credit reporting:Inquiry #1:Our client, "Company A", provided Universal Credit Services an online application, electronically signed and dated by the consumer involved, giving permission to access the complainants personal informationCompany A verified the originating IP Address of the consumer involvedDue to the above results, showing full compliance with FCRA regulations concerning the access of consumer's credit information, Universal Credit Services is asking that this complaint be removed.UNIVERSAL CREDIT SERVICESUniversal Credit Services has verified that proper authorization was provided, by the consumer and, to our clients associated with the accessing of the consumers information through our system, proving that the credit inquiries associated with this complaint were accessed by proper methods as outlined by the FCRA. Universal Credit Services has reached out to the consumer involved, multiple times, with a summary of rights of identity theft victims and our contact information for any further correspondence.The complainant is claiming identity Theft and Universal Credit Services does not have the authority to determine if Identity Theft occurred and cannot take the steps to correct this action without involvement of the consumer, credit bureaus and other governmental authority. I am rejecting this response because: Your website made no indication that you are, if I am understanding this correctly and if you are being truthful, not affiliated with [redacted]. So, why then is [redacted] using your name or a description that is strikingly similar to Universal Credit on the credit report? Are you really being honest?

Universal Credit Services provides the software capability and support to compile information from the credit bureaus and other third party providers to provide our clients with a full credit and informational profile of the consumer the information is associated with.Credit Inquiries that consumers are seeing and tracked by the credit bureaus through the use of numerical coding that tells the bureaus the nature of the permissible purpose associated with the consumer inquiry. This coding is issued by the credit bureaus and will often return our name, Universal Credit Services, due to how the coding is set-up by the credit bureaus or due to character limitations of the program showing the Consumer inquiries on their credit report. Universal Credit Services does not access any consumer's information unless is associated with an account set-up with our Company but will still show as the inquirer on many consumers Credit report due to the situations listed above.We have investigated the matter regarding the inquiry associated with the complaint with the following results that confirm proper procedures were followed to comply with FCRA regulations Concerning the procurement of Consumer credit reports:1, Universal Credit Services checked our system to ensure an inquiry was made, by whom, and with propervalidation to ensure consumer information matches 2. Universal Credit Services matched an inquiry of complainant by one of our clients who pulled a credit report ona consumer with the same name on 08/05/2016 3. Universal Credit Services confirmed that the inquiry is associated with the Complaint & consumer in question.This was partially confirmed through:a) A letter from complainant on Oct 20, 2016 requesting the inquiry to be removed (Attachment 1) b) Explanation of address discrepancies that provides confirmation of current complainant address(Attachment 1)[redacted]4. Universal Credit Services has confirmed that documentation and information was gathered for the samecomplaint (directly through Universal Credit Services) during the Oct 2016 inquiry removal request that includes:a) Emails from our client to the complainant clearly stating authorization "to run your information through our automated underWriting system that will also pull a credit a Credit report through the three major repositories, [redacted]". (Attachment 2) b) Documentation sent to our client including personal identifiable information to apply for a mortgage loan (not attached due to the sensitive information involved).have also attached the email sent to the Complainant on Oct 23, 2016 (Attachment 3) confirming that the bureaus will not remove the inquiry.Due to the above results, showing full compliance with FCRA regulations concerning the access of consumer's credit information, Universal Credit Services is asking that this complaint be removed. Universal Credit Services has verified that proper authorization was provided, by the Consumer and, to our client associated with the accessing of the Complainants information through our software system, proving that the Credit inquiry associated with this Complaint was outlined by proper methods as outlined by the FCRA. Pertaining to the "Customer's Statement of the Problem": Universal Credit Services is not refusing to remove the inquiry, Universal Credit Services neither has the ability nor the legal authority to do this. The removal of an inquiry must be performed at the source, which is the credit bureau posting the inquiry. Universal Credit Services has a strict set of regulations that we need to follow in order to stay compliant with the FCRA, state and federal regulation, and our Contracts with the credit bureaus. Dear [redacted],This letter is in response to the complaint submitted on 5/22/2016 with an ID it of [redacted]. The customer, [redacted], stated that Universal (Credit Services) "every year does the HARD inquiries for my and my husbands credit for 3 years..." per letter attached.Universal Credit...

Services is a credit reporting agency and does not pull any consumer's credit unless it is associated with an FCRA compliant company opening an account with our company and we do not have the ability to put a hard or soft mortgage inquiry or any consumers report. Universal Credit Services does provide services to companies in various industries which allow these companies to access a consumer's credit information from all three credit bureaus through our software platform and I believe this is where [redacted] is confused.Due to the type of subscriber codes given to Universal Credit Services by the credit bureaus these inquiries often show on a consumer's credit report with our name instead of the end user who is actually pulling the consumers report and the consumer would have to contact us directly to definitively confirm the inquirer. This is in part due to FCRA and Credit rules and regulations.The consumer stated that "...and talking with them was clear their inquiries are "soft' inquiries..." and as we have no record of this call I have to conclude that the client actually spoke to the company associated with the inquiry that was pulled through our system and not any Universal Credit Services personnel. I have also spoken to the officer from the company that pulled the credit report on [redacted] and he did verify that he closed the loan on this (joint) application, worked with the clients for 2 weeks and "went over the report and what I can do for them.”Any errant or unauthorized inquiries on a consumers report can be investigated for removal, per the FCRA, and the consumer would have to contact us to start the proceedings in a manner which is fully compliant with FCRA and credit bureau regulation. clear when metiion that Universal Credit Services pull  and view my credit reports I have answered by [redacted] and they said contact Universal Credit Service in order to remove the hard inquiry the answer from Universal Credit Service is not acceptable all I want is Please remove hard inquiry pull by them not matters what and how?Regards,

I am rejecting this response because:  Universal Credit Services promised me they would take care of this issue..   My credit report was pull for the purpose of filing a Chapter 7 bankruptcy.  I was told Universal Credit Service doesn't pull credit reports for the purposes of bankruptcy.  I have credit monitoring through [redacted] and I received an alert on 09/12/2015  I know have another hard inquiry on each credit report from 01/07/2015.  As you can see this appears to be a mistake because it matches the date of the first pull done on 01/07/2014.  This needs to be corrected by Universal Credit Service..  [redacted] refuses to correct it because it has to be from the company who pulled the report.

Review: I have received a alert on my credit report on about this company. I don't know who Universal Credit Service company. I would for you to check out this company and remove the negative report from my credit report.Desired Settlement: I would to find out who is this company and solve this issue immediately.

July 31, 2014Dear [redacted],As explain In our phone conversation this afternoon in reference to the consumer listed above, Universal Credit Services is an authorized reseller of credit information for [redacted] and [redacted]. Our customer, [redacted], requested credit information on the consumer. Perhaps [redacted] recognizes that organization. The reason our name would post as an inquiry to the consumer’s credit report is because the credit bureau's name the reseller as well as the end user ([redacted]). We did not report any negative information because as a reseller we don't have the ability, nor do we have a business purpose.I have left a voicemail message for [redacted] explaining the same, perhaps you could also inform him of the situation as I have explained.Thank you for your prompt and courteous attention in the matter.Sincerely,Robert D

May 15, 2014To Whom It May Concern;Thank you for notifying our company about the complaint filed by the consumer referenced above.Universal Credit Service is an authorized reseller of consumer credit data for each of the three major Credit repositories ([redacted] & [redacted]) that furnishes the information to our customers upon request. To request a consumers credit file via our reseiler channel the end user must have a permissible purpose under the Fair Credit Reporting Act. Universal does not deal with the public and does not requet conumèr datâ ori its own accord.The consumer named in the letter is not present in our system with the address listed. In order for us to Conduct a further investigation to identify the lender that pulled their credit report we would need more information. We would need the date they claim the credit was run and the last 4 digits of their social Security number. At that point we could contact the lender and request the borrowers authorization.Consumer rights are paramount and we are happy to cooperate with any further investigation to satisfy the Consumers concerns.Sincerely,
