provide their own wholesale or retail telecommunications services. This complaint is directed to Vitelity, a division of Inteliquent. Vitelity provides, among other services, prepaid Voice over Internet Protocol (“VoIP”) services to individuals. The services are governed by Vitelity’s Terms and Conditions which are posted on Vitelity’s website. The Terms and Conditions clearly state that Vitelity’s services are prepaid.In this case, the complainant ordered six (6) international telephone numbers on September 1, 2017. At that time, he was charged a total of $36.00 for the numbers which represented pre-payment for the numbers for the month of September. On September 28, 2017, he was again billed for the numbers. This billing was for the entire month of October, 2017, in accordance with Vitelity’s Terms and Conditions.The complainant had use of the numbers for the entire month of September and therefore he was not charged for any days for which he did not have use of the numbers.
