I signed a lease to rent out a one-bedroom apartment under Zahlco management. The apartment building is known as *** and the lease was for 8/15/2019-12/14/2020. The apartment complex is located in ***, *** but it turns out they did NOT have a valid rental license since 2017 according to the documentation that was provided on November 8, 2019, from the Department of Housing and Community Development.
I had to break my lease early due to health and safety issues caused by the apartment complex. The building does not have livable conditions due to it being rat-infested. I got bullseye bug bites on my legs and lower back after sitting on the carpet of the apartment. The apartment was supposed to have been updated with brand new carpet before my move. The bullseye bites were a result of tick bites that come from rodents (rats) and were a sign of Lyme disease. I was diagnosed with Lyme disease after getting medical attention for these bites. Shortly after this diagnosis, there were rats in my apartment. I put in an emergency maintenance request for pest control on Saturday, September 28, 2019, but it could not be taken care of until the following Monday because it was not deemed an emergency. That Monday the pest control came and sealed holes located in the bedroom closet areas and washer/dryer area. Rat traps were also put down. However, at a later date, I still had issues with rats and a rat was caught in the traps. The reason for breaking my lease was due to the unhealthy living conditions of this apartment. The residents also did not have access to the stairwells because they are locked and we were not given a key at move-in. There was an incident where the one and only elevator broke and residents had no way of getting to their apartment or out the building in case of an emergency. Afterward, there was an email sent that residents needed a key and should already have a key. However, this was not the case and none of the residents ever received a key at move-in.
Refund The apartment legally was not supposed to be renting out apartments during the time I signed my lease due to them not having a valid rental license. Due to this issue and multiple health and safety issues, I would like to get a full refund of the rent I paid, $995 monthly, for the months of August 2019 to Jan 2020 and a refund of my $500 security deposit.

As stated in her complaint, Ms. executed a lease for her apartment *** for the dates of 8/15/2019-12/14/2020. The apartment was turned for new residency with new carpeting and hardwood flooring prior to her move in. Confirmation of the completion of this work is attached hereto. At this time, Zahlco strongly disputes the claim the apartment was rat infested. Rather, Zahlco was informed on September 28th, Ms. had seen evidence of mice in her apartment. As evidenced in the attached report, Zahlco engaged a professional exterminator to treat the premises in a timely manner. In doing so, Zahlco had fulfilled the Landlord's obligation under the subject lease agreement, Maryland law and the Baltimore City Code. Ms. suggestion that she contracted Lyme disease as a result of the alleged presence of rodents lacks the requisite evidence of a causal nexus. Such allegations are simply too speculative to have any persuasive value. When Ms. decided to terminate her lease before the term end date, she engaged counsel regarding her decision and the consequences associated with it. At that time, Landlord's and Resident's counsels came to a resolution and as an act of good will, allowed Ms. to proceed with the clause option of terminating her lease based on owner's approval. For her to proceed now with further attempts to disgrace Zahlco's name and reputation as a management company is a clear act of bad faith.
