Mr. [redacted], Pursuant to your recent complaint to the Revdex.com, please be advised that the County of [redacted] originally assigned block and lot number [redacted] to your property with address [redacted].  Payments were applied from [redacted], your escrow company;...

however, the county exonerated the original parcel to zero, and they added another parcel, [redacted].  No further paperwork accompanied the official change orders, and refunds were issued on the old parcel.  Bills were then issued for the new parcel.  The refunds were sent to the owner of record for [redacted], which at the time was [redacted], Inc., the builder.  [redacted], Inc. never cashed the checks, because they knew that the payment wasn’t made by them.  In the meantime, [redacted] started paying interim and additional bills associated with [redacted], and the bills associated with [redacted] remained unpaid. In 2014, [redacted] issued Township and School tax payments for [redacted], but they placed a stop payment on those checks.  That led to the taxes being placed into a delinquent status.  No liens were ever filed on this property. Jordan Tax Service, Inc.’s (JTS) resolution is to 1) transfer all of the funds that were paid on [redacted] to the taxes due for [redacted], and 2) refund the over-payments to [redacted].  Two checks were mailed on October 4, 2016; a Township check for $312.38, and a School check for $6,567.69.  All payments are now allocated to the correct parcel, and the escrow company agreed with JTS’s resolution. Attached please find a property tax certification for your records. If you have any further questions in this matter, please contact me. Thank you, Julie A.  You were then billed for monthly sewage charges in the amounts listed below: April 29, 2016 - $60.90May 31, 2016 - $58.84June 30, 2016 - $57.82July 30, 2016 - $67.07August 30, 2016 - $73.24September 30, 2016 - $68.10 Because you made no payments against these charges, your property at [redacted] was posted with a notice of termination dated October 7, 2016.  In response to this notice, you made a payment $193.00 on October 19, 2016 and entered into a payment plan agreement for $137.00 plus current charges for two months.  You defaulted on this payment plan as of November 30, 2016. You were then billed for monthly sewage charges in the amounts listed below: October 31, 2016 - $51.65November 30, 2016 - $50.62December 29, 2016 - $54.73January 31, 2017 - $61.40February 28, 2017 - $55.26 Because you made only a partial payment in the amount of $250.00 on March 25, 2017, your property at [redacted] was posted with a notice of termination dated April 7, 2016.  To avoid termination of your water service, please remit payment in the amount of $382.05 in cash, cashier’s check, or money order in one of Jordan Tax Service, Inc.’s (JTS) three offices by 4:30 PM on April 17, 2017.  For directions to these offices, please call [redacted] and choose Option 4. No additional late charges will be removed from this sewage account unless they relate to a billing error on the part of JTS. If you have any further questions in this matter, please contact me. Thank you, Julie ** Q[redacted]Utility Billing ManagerJordan Tax Service, Inc.[redacted]

I have reviewed the response made by the business in reference to complaint ID [redacted], and have determined that this does not resolve my complaint.  For your reference, details of the offer I reviewed appear below.
I restate my former complaints.  Along with the fact that I never received any notifications via mail or email stating that I had missed a payment and informing me that late fees would be added to my account.  It is my experience with countless other companies that notifications are sent via mail with late or possibly missed payments.  Once again, I find it deceptive that none of this occurred.

Tax Collector of Kennedy Township sent the original bill to the [redacted]'s and the [redacted]’s mortgage company on 11/22/2016. The tax was not paid with that notice and the account was turned over to our office as delinquent. We sent a notice (letter before liening) on 5/17/2017. As this also was not paid the property was liened at a cost to the Township of $65.50. A certified letter was then sent to the taxpayers on 10/23/2017 to which the taxpayers responded, in the verbal response the taxpayer stated that the notices were never received and after a few derogatory remarks the taxpayer ended the call.The additional assessment on the County tax was paid in December of 2016. Based on the possibility that none of the notices were received by the taxpayer or the Mortgage Company might have confused the additional billing by both the County and Township taxes, we are willing to deduct the expenses of $42.02 and credit the taxpayer account - leaving a balance due of $142.62.If you have any further questions in this matter, please contact me at ###-###-####.Sincerely,Jerry ** P[redacted]treasurer

For services in the Borough of [redacted], the 2012 sewage charges were sent on post card sized sewage bills by Jordan Tax Service, Inc. (JTS).  JTS then converted to full letter sized sewage bills in 2014.  Ms. [redacted]’s balance forward did appear on her quarterly sewage bills in 2013, but it did not appear on the letter sized sewage bills in 2014.  However, she was sent three separate delinquent notices on the unpaid charges before a lien was placed against the property.Sincerely, Julie A. Service, Inc. (JTS) mailed the initial monthly sewage bill to account holder [redacted] at the above referenced service address on April 15, 2014. No payment was made of that bill or of the following five monthly sewage bills. As a result, four separate monthly delinquent notices were mailed to the owner of record. On May 15, 2014, the customer had enrolled in Sewage eBilling, agreeing to the terms and conditions of paperless billing. The customer provided the e-mail address of [redacted]. All sewage bills have been sent to this e-mail address since the enrollment date. A copy of the most recent eBill notification is enclosed. The customer’s first payment via Sewage eBilling was returned due to insufficient funds on October 28, 2014. The customer’s first successful payment was made via Sewage eBilling on December 10, 2014. To date, the customer has only made two payments on the sewage account for the above referenced service.On June 12, 2015, the above referenced property was posted with a 10 day termination notice for non-payment of sewage charges. According to JTS’ records, the customer made no attempt to contact JTS for payment arrangements. On June 24, 2015, JTS submitted a request to the [redacted] to terminate the water service at the above referenced address for non-payment of sewage charges. On June 30, 2015, the service was terminated, and [redacted] called JTS and spoke with Customer Service Representative, Kathy. Kathy documented this interaction at 1:51 PM. Mr. [redacted] informed Kathy that he had made a payment via the Online Payments option at [redacted]. Kathy took his confirmation number, verified the payment, and advised him that JTS would issue a restoration with [redacted]. Kathy documented his response as, “I want this water on now. Do you [expletive] understand me?”Mr. [redacted] then immediately called JTS back and left a voice mail message for Sewage Billing Supervisor, Julie Q[redacted]. This recorded voice mail message demonstrates Mr. [redacted]’s continued use of vulgar language. Ms. Q[redacted] returned Mr. [redacted]’s call and documented the interaction at 2:06 PM. Ms. Q[redacted] advised Mr. [redacted] that she had issued the restoration request to [redacted]. Mr. [redacted] complained about the fact that he had made a payment on June 20, 2015, yet his water service was still terminated. Ms. Q[redacted] explained that there is a message on this site which states, “please note that payments made in person with certified funds (e.g. cash, certified check) are the ONLY guaranteed methods of preventing such actions.” A copy of this message is also enclosed. Mr. [redacted] then asked when the restoration would occur. Ms. Q[redacted] explained that he would have to contact [redacted] directly regarding his wife’s medical condition, as they do not allow third parties to provide such information; not even the sewage billing agency. Mr. [redacted] began using expletives again, so Ms. Q[redacted] ended the call.[redacted]’s outstanding account balance for the above referenced sewage service is $40.89.We regret the unfortunate experience that Mr. [redacted] had with our company, and I do apologize for that.
