Good afternoon,
I am happy to clarify our response.  We do not require the student to send a signed FERPA release for the purpose of resolving her complaint, however, in order for us to share the details of her records with the Revdex.com we cannot do so without a privacy release that authorizes us to do so. This is to remain compliant with Federal privacy best practices.  We intend to continue reaching out to the student directly with the details of our proposed resolution, which we hope will be satisfactory.
A representative from our Financial Aid Department indicates that they attempted to reach the student via telephone unsuccessfully, but will attempt to do so again and follow up with a written summary of our proposed resolution.  The student should monitor her email and primary phone for updates, and we hope to close this matter positively and as quickly as is possible independently so that we do not infringe on the student's privacy rights.

explained that the credit balance was processed within the DoE guidelines and currently available to him as was the prior Academic Year balance. We believe that we have resolved his complaint.

I am rejecting this response because:
One of three things has happened.
A. The United States Parcel Service failed to deliver the requested document which is unlikely given experrience with USPS and volume of corresponsence successfully delivered in a timely manner to the Federal courts.
B. Someone in the APUS office failed to deliver it to Mrs. S[redacted] (Most likely scenario despite the fact it had her name on both the envelope and the letter.)
C. Mrs. S[redacted] blatantly lied to the Revdex.com to cover up the institutions blatant negligence and misconduct.
 
P.S. The unreasonable requests for a terribly extended period of time while egregious human rights abuses continue are getting absurd. The letter has been provided twice once via USPS and once from a permanent email account and static ip address. I am not in an office. I do not have an office. I do not have a home. Everything is broken and falling apart. It would not be, had a US Senator and the President not stolen everything to go get high and been vandalizing everything for the last eight years. We are discussing enormous organizations and institutions preying on the most vulnerable and this is just another example. I have just tried a hundred different ways to change the file format, take a screenshot, print, sign, and reattach the file in the alotted 30 minutes to respond and am afraid it is impossible given the current facilities. Every day this goes on I am losing a fortune in capital gains while living in abject poverty and misery struggling to survive. It's been nearly a decade and the rude, sick, irresponsible child I disciplined is making millions and doing absolutely nothing of value and in fact causing considerable harm to the American people. I have survived a twenty year reign of terror and been tortured twice, once while seeking political asylum from the ongoing crimes perpetrated by the highest offices of the United States government. As I stated previously I have multiple confessions from the Solicitor General. I can put another letter in the mail this afternoon. However, what good will it do if it conveniently never arrives nearly two months later when we all know it should not take more than three days.

I am rejecting this response because:There is no resolution that would benefit me. I have spoken with the school on plenty occasions (i.e. every time they tacked on a bigger bill that I owed). Why when they call now, would I want to discuss this issue again, to hear the exact same story. I have no questions to ask them, but I would like the rest of world to know how they treat students, and I just might be able to help another potential student consider a different school. I gladly give permission for the school to share my information with the world, maybe it would help me understand why I ended up with a $1074 bill from a previous two semesters.

brought his concerns about his potential homelessness to our attention. He was provided guidance and suggestions on his academic options at that time. We didn’t hear from him until he reached back out in late 2014. The university’s policies do not allow us to change a grade that was earned multiple years ago, and while we sympathize with [redacted]’s situation, we are prohibited from extending additional federal aid to someone who has not met satisfactory academic progress requirements.We have provided additional information on how [redacted] can receive potential transfer credit towards his degree through a partnership that the university has with his employer on record and will continue to be available for any questions he may have on returning to school.

We have audited [redacted]’s Federal Student...

Aid account and found that it has been administered in accordance with U.S. Department of Education regulations and University policy. We have attempted to reach [redacted] by phone and we’ve sent an email to him to explain why we are required to disburse his Federal Student Aid in two payments. The messages included the name and phone number of University Federal Student Aid manager and to date, [redacted] has not responded to us.In accordance with the Family Educational Rights and Privacy Act (FERPA), APUS cannot share the details university/student interactions with a third party entity without the student’s written authorization. At this time, we do not have a signed release so we are unable to provide more specific information.

I am rejecting this response because:Mr. H[redacted], who is the Director of my Academic Programs and dept., has still not addressed the issue at hand, nor has he responded to the complaint that I have been denied six college credits (two classes), which were placed in my Academic Plan by the school administration, and I was never told that the credits would be no good toward my degree until after I had completed the courses and credits. I was mislead by the school, and then charged $1,600 for credits that are no good, money that I have to pay back to the Department of Education. This is a misuse and waste of Department of Education funds, due to negligence by the American Military University's administrative staff, who is responsible for planning and putting in place the student's Academic Plan. If the credits were no good, then why did the school administrative staff put these courses in my Academic Plan, and then never inform me that the credits would not go toward my degree? This issue has not been address, nor answered since I filed the complaint. The only response has been that they will continue to work with me on the issue, yet the Director, Mr. H[redacted], has not even answered or addressed the issue.

and American Public University System regulations and policies.Federal Student Aid is awarded based on a student's plan to complete specified courses within a semester. If a Federal Student Aid recipient withdraws from a course or fails to demonstrate sufficient academic engagement in a course, the Department of Education requires the university to perform a Return to Title IV ([redacted]) calculation and return the some or all awarded funds to the lender. The [redacted] process was explained to **. [redacted] in detail and she repeatedly indicated that she understood the reason for the balance that is due to APUS, although she is not happy about it. On our last attempt this weekend, a woman answered the phone and she identified herself as his mother. She said that we could not speak with her son and asked us not to call him again.
