Kolb Electric responded to a request to repair the [redacted] 's track light that we previously installed When our electrician arrived, after troubleshooting, he determined the socket in the track light was bad [redacted] indicated to the electrician she would return the light to the store Kolb Electric still required payment for our services, as Kolb Electric did not provide the fixture We feel asking for payment for our services is fair, as it is explained at the time the service call is placed that there could be fees associated with the call if the problem was not as result of the work Kolb Electric did

On 8/12/2016, our electrician installed a dedicated line in wiremold for an AC unit which was terminated with a duplex receptacle that meets code requirements for the circuit it was installed on There was someone on site when this install was done and we received payment and our time ticket was signed acknowledging the work done and done satisfactorily The homeowner had someone come inspect our work some time after the line was installed, who asked that a single receptacle be used in place of a duplex receptacle While an inspector came out and made a specific request, changing one receptacle for another does not change the functionality or code compliance of our work (we removed a amp receptacle and replaced it with a amp receptacle, the first which was equally as functional as the second) The second electrician arrived, looked the prior work over, returned to our shop to pick up a single receptacle and returned to the job site and replaced the duplex receptacle with a single receptacle that meets the same code requirements The labor and material for the second visit came to $297.13, but we have determined that the customer is due a partial refund of $because the single receptacle is an item that our electrician should have had on his truck, causing unnecessary travel time The accurate charge for the second visit is $107.13, which includes minutes of labor needed to swap the receptacle and the cost of the receptacle We have forwarded a credit request to the owner for approval and will refund the homeowner with the same method of payment she made to our electrician

After reviewing all of the information, here is the course of events: Kolb Electric Estimator sent a proposal to perform the following work on May 22, 2015: - Provide permits and inspections- Replace wiring and rewire in the following locations: - KitchenAdd outlets to code/GFCI protection- BasementDemo and replace defective wiring and work not to code- Add three (3) ceiling fan support boxes in the first floor bedrooms- Add smoke detectors to code on each level and in each bedroom per code requirements- Arc fault circuits in the bedroom, living rooms and basement per code requirements- Upgrade outlets to tamper resistant- Refeed boiler circuitExclusions: - This quote does not include repairs or upgrades to existing wiring or devices, other than stated above- Patch, paint, or repair of drywall is to be done by others if needed- This proposal does not include power company charges (if any) which they may charge to the customer- Kolb Electric, Incis not responsible for any existing code violationsTotal Price $The signed proposal was received 6/3/and the work commenced 7/23/and was completed 9/29/The customer, [redacted] , had advised our project manager during the course of the job implementation NOT to file for a permitThe customer, [redacted] , signed off that the job was 100% complete on the time ticket for 9/29/and the job was closed outAt that time, there was no recorded reason for why the customer no longer required a permit as per the contract stipulationsThe contract was invoiced in full + $billing errorOn 2/17/the customer, [redacted] , contacted Kolb Electric and advised that a permit was now necessaryThe customer advised our current chief project manager that the reason the permit was put on hold previously was that the property was being donatedNow the property was going to be sold and hence; a permit is now needed for the work that was performedKolb Electric did pull an electrical permit and charged the customer $for that permitOur current chief project manager advised the customer that there may be issues since the work had already been completedOnce the inspection for the property was called in, the inspector insisted on a mega-ohm meter test (insulation resistance value test) of all circuits that were installed in finished walls/ceilingsKolb Electric offers this service; but , advised [redacted] that it is best if another contractor performs the inspection so that there is no conflict of interest [redacted] hired a company, Electrical Testing Corporation, in Baltimore to come out and test the circuits; per the unsigned paperwork forwarded to our office – to be performed on 4/22/in the amount of $1, [redacted] then contacted our project manager and advised that he expected all of the charges for the original contract, the additional fees for the mega-ohm meter testing and the permit fees to be reimbursed to himThe branch manager then advised the project manager to relay to [redacted] that what we would do is reimburse the 2nd charged permit fee ($- it was never taken off of the contract when originally billed), the fees for the ETC testing ($with proof of invoice) and the $that was over billedThis is a total of $1,This was relayed to [redacted] on 4/7/by the project manager currently handling the resolution (well before the “testing” took place)No information was forwarded to our office about the findings of the presumed testing, nor any repairs required – specifically stating as to those as a direct result of the items in the original contractWe have not been made aware of what permit the repairs were completed under; nor for the testing that was performedAs of today 5/6/– no other electrical permits have been pulledAs an FYI – The building permit for this property was filed for on 1/15/2016, the plumbing permit was filed for on 2/23/and the electrical permit was filed for on 2/23/It appears that ALL permitting was applied for well after the work was completedIn Summary - [redacted] was the individual who specifically advised the original project manager under the original contract to NOT apply for a permitThe residence was going to be donatedThe work was completed in September of [redacted] , contacted Kolb Electric on February 17, – months later and advised that a permit was now needed because the home was now being sold, that he was the one who had previously advised to NOT apply for a permit, and that he would gladly pay for itKolb Electric called in for the inspection and relayed the info regarding the meg-ohm meter testing [redacted] never forwarded any findings regarding the testing performed to our company and to our knowledge the work for the apparent “repairs” required were done by others under our electrical permitI have assembled a Refund Request in the amount of $1,to be sent to the customer, as the only thing that we did that is not permitted is agree to his request of not obtaining a permit on the original job; however, we billed him for itI have this ready for Richard’s review because, after pulling all of the available permitting information, it may be best to let the Attorney’s handle any restitutionLet me know if you require any additional information

He didn't say that we charge our customers, if we come back out to resolve problems with our work Instead, he bragged about the company's customer service I see he lied Most companies stand behind their work, and are happy to make their customers whole They have very poor customer service, now I see that their employees are not qualified, certified electricians Again, if the work had been done "right" the first time, there would not have been a need for me to contact the company, a second time People beware! Kolb Electric has decided to credit [redacted] in full for $as a courtesy However we would like it known that the code [redacted] referenced is important in this case It is not written any where in the National Electrical Code that a dedicated outlet must be a single receptacle or that a duplex receptacle can NOT be used Article [redacted] and article [redacted] do not require appliances or equipment on dedicated circuits to be single outlets Once could argue as a matter of opinion it should be or not We installed the single receptacle to simply satisfy the request not because our work was incorrectly performed

I am rejecting this response because:Attached is the test results from ETC, the testing company. As you can clearly see the property at Audrey Ave failed the test. Also attached is the invoice from Frank Jordan the electrician I had to hire to complete the work not done by Kolb before the test and the invoice he sent to repair all the incorrect work the test shows.The electrician sent to do the job told me he was going to get the permits and was then fired for a drug abuse problem. The report from ETC shows how substandard the work done was. I still want the money I paid to Kolb back to cover the repairs I have had to make and the cost of the test reimbursed to me

Good Morning,Kolb Electric gave a best guess estimate for the type of work that was requested and made no promise this was the amount it would cost to complete the requested work, based on the information given from the homeowner. However, once our Electrician arrived and saw the work
that was needed to complete the job, he did indicate that the cost could be anywhere from $to $1500.00, at which point the homeowner declined. Our Electrician asked for $which is our minimum service call fee. This information is always explained upfront at the time the service call is and was placed. All of our calls are recorded and we did listen to this recording to confirm this information was provided to the homeowner. Kolb Electric completely disagrees that we baited and switched the homeowner. Our guesstimate was based off of information provided. Since we did arrive prepared to perform the work requested we do feel it was fair to ask to be compensated for our Electricians time and other associated expenses, but as a good faith gesture, we will mail the un-cashed check back to the homeowners

As per Volkswagen of America, the maintenance plan contract the customer purchased is only cancellable if the vehicle is totalled VW has also informed the customer as such
