I have reviewed the response made by the business in reference to complaint ID [redacted], and find that this resolution is satisfactory to me.

The check is on its way.

[redacted] indeed left a deposit of $500 in the form of nonrefundable towards the purchase of the 2010 [redacted].  Both parties agreed that we, Certified Car Center will fix few items on the car prior to delivering the vehicle to [redacted].  We ordered the parts for those items and it took...

few days to get those items addressed.  In the time that we took to address those items we contacted [redacted] and he had told us that he is ok and he was planning to come take delivery of the vehicle on Saturday September 20th, however then he called and told us he had purchased another vehicle.  Keep in mind in the time that we were waiting for [redacted] to come take delivery of his vehicle we had several prospective buyers who were interested in purchasing the vehicle and we could not sell it to them because of our commitment with [redacted].  When I told that to [redacted], his respond was, "THAT IS NOT MY PROBLEM, THAT IS YOUR PROBLEM".  I believe that [redacted] should pay for a portion of the cost of those items that we fixed to please him as an individual.

This car was sold in AS IS condition

** and [redacted] purchased the [redacted] in an "AS IS"  condition,  after they took it to Maryland INSPECTION AND IT FAILED INSPECTED WE DID HELP THEM although we don't guarantee any other States inspection we addressed those issues for them AS a token of our good customer...

service.  They even sent us a Thank you card,  which they have forgotten to mention how happy they were with our customer service.   Four months later the engine going bad is something we can't help them with,  when we give them a complimentary 1 year warranty at no additional cost to them.   If this is not good customer service, I am not sure what could be.. Once again keep in mind they purchased the car in an AS IS

The statement that certified car center is making is false.Ive contacted them several times all they kept saying was the manager was not there and no decision can be made without him.also my salesman nikko didnt work there anymore so I.was getting the around as if the were trying to let my warranty expire.plus they lied to me in the beginning because the internet and nikko said 90 days unlimited statewide warranty I.called the warranty company from the car lot and they said the warranty does not cover whats wrong with the car, and when the problem first occurred I had to pay for the test to see what was wrong with the car because they did not want to do it I.have the receipt to prove it.also nikko said we cannot do anything until he talks to the manager so I.dropped my car of to them for repairs I went passed their lot to see my car sitting on the corner not on their lot for a couple of days, then when I got my car back I notice someone had been driving
my car I text nikko and ask why was an extra 100 on my car him and his manager stated in a text which I have saying he had to.drive your car to make sure it was fixed and I said ok but not an 100 miles,a week later the same problem existed and I called nikko again this time he kept saying I have to talk to my manager at this point I do not wanna speak to the manager because I also gave him &500 to fix the vehicle because it.was $1500 to fix and when I asked him to show me what was fixed amin said they bills comes at the end of the month which I knew was bull but I didn't want to make trouble.so when the problem occurred again I feel they was giving me the run around trying to let my warranty expires because I paid them 15,000 cash and it wasn't their car anymore.so the salesman gave me tge number to the repair shop the repairman statement yes I.know that car real good and certified car center paid me to fix the cheapest part of the problem and before
you bring your car back I.need to call them.every time I either call the repair shop or the car lot I.cannot get in touch with who I needs to talk to.so certified car center didn't not meet the end of.the agreement I was still under my thirty day warranty and should not.had to come out of pocket.not to mention the little other things that was wrong with the car that they lied about!!!such as, radio headlights

To Whom it may concern,
we did sell her a car in an "AS IS' condition and yes indeed she did
have an opportunity to take the...

car to a shop and get a pre-sale inspection and
the diagnostics were to fix the oil leak in the car.  We did address the issue and after that the
starter stopped working and it was not an item that was provided to her in “WE
OWE” form.  I did offer her $200 to compensate
her as a good well, and she turned it.

Ok listen im not goin keep goin back and fourth with you.. I have enough paperwork from your company stated that my car had 90 unlimited miles statewide warranty then you gave me another paper with 3,000 miles 90 days warranty which neither covered anything plus I have numerous texts from amin and nikko I have all of the email from here when u stated take the car back to the repair shop not once.but twice I have u stated that you.fixed a car that was supposed to be as is!!! Look lets stop playing games my patience is running thin ive been a nice guy until now!!! Stop playing with me and my money and fix my car!!! I tell u what if my car is not fixed in the next week!! I will take all the evidence and statement I have and my lawyer will contact you and I promise you'll pay more and I will do everything in my power to make sure u sell less cars is possible in v.a!!! So once again thanks for making mt case against you stronger because truly I have exactly what I.needed to make my case solid..ive gave you numerous of chances!!! You have exactly one week and then the negotiations out the window!!! Check mate

I have spoken with customer and we will replace one of the lower control arm for her, she is to bring the vehicle to us on Tuesday.  This matter should be considered resolved.

[redacted] did indeed purchased the vehicle in an "AS IS" condition and had her vehicle on March 26th 2016.  I do not recall disrespecting her, that is not the issue here.  When she purchased the vehicle over a month a go the vehicle had a valid inspection indeed that was done at...

[redacted] in Fairfax, VA.  We did offer to help her out, but she wanted us to take the vehicle back, which we do not take back.  I have parked her car on the street and mailed her key back to her, if she wishes to take her car to the inspection shop that originally inspected her she would have to come do that herself.  as far the lose suspension she had the car for a good while so we don't know what happened when she was operating the vehicle.   I declined her demand of us fixing her car.

I am afraid I won't be able to do something, given the fact that her signature is all over the documents, how could I have changed the price when she clearly signed all the document and acknowledged the price.  Like I said before I can't help her get out of a vehicle which she is not happy with, however I would be more than happy to help her trade it in given that we are able to put her in a different vehicle.

 Complaint: [redacted]
I
am rejecting this response because: Not because they stated that they would be
happy to look at the issue again but because I do not trust this company to do
their non due diligence to fix the issue. They are well aware of what the
issues are with this vehicle. They are also well aware that the registration
along with the temp tags on this vehicle have long since expired (Jan). Since
it was a blatant patch work job to conceal the issues in the first place, I don’t
believe that they will fully try to correct those issues (just to have them
come up again later when I have to get it inspected). Since driving the vehicle
to their location is not an option I propose taking it to a reliable car shop
and having them fix the issues with the vehicle and then putting it through the
VA State inspection and emissions testing. I will then provide the company with
a copy of the bill, excluding the fees for the inspection and emissions, and
then they cover half to three fourths of the bill (majority). At this point, I want
the vehicle fixed properly so I can use it. Their one sentence response stating
that "it will take longer than a couple of hours" is an unacceptable
response to a customer that they have "jerked around" throughout.
Even though I feel that they should cover the entire bill on fixing the issue,
I know they will not and I will be ignored again trying to recoup the money.
Which is why I suggested that they at least cover majority of the cost. And i
again state that , if they truly were in the business of trying to help me..1.
The "part" itself would be waiting for me at their location. 2. Two correspondence
would not have been necessary to them to get contact about this issue. 3. They
would be stating what the issues are on the vehicle since I provided them all
the documentation back in January. 4. They would contact me or return my calls
about this issue.

To whom it may concern,Like I have said in my last respons, the vehicle was sold in an "AS IS" condition and the repairs that we had done was based on our "GOOD WILL REPAIR" policy.  We can not guarantee the life a used vehicle for its life time.  We have always encouraged our customers to contact us if they have a major issue with their car.  Like I told the customer at my office I would pay her $200 for the repairs not to be intimidating towards her but the fact is that I found starters as cheap as $ 69 and the labour fee is $120.  I am sorry that our customers don't have access to the discount we do.  I can still off her $200 if she like to pick it up or we can mail it to her as a final assistance.

 Complaint: [redacted]
I am rejecting this response because:As was determined by my repair shop ([redacted] of Fairfax City), their technician notes, "BURNING ELECTRICAL SMELL MORE PROMINENT FROM PASSENGER SIDE.  HAD A WHINING NOISE.  DOES NOT START.  CHECK AND ADVISE.  AWARE OF $200 DIAG FEE.  VERIFIED CONCERN.  FOUND OIL ON STARTER WIRES THAT SHORTED OUT THE STARTER. '[redacted]'
FOUND THAT BATTERY HAD A DEAD CELL DUE TO HARD CRANKING AND ENGAGEMENT OF STARTER.  PERFORMED PIN POINT TEST AND REPAIRED BROKEN WIRES AND 'REPALCED' STARTER AND BATTERY.  AFTER REPAIRS RECHECKED BATTERY AND CCA'S AND STARTER ENGAGEMENT. NO OTHER 'CONCRNS' FOUND AT THIS TIME.  'RECCOMEND' ENGINE COMPLETE STEAM CLEAN IN FUTURE SERVICE."  (Typographical errors made by repair shop's technician). On 10/27/15, I met with Mr. Hakim A[redacted] for approximately an hour at 2:10
p.m.  He was less than accommodating.  No, I did not accept $200 to
ameliorate the situation as it was a matter of safety due to a negligent
repair of what became known as an expansive repair of an oil leak
(replacing both head gaskets and spark plug seal).    Upon receiving the vehicle after Certified Auto Center's repair shop of choice "fixed" the oil leak and delivered me "essentially a new car under the hood", the vehicle became a safety issue.  The stand-in manager Rod (whilst the owner was out of town) promised to deliver a sound product, addressing the oil leak and all components that could be affected.  His promise was not limited to cleaning the engine and rather "everything under the hood" so as to back-up his statement of the attempted fulfillment of Certfied Car Center's "We Owe You" list at the time of sale.  The offer of $200 is unsatisfactory - especially in light of a conversation that was had at approximately 2:10 p.m. on 10/27/15.  At first Mr. A[redacted] dismissed responsibility for the oil leak on the starter's wires (thus, the cause of repair), followed by inquiring as to why I had not come to Mr. Hakim A[redacted] first, and then resting on the notion that his repair shop could have done a proper and far less expensive job in repairing the starter's issue caused by the oil leak.  The $200 check is what was offered at this point, including a "load test" on the vehicle's alternator.I was promised a car that was "brand new under the hood" by Rod, stand in manager while the owner  Mr.Hakim A[redacted] was out of the country.  The repair was inadequate, negligent in fulfilling a verbal promise, and was a certain safety issue.  In the meeting with Mr. Hakim A[redacted] on 10/27/15 at approximately 2:10 p.m., I felt intimidated and found no truth in what he was saying.  In one moment, he asked if I called the "dealership" (Certified Car Center), the next was followed by shaming me for going elsewhere, and lastly, offering a check for what "he" (Mr. A[redacted]) would have paid his mechanic followed by a load-test on the car's alternator to remain in good standing with potential customers.
I have paperwork and notations to back this--
[redacted]

I suppose we can try one more time, but there is no way we can afford [redacted] labor rate, if she likes she can bring it one more time and we can take it to our mechanic who is more familiar with [redacted] cars.

We sold this [redacted] to this Customer in an "AS IS" condition.  The customer took delivery of the vehicle, and called the next morning that the engine is gone.  I asked the customer what did he do, he said 10 minutes from our Dealership he noticed that the temperature was rising, he...

continued on driving the car till he got close to his house and at the point he had blown the engine head gasket.  I do not think this was our fault, he should have pulled over and not drive the car for an hour with no coolant in it and causing the car to overheat and blowing the engine.  I understand that basic attention to maintain a vehicle is sole responsibility of owner not the sell, simply we are not always there to monitor the vehicle.  Hope this explains how we are not at fault.

Review: Good morning. I intended to purchase a used car from Certified Car Center, but the dealer's business practices gave me no other option but to change my mind. Prior to the intended purchased they asked me to leave a $500.00 deposit using a credit card. I assumed that if I did not purchase the car I would receive a refund and I didn't think they were going to charge the card. The dealer charged my card rather quickly and when I asked for a refund Mr. Amin (unknown last name) told me to "read the small print". The small print states that deposits are non-refundable. I sent the letter below via certified mail to Mr. Amin. The letter was delivered to the dealer, but I have not been contacted. I am also submitting a complaint to the [redacted] Credit Union - the issuer of the car.

Please accept my gratitude in advanced.

Letter sent to Mr. Amin at Certified Car Center:

Mr. Amin

Manager

CERTIFIED CAR CENTER, INC

[redacted] VA [redacted]

September 22, 2014

Dear Mr. Amin,

Recently, and in good faith, I intended to purchase a 2010 [redacted] from your dealer. Messrs. F[redacted] and V[redacted] worked on the transaction. On Sunday, September 13, 2014, after I indicated that I intended to purchase the car, Mr. V[redacted] issued me a BUYERS ORDER and agreed to the following: have the trunk release fixed because it did not open with the key, install a broken visor clip on the driver’s side (the visor was hanging unsupported by the clip) perform an oil change, and rotate the tires.

I talked to Mr. F[redacted] on Tuesday, September 16, 2014, and he told me that the visor clip had been ordered from [redacted] and that he expected to receive it on that day (9/16/14). He also told me that the trunk release had been fixed, the oil had been changed, and the tires rotated. On the afternoon of Wednesday, September 17, 2014, I called CERTIFIED CAR CENTER and talked to Mr. V[redacted]. I told him that I had the check from the Pentagon Federal Credit Union for the purchase of the car and about the conversation with Mr. F[redacted] on 9/16/14. He told me that Mr. F[redacted] was not working on that day (9/17/14) and that he had to talk to him and would call me back. He did not call me back (9/17/14). I took the check with me to work on Thursday, September 18, 2014, because I expected a call from CERTIFIED CAR CENTER to tell me that the car was ready or that it was not ready. I did not receive a call from CERTIFIED CAR CENTER on 9/18/14.

As you are aware, I called CERTIFIED CAR CENTER on Friday, September 19, 2014. I informed Mr. F[redacted] and you that I did not intend to buy the car because I was not comfortable with the way CERTIFIED CAR CENTER was handling the sale. My experience and common general knowledge is that car dealers keep customers informed about anything that would prevent the dealer from delivering a car to a customer that intends to purchase it.

The main purpose of this letter is to ask you to reconsider keeping the $500.00 that was charged to my [redacted] Credit Union [redacted] card and to either refund the card directly or issue a check on my name so that I can repay the $500.00 to the credit union. I believe that under the circumstances my request is not unreasonable.

Thank you for your time and I look forward to your response. [redacted]

Response:

[redacted] indeed left a deposit of $500 in the form of nonrefundable towards the purchase of the 2010 [redacted]. Both parties agreed that we, Certified Car Center will fix few items on the car prior to delivering the vehicle to [redacted]. We ordered the parts for those items and it took few days to get those items addressed.

Review: I bought a car from this dealer sunday, the 3rd of november. The dealer specifically told me as I asked that the car had no major defects and was perfectly able to pass the different state inspections. He told me that it had no prior accidents whatsoever. [redacted] shown without any problem, and the dealer specifically told me that if there used to be an accident, I would be taken care of by [redacted].

I wanted to do a car alignment on my own the 8th of november and found out, I quote the garage [redacted] in Sterling, VA : "car may have been in accident because the tie rods have been maxed out. right side was out by 2 degrees, may have frame issue" on their report.

I called the dealer, certified car center, and he told me that there was nothing he will do about it, since I signed a paper called : "acknowledgement as to prior damage/accident" in which it is stated that the dealer afforded me the opportunity to conduct examinations, and that I am satisfied with the physical condition of the vehicle.

I did sign that papers, among many others that day, and if because of that I have to take full responsibility, I will.

However, since for me there was a breach of trust (the dealer was perfectly aware of the default when I called), I want it at least to be known and reported.Desired Settlement: I'd like either a full refund of what I paid 5 days ago (I paid cash, by credit card), or this frame issue to be fixed at the dealer's expense.

Sincerely,

Review: I was sold a car on 12/20/2013 for the Certified Car Center, Inc. And with this purchase I was also given a VA inspection notice that was good until 12/2014. I was not a resident of VA at the time of purcahse and stated that I needed to get a MD inspection and emissions before I recieved my hard tags. I was issued a termporary plate (expiring on 1/19/2014). I took the car to get MD inspected which it failed ($60 payment). The problems included missing lug nuts, bad rotors, and the real wheel axel was shot. I then took the failed inspection documentation back to the dealership and stated this is the things that need to be fixed before I can get the documenation you need for my tags. The dealership stated that you can just get the car registered in VA since you have a VA license. The dealership took the old VA inspection slip to the MVA for the tags but they stated they need a copy of the emissons test before tags can be issued. The date is now 1/26/2014 which is 7 days after the temp tags have expired. I took the vehicle to get emission tested and it again failed due to the severe engine tampering. The engine light was removed along with the air flow valve (severe issue according to the mechanic who stated that this car needed to be returned to the dealership ASAP). I, again, went back to the dealership and stated that NOW if failed VA emissions. They called there mechanic and said it woldnt be a problem and we could fix it really quick. He did a patchwork job on it and took it to try and get a favorable emissions test. IT FAILED AGAIN. The dealership then stated that they needed to order a part for the car and it would be in in a couple of days. I stated to the dealership the severity of the issue because I am currently driving around on expired tags. They stated they understood and we will fix it. That was over two weeks ago. Todays date is 2/18/2014 and they have not received the part to my vehicle, stating that it is on backorder. I asked if I could get another set of plates and their answer was, NO due to paying the taxes on it. I then stated well since you sold me a faulty vehicle could I bring this vehicle back to your lot and you give me a loaner car while I wait for the new part to come in and his answer was, NO. I stated well your dealership sold me a car that cannot pass any type of inspection and the tags are expired what am I supposed to do. Their answer: "Just tell the police officer that your plates are not in yet!". In VA that fine is huge with a mandatory court appearance. I then stated, well can I return this vehicle for a trade out for one that actually works. Their answer: " I will take it as a trade in and you will have to put more money down." I have already spent the following money on this vehicle: $1,549 down payment, $60 MD inspection fee, $30 VA emissions fee, $300 car insurance, and $400+ in car payments. That is over 2K on a vehicle that legally I cannot use. That dealership was only after my money and now I am stuck, at their mercy, on trying to get this lemon to work. I have all the paperwork from the dealership, the MD inspection failure, and the VA emissions failure on record if needed. I also provided a copy of the problems to the dealership but to date nothing has happened.Desired Settlement: I would like a repair, replacement, or my money back this is ridiculous. Also if there are any tickets, court costs, or fees associted with this due to getting pulled over by law enforcement.

Response:

[redacted]Purchase the vehicle from us in an "AS IS" condition and when he contacted us, we told him we will fix the issue. He brought the car and we diagnosed it and found the part that needed to be replaced, we made several attempts to get the part needed and it turned out that the part was a special order part. we ordered the part and it was in back order and took a long time to get the part, we told [redacted] to be patient with us, however he kept insisting that he has no time. I believe we have made our good faith attempt regardless of car being sold in an "AS IS " condition.

Review: [redacted]

I

am rejecting this response because: They stated in their response that first it

was a so called "AS IS" purchase and then stated that they would fix

it. I asked them on numerous occasions, as mentioned in my initial statement,

that I asked them to fix it. The continued to give me the run around about this

"part" and how it was a special order. I took the vehicle to the

another shop to get looked at and they stated that the car was intentionally

tampered with as to be able to sell the car. The tampers include dashboard

lights removed so it would register that it was engine trouble, blatant patch

work and removal of parts that resulted in emission failures, etc. I was told

it took effort to cover such falsities on this vehicle. In regards to them

ordering this part, that was never done. I asked the status on almost a daily

basis due to the expiration of the temp tags that were issued. After endless

attempts to get this "part" they just stopped taking my phone calls

by saying the manager is not in or leaving me on hold for ridiculous amounts of

time. The part was never order and they never had any intentions on fixing my

vehicle. They were very eager to get my payment but when it came to helping me

fix this issue they were very unresponsive. If the part was indeed ordered,

then that would mean that they currently have this "part" within

their inventory. As stated in my initial statement, I cannot register this

vehicle until it passes emissions testing. The temporary registration expired

in February and I have been making payments on vehicle that cannot move. I am

asking that this issue be fixed. I just want the company to fix and back their

product that they sold to an unsatisfied customer. And in response to their accusation that I said there was no time; that was due to the reigistration was/had expired and that I would be driving on expired tags to and from their location. They said it didnt matter and the police would understand. I then stated that I have to use this vehicle to get to and from work and needed it which is why I purchased it in the first place. I never refused them trying to fix the vehicle. I just wanted them to fix it. This company has made false statements throughout this entire process and just need for this nightmare of an experience to be over. I have been fighting with

this company since January about this issue and they refuse to do anything

about it. Especially since this is the second notice that the Revdex.com had to send

because they totally disregarded the first correspondence. Please help me rectify

this long and tedious journey. Thank you for your help with this matter.

Review: ertified Car Center, [redacted] VA 22031 took advantage of my [redacted] ([redacted]) [redacted]. [redacted] is an adult and I would not normally get involved but the exception is that he is a veteran who served in Afghanistan twice and trying to adjust to his life after serving in Afghanistan twice and possibly dealing with depression and anxiety. He recently went to Certified Car Center to purchase a 1990 [redacted] for $3500.00 that he saw online. My son trusted the salesperson and believed that he was buying a quality used vehicle to get him back and forth to work. He drove the car for 10 minutes before the vehicle started to give him problems. He immediately tried to contact the dealership but they did not answer the phone. I followed him, we were 10 minutes from home, and the car stopped working. The next morning my, during phone contact with Mr. A[redacted], my son was disrespected, called a liar, and accused of driving the car and causing the damage. Mr. A[redacted] did not give my son the opportunity to explain what happened to the car. My son sent Mr. A[redacted] an email informing him that he would seek assistance from his congressional representative, news agencies and anyone else who would listen.

On 04/14/14 was a week that my son had this car and was not been able to drive it. However, this dealer has been able to reap the financial benefits. My son has been up sometimes until 12:00 midnight trying to work on this car.

I know that my son is an adult, but out of concern for the undue stress this is causing him I felt forced to get involved. I contacted the Manger (A[redacted]) to try to plead with his humanity, and beg him to work with my son to get this car working. The manager was extremely rude to me, shouting at me and not giving me the respect to finish my sentences. He called my son a liar and stated that he never should have driven a car that was over overheating. I said he never should have been sold a car you knew the engine was bad. (First and foremost how did he know the car was overheating, unless he knew this when he sold it to my son). He said we could bring the car in, but we are not able to bring it in because it does not drive, he told me we can get [redacted]. After I told him we lived over an hour away, he said he would try to locate a tow truck. After waiting for over a week for the tow truck, my son decided that he and a friend would be able to repair the car. After spending over $300 in repairs/ hours he was able to get the car running.

The week of 04/21/14 my son once again was forced to contact Mr. Amin to request the tags for the vehicle. Mr. A[redacted] promised to mail the documents so that my son can go to DMV to get the tags. Mr. A[redacted] promise that he would fax the Lien to the [redacted], VA DMV. When he arrived at DMV he was told the Lien had not been faxed and car still had a lien from the previous owner. The tags expired on 05/06/14. Once again my son is unable to drive the car because Certified Car Center sold him a car they did not have the rights to sell. They have promised to work with the previous owner to get the Lien cleared but until then my son is forced to not only find other means of transportation back and forth to work, but to also deal with the undue stress of this hardship forced upon him by an untrusting company.

Congressman [redacted], my son literally risked his life for the money he has. It is wrong for someone to take advantage of him or any other veteran that has served his country and fought for his or her freedom. I tried to explain to Mr. A[redacted] that my son has gone through enough stress while he was serving Afghanistan and did not need the stress of throwing away $3500 on a car that does not work or he does not own. Mr. A[redacted] informed me that he did not care that my son was a veteran and that everyone goes through stress. I informed him that yes, everyone goes through stress but not everyone has risked their life in Afghanistan, that there are only a few brave men and women that are willing to sacrifice themselves for their country; Mr. A[redacted] blew that off as not being relevant.

I desperately need your help for my son. My son is working hard to adjust after his military service. Although he is trying to be strong and patient, I do not think he can deal with this stress, we are not asking them to take the car back, and we know that we bought it as is no warranty (even with the promise that the engine was in good shape). I am only asking that they both cover the expense imposed on my son for the repairs and refund the cost of the items purchased for the repair and to immediately provide my son with the Lien on the vehicle or extend the tags. I am also asking that you find some way of letting this company know the sacrifice our military men and women make in order for individuals like them to live the American Dream and/or leave their country and open up business in the United States. This company needs to stand by its name Certified Car Center, and when giving the opportunity to open this business, they should show compassion, be honest, dependable and forthright.Desired Settlement: Refund for the repairs made to the vehicle and to immediately take legal actions to issue the Lien on the vehicle.

Response:

We sold this [redacted] to this Customer in an "AS IS" condition. The customer took delivery of the vehicle, and called the next morning that the engine is gone. I asked the customer what did he do, he said 10 minutes from our Dealership he noticed that the temperature was rising, he continued on driving the car till he got close to his house and at the point he had blown the engine head gasket.
