You did receive my response from the Consumer Financial Protection Bureau regarding this same matter but this complaint was formed after I had another call with your bank supervisors so I suggest you listen to those calls as wellI was escalated to a supervisor and I was escalated again to another higher supervisor regarding my issue after my rejection letter was received by the CFPBYou say the letter you sent on January 30, was not sent in error and apologized and said that the supervisor was in error but I suggest you listen to that very beginning phone call again because the supervisor said that it regards to the letter being sent out in error there was not credit checked or pulled because the letter was sent out in error. After I finally received my letter I called your bank againThis is the instance I am talking about above when I was escalated to a supervisor and then escalated to another higher supervisorI spoke to him about this issue and he told me that he did not even show any record of the bank sending out the letter regarding the lower intro rate APRWhen an application is processed like you said and the Bank determines which APR the applicant qualifies for, you already did that in the store when I applied for the credit card in the first placeI have had other credit cards where I am at their highest interest rate and never have a received a letter pertaining to thisWhen talking to the supervisor after I had received your letter, all he kept telling me was that only a credit bureau could go through the steps with me for why account had been closedI called the credit bureau and they told me that they have no part whatsoever in the decision making for why the credit card was closed, only the bank would be able to tell me the specifics and that if the reason my account was closed due to the number of inquiries then that your bank should have denied me in the store rather than check my credit, give me a high APR, give me access to a credit line and then close my account weeks later for multiple inquiries which should have been part of my credit check in the storeThe bank is at fault for this if they opened my account in store and these are the reasons provided for an account closureYou also gave me multiple reasons from another credit bureau for what may have reflected on my "credit worthiness" and they are the same exact reasons from what you reported on the lower intro APR letter first sent to me on January 30, The credit bureau told me only the banks would have the specifics and tell me the exact criteria but even one of the higher levels I spoke to could not even tell me exactly what reasons why except for the number of inquiries stated on my account.The bank respectfully declined to re-open my account and I am once again respectfully asking that the bank does either one of two thingsEither again re-open my account or, report to all crediting agencies that there was not closure of a credit line that will stay on my account for years and rather as a hard inquiryI find it very interesting that most of your supervisors tell me that if I want a new account I will have to re-apply for oneWhy tell a consumer to re-apply to open a new account when I am already complaining about an account closure? I ask that the bank work with me on either of my requests or I will continue to pursue this matter and have saved all documentation and since the bank has stated in the letter there is a way to listen to previous phone calls, if the bank chooses to decline again to work with me I will take legal action and have my lawyer request those phone calls as wellSome financial advisers I have talked to say I have a very confusing case and may have leeway in court but I would like to avoid that hard process and continue to work solely with the bank

to assist youWe understand from the complaint that a hold was placed on your HSN credit card account, as a result of changing your mailing address. You state that in July you spoke with several representatives regarding the hold; however, you are still unable to make any purchases using the above-noted account. You are requesting the Bank remove the hold from your HSN credit card account. We understand your concerns, and we sincerely apologize for any frustration you may have experiencedPlease note that Comenity Capital Bank actively monitors a customer’s account for potential security concerns. If a security concern is identified by either the Bank or by HSN, a temporary hold will be added to an account until further verification can be obtained from the primary accountholder After a thorough investigation, our records indicate that a catalog representative at HSN contacted our Account Protection (Fraud) team on September 26, 2015, regarding potential security concerns. was forwarded to my attention, and I appreciate the opportunity to respond to your concerns. We understand from your complaint that you made a purchase in October in the amount of $1,and this purchase was placed on an month deferred interest, payment required promotional plan. You also state that you set up payments to automatically be debited from your personal bank account in the amount of $for months, with the last payment of $for total payments of $1,474.86. Additionally, you state that you called Comenity Capital Bank and were advised that the remaining account balance of $was for late fees and minimum charge fees You believe that after you advised the Bank representative that you should not pay this amount, your account was closed without your knowledge. You are requesting that, based on the account being closed, all remaining charges are removed. I am happy to share my findings with you. After a thorough review of the account, our records indicate that all payments were received via the Bank’s online Account Center. What this means is that the Bank does not set up the date that the payments are to be applied to the account The accountholder schedules the payment, including the date the payment is to be applied to the account. Please note that when the minimum payment is not received by the due date, or the payment is less than the minimum due, late fees and finance charges are assessed to the account. I would like to explain how your payments were disbursed. Please note, for purchases that are placed on promotional plans, the customer is required to make payments on each plan every month. If the balances are not paid in full by the promotional plan’s expiration date, then accrued finance charges, which were calculated from the date of the original purchase, are assessed to the revolving balance. This information is available in “The Details of your Plan” section of your monthly billing statement and in your Credit Card Agreement (CCA). I have enclosed a copy of the Credit Card Agreement and copies of the billing statements. When purchases are made and placed on a promotional plan, a minimum payment is required each month for that promotional plan. If there is more than one promotional plan, the statement that is issued will reflect a total minimum payment, which would include the required minimum payment for each plan. For example, if Plan A has a required payment of $10.00, Plan B has a required payment of $and Plan C has a required payment of $20.00, then the total minimum payment required for that billing period would be $and the payment that is sent in is distributed accordingly. Any amount over the required payments will be applied to the plan that is scheduled to end first unless the account has a revolving balance, at which time any amount over the required payments will be applied toward the revolving balance. Please note, during the last two billing periods of a promotional plan, any payment received that is more than the required payment, will be applied towards the promotional plan that is set to expire. As of the date of this letter, the balance on the account is $255.93. Please be advised we have removed the payment that was due by June 18, 2015. Your next due date will be July 18, 2015. As your account was issued credits totaling $from the Bank on April 17, 2015, please understand that we are unwilling to credit your account any additional late fees or finance charges at this time.
