process.  One of those statements included the following text: “You must read and agree to the conditions set forth in the current Registration Bulletin concerning the test administration, fees, ID requirements and confidentiality of all test questions. Submission of your online registration will confirm that you have read and agree to the conditions set forth in the Registration Bulletin. By submitting your registration for a Texas Educator Certification Program test, you are agreeing to abide by all procedures and policies contained in the current Registration Bulletin, on the ETS TExES website and/or communicated to you at the test administration for which you are registering.” Upon acknowledging this, they are presented with another page and they have to manually mark the checkbox agreeing to this: “I acknowledge that I have had adequate opportunity to review the instructions, rules, policies and all other terms and conditions that apply to my test registration and administration that are contained in the current Registration Bulletin and on the ETS TExES website.” Once the correct test has been selected, and before the check-out page, they are again presented with this information which they have to manually acknowledge by marking a check box: “You may cancel a test for which you have registered through your account on this website. You may also cancel by completing and submitting the Test Cancellation form. The Test Cancellation form is available in the download library for the test you are taking. I acknowledge that I have had adequate opportunity to review, to my satisfaction, the test cancellation policy above and the cancellation deadlines and refund information in the appropriate Registration Bulletin.” The Registration Bulletin referenced throughout this process has a link on the left hand side of the main page of www.texes.ets.org. I am rejecting this response because:
With all due respect, this reply fails to address my concerns.  I am raising the ethics of ETS's business practices in various ways: 1) The fees they charge young people are outrageous; 2) The "service fee" for cancellation is exorbitant and unjustified - it is unjustifiable; 3) They represent a monopoly as no other companies handle these tests; 
4) ETS's cancellation policy is unnecessarily complicated; they request students have to send a letter in writing to request a cancellation; this is tedious, takes time, and really outdated.  Why can a student sign up online, but cannot cancel? The response given was the same old same old comment: "Our website clearly states..." This is a poor defense; since students are underprivileged, unexperienced peoples, they have little recourse to defend themselves.  They do not have a large organization to defend themselves; they are not part of a large, organized group.  The company summarily refuses to address these concerns. I feel strongly that legal action should take place; in a court of law, ETS would probably lose a big, class action suit and be forced to pay millions of dollars - as they should.  Someone should litigate - it seems a pretty strong case, if you ask me. ETS could do the right thing and change their practices upfront - and perhaps that would go a long way in preventing litigation and/or huge restitution. What I would like is: 1) A refund; 2) A reduced cancellation fee for ALL students; 3) A simpler, quicker cancellation procedure.

This policy is emphasized on our Website, www.ets.org/gre, as well as Page 12 of The GRE Information Bulletin, “You are responsible for ensuring that the name you used to register exactly matches the name on the ID document(s) you will present at the test center.”  It is unfortunate that you were not able to review this requirement prior to completing your registration.  For security reasons, a profile cannot be changed once the registration is confirmed. The test centers may not allow our examinees to complete tests with name discrepancies, because once reported, we cannot change the name on the reported score.  The name used at the time of the test becomes part of the test taker's permanent record.  The discrepancy on this profile is determined to be a candidate error. As a one-time exception, a refund is issued to your account.  Please allow 7 to 10 business days for the process to complete. While the information that the representative provided is inaccurate, as my credit card was billed two payments in the exact same amount on November 27th and no payments were made on December 1st, a supervisor at the company has notified me that, "I don't owe a bill" anymore. I would like to note that although this billing issue has been resolved, the representatives at ETS have been very rude on the phone when I tried to resolve this matter and that ETS continues to note information which is incorrect. I would not recommend this company for Better Business Accreditation.

Review: I have never taken a CLEP exam before but due to a miscalculation in credits, my advisor suggested I go this route since I was out of time to take a full course at my university. I paid for the Principles of Management CLEP exam and study guide on the website and prepared as if I was taking a final for the class itself. I failed the CLEP exam I purchased because it was poorly written and needs to be replaced. The questions were so far out of left field I could not even make a "highly educated guess." I have graduated with honors and hold a 3.9 GPA. I did not fail the exam due to lack of effort on my part. I tried to bring attention to the problem with ETS. They never responded to my first complaint. After complaining again, I received a generic letter suggesting I use a study guide (which I did) so it is obvious they never even read the letter I sent them. The information ETS provides when selling their exams is extremely misleading and misguiding. You could study everything related to this subject ever published and still fail this test. ETS is a fraudulent company and a scam.Desired Settlement: I want a refund for the Principles of Management class

The College Level Examination Program (CLEP) Principles of Management examination covers material that is usually taught in an introductory college course in the essentials of management and organization. The examination, which the American Council on Education (ACE) recommends for college credit, requires knowledge of human resources and operational and functional aspects of management.

The process of developing the CLEP Principles of Management exam is both complex and rigorous:

· College faculty members in management develop questions based on the test specifications that comprise the full range of management content.

· The test specifications are based on surveying the curricula of a broad spectrum of major colleges and universities.

· The questions that comprise the test undergo a rigorous process of subject-matter and statistical validation.

· The questions, as well as the examination as a whole, are reviewed and approved by a test development committee composed of faculty from a wide variety of higher-education institutions who are currently teaching college-level management courses.

In the College Board publication, the 2016 Official CLEP Study Guide, we provide in the Principles of Management section three tools to help prospective test-takers prepare for the examination:

1. Full disclosure of test specifications and the relative frequency of questions in each content category.

2. One hundred and ten sample questions that provide an indication of the format and difficulty level of the examination, as well as also provide content for practice and review. Though a useful review tool, the sample questions do not constitute a practice exam, and knowing the correct answers to the sample questions does not guarantee satisfactory performance on the examination.

3. A link to additional study resources.

I hope this summary provides a clear understanding of both the content validity and the integrity of the CLEP Principles of Management examination.

Review: On December 23rd I realized there is a current ETS policy that would prohibit me from taking the GRE on an expired passport. But the website offers the option of calling or emailing their office of testing integrity [redacted]). I emailed their office on that day and since they were closed over the holidays and I did not receive a reply by December the 30th I called the office. I proceeded to tell the representative I was talking to that I had just applied for my passport to be renewed and what I was told was to bring the letter/receipt from my embassy to prove that my passport was being renewed and to come in with my old passport. On January 2nd I registered to take the test on January 3rd and paid the $195. I was not able to take the test on that date because of the id requirement and when I contacted the office of testing integrity I was forwarded to [redacted] who proceeded on telling me that I must have called a different office. I very clearly remember who I called as online I had access to the email address and the phone number. How would I have emailed the right office and then proceeded on calling the wrong one? Its just inadmissible and totally unfair to have to pay $195 for no reason when I was aware of the policy and could have just used my old GRE scores instead. I only paid the fees after I had the required documents and called the proper office. I have a family and I cannot afford to spend that much money for services that will not be rendered. Review: I Paid almost $100 for a certificate to take the GRE test. I forgot about it because I did not plan to take the test right away. They never sent it to me and so I called them to ask how I could get the certificate (by email, or maybe they deliver it to my school, I had no idea) They tried to even say I never gave them the money. Then they said because it had been so long that I would have to pay again. They will not return my money nor will they send my certificate. They say its their rules. But people cant just practice bad business and take people' money because their rules allow it. This is not right. I am already broke. It s not right for testing companies and textbook people to take advantage of college students. Please help me get my money back or get a new voucher. I will have to take this stupid test from these people anyway to get into grad school. This is just not right. Review: ETS serves as a testing center for the Praxis Series Tests designed to provide credentials for teachers. ETS guarantees to send a copy of the test results to two different entities. This service is included in the cost of taking the test which typically costs between 110$ and 150$. I elected to have my test results sent to the University I attend (required for graduation) and to the [redacted] (passing scores required for certification). The ETS website automatically offered to send one copy of the results to the [redacted] after confirming my permanent address. In other words, the choice of sending a copy to the [redacted] popped up without any prompting by me. The problem is this: The [redacted] does not accept test results from ETS because allegedly the two systems are not compatible. Have they heard of the U.S. Postal Service? This problem has been identified by personnel at ETS and the [redacted]. I contacted ETS and requested a copy of my test results be sent to me free of charge. I paid for two copies of my test results and they have really only sent one copy. They refused. They want an additional 40$. So, I have to pay to take the test and also pay to see my results?

This firm not only has a monopoly on educational testing certification but is knowingly scamming future teachers out of hard earned dollars.Desired Settlement: Just send my a copy of my test results at no extra charge.

Review: I recently completed a required test, through ETS. For $195, they state that results will be sent within 10-15 business days. 16 days after taking said-test, I still have received nothing, but there was a holiday the business day prior, so I decided to contact ETS myself, in order to double-check my wait-time. Customer service advised me to wait two more days, which I grudgingly allowed, again due to the 1-day holiday. On Wednesday, another representative informed me that my results were being held, because I had presented incorrect identification. This was false: I presented my driver's license with my exact name on it, which the Prometric Test Center [a subsidiary of ETS] can verify. I asked her if I was just supposed to wait, and she said yes, that a letter had been mailed that Monday prior. The next day, I called the ETS offices again, and a supervisor assured me that I would be contacted the next morning. I did receive an email the following day, a copy of the letter that the first representative had been sent out on Monday; it was dated Wednesday, and so the representative lied twice to me. Because I was so upset by this second letter, I tried calling the supervisor who had sent the copy of the letter, only to find she had left for the day. After much persistence, I was finally connected with a supervisor above her, who could only say she had no control over the matter and that I should be less specific in the future.

NOTE: I am married, but the test was in my maiden name. ETS strictly enforces the rule that you must have valid and exact identification, so I presented my valid license, which is still under my maiden name. However. Because I am ethical, I told the Prometric Center that I was married. I did not want any issues with security or even the appearance of withholding information. Prometric told ME to present my married ID as well, but to sign my maiden name. They wrote a note to that effect, to ETS. ETS failed, and I'm being held liable.Desired Settlement: Ideally, I'd love to have the fee for my next test waived. I don't have time for this silly inconvenience, especially when I followed the letter of the law, so to speak, in regard to ETS' rules. But I'm realistic. Thus, I'd just like an apology. Better yet: for this to never happen again. ETS is the only testing service that offers my required tests. It is wholly unacceptable and unfair that they have this monopoly, and I have to just sit back and settle for their incompetency.

You notified the Revdex.com that you paid the registration fee and took the exam but was not given your score on the reporting deadline. Your concern was referred to the Test Taker Advocacy Team for further review. When reviewed, it was noted that this test score had to be placed on hold due to a security issue because there is a discrepancy with the name on the registration against the identification (ID) presented at the test center. Although the test center may have allowed you to test with a secondary ID, these documents have to be reconciled before the official score may be reported and this exception takes some time to be validated. This case is being handled by our Office of Test Integrity and you will be contacted of the outcome when the investigation is complete. It is important to note that Policies governing valid identification requirement for admission to test are provided in detail on Page 17 of the GRE Revised Information and Registration Bulletin as well as the GRE Web site, www.ets.org/gre. Detailed information provided under the “SUPPLEMENTAL ID DOCUMENTS” indicates: “Supplemental ID documents may not be used to resolve name discrepancies. I am rejecting this response because:The representative, [redacted], completely disregarded any of the information I sent. 1.) I submitted a PRIMARY identification, per ETS regulations, my valid driver's license. 2.) No apology or admittance of wrong-doing on the part of her company. (A supervisor of the GRE department, [redacted], informed me they have had this problem for YEARS!)Thus, my complaint still stands, and I demand the situation be properly rectified.
