To whom it may concern:We regret that Ms. [redacted] is dissatisfied with the services our Company provided for her.  It is our continued hope to reach a mutually amicable and satisfactory resolutionwith her.  We have reached out to her subsequent to the filing of her Complaint...

but no accord has been reached. Ms. [redacted] correctly describes some of the discord that did occur between her and agents of our Company assigned to her case.  However, we believe her recount of our Company’s investigative efforts are grossly inaccurate.  She hired our Company to conduct an investigation into her ex-husband.  She and her ex-husband had been divorced in 2008.  Shortly after the divorce he remarried another woman.  It was Ms. [redacted]’s contention that the divorce was not final and her ex-husband was hiding assets that may have been subject to their marital estate.  Therefore, her main focus was to conduct an asset search upon him to determine if there were any previously undisclosed financial accounts or properties in his name.  An asset search did not reveal any unknown accounts or properties.   It did however reveal some accounts and properties which he had previously been disclosed to her during the divorce proceedings.  Upon these investigative findings it was recommended that an additional search of the ex-husband be conducted in India (his Country of birth and where several family members still reside).  It was also recommended that an asset search on his new wife be conducted to rule out the transfer of assets to her or the titling of accounts or properties in her name.  Ms. [redacted] balked at both of these recommendations and then became combative and uncooperative.  Ultimately communication broke down with her and this dispute arose.Prior to and subsequent to the filing of this Complaint we have reached out to Ms. [redacted] to resolve this matter.  This has included the refund ofmonies to her.  At this point she has been unreceptive to these overtures.  However, we continue to seek resolution and make the offer of $1,500 to her.  We hope this offer is agreeable to her.Thank you.[redacted]Executive Vice PresidentICS, Inc.

In June of this year Ms. J[redacted] hired our Company to assist with locating and verifying the welfare of her sister,  Deena J. N[redacted].  Ms. J[redacted] feared that her sister was in an abusive relationship and wanted to provide a means, if possible, for her to exit said...

relationship.  Our Agreement called for two phases.  The first phase was to verify and locate the address of her sister.  The second phase would be to personally deliver to the sister a letter from the Client and then provide transportation for the sister if she chose to do so from her residence to a hotel or safe location.  The total fee was $1,500, which was split $975 for the first phase and $525 for the second phase.  Attached is a copy of said Agreement.Firstly, administrative background searches were conducted to verify Ms. N[redacted]'s address.  A local agent was then secured in order to complete phase one.  This included conducting surveillance and performing several door knocks at the residence.  All activity by our field agent was discrete and did not reveal or expose any information about Ms. J[redacted]'s investigation or put Ms. N[redacted] in danger.  At this point the investigation stalled and the Ms. J[redacted] became dissatisfied and requested that the investigation be halted.  Our Company did so.
The undersigned had several email exchanges and phone conferences regarding the investigation.  She indicated her desire not to proceed forth with phase two.  Accordingly, our Company refunded $525 to her on July 29th, which was earmarked for this phase of the investigation.
We understand Ms. J[redacted]'s frustration with her investigation.  However, were ready, willing and able to complete our obligations under the Agreement but she declined.  We feel that we earned the $975 fee in good faith.  At this point we are not willing to refund any further funds to Ms. J[redacted], however we are willing to discuss this matter further with her.

We continue to disagree with Ms. [redacted]. She either does not recall the specifics of the work we agreed to and then did perform or is being disingenuous.  We were hired to perform a background investigation on the Subject which included a "phone campaign" on his past and recent employment status.  We performed these services completely.  Attached is a copy of the Professional Services Agreement with the Client and the full Case Report. 
It is unfortunate that we were unable to discover the exact details which Ms. [redacted] desired or she believed to true.  We did however provide the professional service and effort which she had requested.

To whom it may concern,Our Company provides comprehensive private investigation services.  On our about July 15, 2015, [redacted] engaged our Company to monitor and surveil the activities of her estranged husband.  She was desirous to confirm whether he was engaging in...

infidelity.  Our Company agreed to commence this investigation with a deposit of $2,250.  This transaction occurred on the same July 15, 2015.  Please see the attached Professional Services Agreement with [redacted].Thereafter Company Case Manager [redacted] coordinated [redacted]'s investigation. This included communicating with [redacted] regarding specifics relative to the case and managing logistics.  An ICS field investigator performed surveillance on two separate days.  A report of these findings was provided to [redacted]  and is attached to this Response.  Unfortunately, during these periods of surveillance [redacted]'s husband was not identified.Upon receipt of this Complaint the undersigned contacted [redacted] in hopes of resolving her grievances.  A spirited but healthy email exchanged occurred.  On Tuesday, August 18th, I made an adjustment to the [redacted]'s invoice and offered a refund.  This amount was $390.  Since this time I have yet to hear back from [redacted].  Attached is a copy of this email exchange.Our Company continues to be open to resolving this matter with [redacted].  We believe there is a mutually satisfactory resolution to be achieved.Finally, we do take issue with [redacted]'s characterization of our Company as a "SCAM" or the "WORST investigation company."  These claims are simply false. Our Company has been in business for almost 50 years.  This longevity is not achieved through fraudulent or inept service.  We understand [redacted]'s frustration with the results of her investigation, however it was not because of the professional and quality work performed by our Company.Regards,[redacted]Executive Vice President[redacted]

To whom it may concern,We are in receipt of Mr. [redacted]'s reply submitted on April 29th.  We again disagree with Mr. [redacted] and his characterizations.  Our field agent, who was to perform the actual inspection of his automobile, phoned him to confirm the appointment, introduce himself and discuss the process.  Mr. [redacted] failed to field or return these communications.  As a result of this failure the service was not performed the on date as planned.  However, time and costs were expended on his behalf.  No less than four (4) separate individuals began working on his case once we were hired to perform this service.  Why should our Company incur these costs because Mr. [redacted] failed to reasonably communicate as required under the agreement with him?  It should not.  It is for this reason that he was assessed these fees and costs incurred and then a partial refund ($585) was made to him.We are still amenable to discuss this matter with him.  However, he has declined numerous invitations to do so by myself and other representatives of our Company.  To the contrary he merely posts that he wants an entire refund and makes libelous statements.Thank you,[redacted]Executive Vice President

The Professional Services Agreement of 6/19/16 states clearly that "The Subject will be provided correspondence from the Client and offered immediate escort to a hotel." On 7/19/16, in an email correspondence, Mr. B[redacted] stated, "We have tried to go out a few times and no one has answered. I told my investigator to keep trying this week." Clearly, at this point, the investigation had moved from the first phase "to verify and locate the address of her sister" and into the second phase "to personally deliver to the sister a letter from the Client and then provide transportation for the sister if she chose to do so from her residence to a hotel or safe location."
In his email correspondence of 7/27/16, Mr. B[redacted] stated, "The gentleman that went out originally didn't seem to understand that he may have to transport her until he went to the residence a few times." This statement clearly establishes that the investigator was not initially prepared to offer my sister the immediate  agreed upon "escort" in the contractual agreement.
In his email correspondence of 6/19/16, the day the Professional Services Agreement was signed, Mr. P[redacted] asked me to provide him with a "Hand written letter from you. Start it off by saying you sent us and she can leave now." I wrote such a letter and emailed it to Mr. P[redacted]. I have attached the letter as evidence of both the specific instructions provided me by ICS and the importance given to providing my sister with immediate escort in order to secure her safety.
Clearly, the investigator, by Mr. B[redacted]'s own admission "didn't seem to understand" the nature of his contractual obligation.

Our Company disputes Mr. [redacted] claims.  In January of this year he hired our Company to perform an infidelity investigation on his fiancé.  We provided three days of field work following his fiancé.  During that period numerous photos were taken...

and reported to Mr. [redacted].  Based on the field work his fiancé did not appear to be engaging in any infidelity.  We can provide photos and details of the field work upon request.We take offense to Mr. [redacted] claims that our efforts provided "no results."  This is patently false and disingenuous on his part.
Subsequent to the filing of this Complaint we have had numerous communications with Mr. [redacted] regarding the investigation and his alleged grievance.  Unfortunately we could not seek a resolution.  As such, we will not agree to his desired settlement.

Review: hired with the company ICS an investigation to be held in Dubai. from the beginning they were not very friendly, but after my payment "initial"

of $ 925, they do not respond my emails. I ask about the progress of the investigation and have already started work and they just do not respond anymore. I do not know where to turn, because the worst thing is that they will not investigate are taking me time.Desired Settlement: I would like them to return my money because paid no attention to my case since início.A company never contacted me to ask about the investigation or give any satisfaction. I was charged for 2 days of work, which after the signing of the contract resulted in 10 hours per day (not 24 which in a case of surveillance matters). Out of the 10 hours per day, the agent worked for 2 hours on day one and 8 hours on day 2. When hired, the contract indicated I would be provided photographs, video and a full report of the work conducted over the two days of work. ICS did not provide the service nor the proof of service they charged for. A second company was hired and they did the work in one day and provided everything that was expected.

Review: On July 5th I registered a complaint with the report right here with number [redacted], complaining that the company ICSWORLD not met me nor I provided the service for which I had already paid. A quoted company contacted me and said that an investigator of his company would soon hired labor. (Work order and paid the stipulated amount was BY NOW: Find a given address a person, therefore I provided the complete address with telephone, fax and multiple photos), after a few days I had withdrawn the complaint filed here with the report, the company sent me a report ICSWORLD done via internet containing the same information that I had provided for them and not compared photos or sought the person at the address that I referred.

The company ISCWORLD refuses to talk to me, and makes desentendida when I say that I did not receive anything at all than hired.

This is our response to Complaint ID#: [redacted]. Per our records this Complaint relates to our client [redacted] Maria [redacted] (hereafter “Client”). Our Company is International Counterintelligence Services, Inc. (hereafter “ICS” or “Company”). Our Company provides comprehensive private investigations throughout the United States and the World.

In and around June 5, 2013, the Client made an inquiry through our Company's website regarding an investigation into a Subject believed to be in [redacted], U.A.E. Per the Client the Subject's name was purported to be [redacted]. The Client had met the Subject online and had solicited her for money. The Client had pictures of the Subject and provided them to our Company. She also had and provided an IP address and physical address associated with communication from Subject. Over the next several days she consulted extensively via email with [redacted], a Company Case Analyst. During said time Mr. [redacted] attempted to clarify the goals and objectives of the Client, the proposed fees and costs, and other issues relative to her matter. It was primarily agreed upon that the Company would attempt to verify the identity and location of the subject at an address located in [redacted]. The Company agreed that it would commence work with an initial deposit of $850. It was explained to the Client that the work proposed would likely exceed $850 and the time spent would be billed against this deposit. Accordingly, Mr. [redacted] sent the Client contractual documents for execution. The Client returned the same and initiated a Bank Wire of $950 (for reasons unknown) in favor of our Company. Our Company received funds in and around June 27, 2013. In support of the above please find the following:

1. Email exchange between [redacted] and Client regarding consultation on desired investigation;

2. Email exchange between [redacted] and Client regarding receipt of $950 deposit, (including Bank Wire Authorization);

3. Contractual Documents - Professional Services Agreement and Addendum to Professional Services Agreement;

Shortly thereafter some Mr. [redacted] sought additional clarification from the Client regarding the priority of investigative efforts. On June 27, 2013, he sent the Client an email seeking this direction, wherein the Client replied

that she desired to trace an IP and survival a physical address in order to locate the Subject. In support of the above please find the following:

4. Email exchange between [redacted] and Client;

Thereafter the Client's case was assigned to [redacted], a Company Case Manager. Mr. [redacted] established communication with the Client and established a case action plan. As a part of the case action plan, guided by the clarification from the Client, Mr. [redacted] had a Company's field investigator in [redacted] surveil the physical address and conduct research in [redacted]. The field investigator was able to obtain photos of the physical address and uncover other relevant information about the business located there. The Subject was not visually identified at the physical location, nor was his name uncovered in any of the other data base searches. The results of the surveillance and research were documented in a Report which sent to the Client on or around July 15, 2013. In support of the above please find the following:

5. Email exchange between [redacted] and Field Investigator;

6. Report (including photos of physical location) compiled and rendered to Client based upon findings of [redacted] and Field Investigator;

In his email to the Client regarding the Report Mr. [redacted] addressed the Client's continued desire to locate the Subject. It was proferred to the Client that our Company could continue the investigation with an additional $1,100 deposit. The Client became disenchanted with this request. Accordingly, our Company's Director of Investigations, [redacted], exchanged email correspondence with the Client regarding her case. Mr. [redacted] explored all dynamics of the case, including that substantial amount of work and research had been completed and that the Client acknowledged at the beginning of the investigation that additional funds beyond the initial deposit would likely be required. The last communication with the Client was in and around July 30, 2013. In support of the above please find the following:

7. Email exchange between [redacted] and the Client;

8. Invoice/Client Statement (please note that the Client owes us $260);

It is unfortunate that the Client feels so aggrieved in this matter. We do believe however that her complaints are misplaced. Several professional investigators at this Company consulted with and worked on her matter. The Company was very clear with the Client regarding the costs, objectives and action plan of the investigation. Accordingly it executed based upon these parameters. It is unfortunate at this stage that we have not been able to verify the identity and location of the Subject. This is however not for lack of diligent and professional effort. Also, our contractual agreements with the Client did not provide that we would guarantee the location and verification of the subject for the agreed upon deposit.

We are open to continue the Client’s investigation. However, it will require that she deposit additional funds. Our Company cannot work for free.

It is unfortunate that a company with such breadth of market behaves as unduly with their client.

First: There was this "consulted extensively VIA EMAIL WITH [redacted]" simply because it did not answer what I asked, I have detailed the case, I sent several documents and photos, I asked about his plan of action and said he would like to discuss the case before an action and NOT RECEIVED RESPONSE concerning only one or the other phrase that did not clarify anything, besides the delay in responding. So much so that after my complaint report with Mr. [redacted]. agreed with me that my case "had begun with the wrong feet" and put another detective on the case. So I referred back all the files you have, explained everything thoroughly again and thought they were now interested in working

Second: THERE WAS NO INTEREST IN MY CASE. Felt begging for them to accept my case. Not been clarified or made by any of the 'detectives' any plan of action and a lot less I would be reported as working the case despite my constant questions. If this was being done they would know that the data they sent me as a result of their work was nothing more than a picture of what I sent to them, because I sent multiple attachments, tracks and detailed data and miniciosos.

What I ordered:

1-What was sought in the company's address in [redacted] referred her photos of the boy I sent, not by name (which of course is false), but only the photos. If they found him or someone like me could ask for another value to identify the boy by minors.

2-What was the square identified the main photo to be [redacted] (in the background).

What I received:

1-A report on the company where it is installed, your address, telephone number, area of ??operation, phone numbers and some pictures of the store entrance. (Note: I already knew this and withdrew myself from internet research previously and headed for them, minus the ridiculous photos that say nothing)

2-We found no [redacted] (as if I had asked for it or if I had not said that name is false.)

So as I have no reason to complain? The fact is:

The company in question is sloppy, impersonal, unprepared for contact with customers, prejudiced, thoughtless, rambling among themselves. Why?

Relapse: São careless, do not make a plan of action.

Impersonal: Do not communicate with the customer effectively asking and answering questions, do not treat a case, want to block.

Unprepared for contact with customers: They are untrained to respond to the client, a company looks homely and family do not exchange information with the client, there is no personal contact continuous and effective.

Prejudiced: For residents seem to think that people in Latin America are all poor because Mr. [redacted] tried to convince me not to spend my 'dinherio sweaty "in search of a coup, not knowing that I'm writing a book and this is my stuff Support. And anyone seeking an international service this intending to pay little. The amount charged is irrelevant when the goal is achieved. If the person gets what you ordered do not mind paying expensive.

Thoughtless: Do not worry about getting to know the minute details of the case, do not adhere to work with dedication

Disconnected among themselves: It seems that every detective is a separate company, why not pass the case to one another at length, there is no continuity in the work, when one passes this job to job start all over again from scratch.

And to finish: Although I have asked him to continue the case and proposed the full amount of $ 1200 to the address that was said and see if this guy was there and after that he could make another price for me to provide identification boy, Mr. [redacted], not even replied to the email; utter neglect.

And yet, look how I wanted them was very simple: Here inside my home internet I found the guy who tried within the company mentioned and now just need their identification by minors, for what ever hired another company the same branch by $ 3,000 of which have already paid half.

So with that company ICS, just want to put on record my utter disappointment and outrage and say that first they must learn to work, even know how to calculate the price of their services, and then call themselves detectives.

This is our 2nd Response to the Complaint filed by [redacted] (hereafter the "Client"). We previously submitted our 1st Response on August 9, 2013. Our Company is International Counteritelligence Services, Inc. We provide comprehensive private investigations throughout the United States and the World. We provided invetigative services for the Client in June and July of this year.

I have reviewed the Client's second filing dated August 15, 2013. It is difficult to discern with particularity what exactly the Client is disatisfied with. Although it appears that the Client continues to be disatissifed generally with the service we performed for her, we maintain that we provided exactly what was requested of us and as defined in the contractual documents between the parties. I outlined with great detail the work performed for the Client in my 1st Response and we continue to stand by the same.

We continue to desire to assist the Client, however we will require an additional deposit of monies to continue forward with her case. Thank you.

I apologize for the company BB repeat the same email in which I explain in detail the reasons for my outrage at the "company ICS", but I will not go back to do it again the same explanations and justifications they insist they do not understand. There is no one that is so stupid and rded that you can not understand What did was exhaustively explained many times.

I'm tired of repeating and demonstrate with hard data the obvious reasons of complaints and receive an answer "do not know what your complaint, we did everything that was combined."

As I said before, I hired another company, money is not my problem.

It is unfortunate that a company with such breadth of market behaves as unduly with their client.

First: There was this "consulted extensively VIA EMAIL WITH [redacted]" simply because it did not answer what I asked, I have detailed the case, I sent several documents and photos, I asked about his plan of action and said he would like to discuss the case before an action and NOT RECEIVED RESPONSE concerning only one or the other phrase that did not clarify anything, besides the delay in responding. So much so that after my complaint report with Mr. [redacted] B. agreed with me that my case "had begun with the wrong feet" and put another detective on the case. So I referred back all the files you have, explained everything thoroughly again and thought they were now interested in working

Second: THERE WAS NO INTEREST IN MY CASE. Felt begging for them to accept my case. Not been clarified or made by any of the 'detectives' any plan of action and a lot less I would be reported as working the case despite my constant questions. If this was being done they would know that the data they sent me as a result of their work was nothing more than a picture of what I sent to them, because I sent multiple attachments, tracks and detailed data and miniciosos.

What I ordered:

1-What was sought in the company's address in [redacted] referred her photos of the boy I sent, not by name (which of course is false), but only the photos. If they found him or someone like me could ask for another value to identify the boy by minors.

2-What was the square identified the main photo to be [redacted] (in the background).

What I received:

1-A report on the company where it is installed, your address, telephone number, area of ??operation, phone numbers and some pictures of the store entrance. (Note: I already knew this and withdrew myself from internet research previously and headed for them, minus the ridiculous photos that say nothing)

2-We found no [redacted] (as if I had asked for it or if I had not said that name is false.)

So as I have no reason to complain? The fact is:

The company in question is sloppy, impersonal, unprepared for contact with customers, prejudiced, thoughtless, rambling among themselves. Why?

Relapse: São careless, do not make a plan of action.

Impersonal: Do not communicate with the customer effectively asking and answering questions, do not treat a case, want to block.

Unprepared for contact with customers: They are untrained to respond to the client, a company looks homely and family do not exchange information with the client, there is no personal contact continuous and effective.

Prejudiced: For residents seem to think that people in Latin America are all poor because Mr. [redacted] tried to convince me not to spend my 'dinherio sweaty "in search of a coup, not knowing that I'm writing a book and this is my stuff Support. And anyone seeking an international service this intending to pay little. The amount charged is irrelevant when the goal is achieved. If the person gets what you ordered do not mind paying expensive.

Thoughtless: Do not worry about getting to know the minute details of the case, do not adhere to work with dedication.

Disconnected among themselves: It seems that every detective is a separate company, why not pass the case to one another at length, there is no continuity in the work, when one passes this job to job start all over again from scratch.

And to finish: Although I have asked him to continue the case and proposed the full amount of $ 1200 to the address that was said and see if this guy was there and after that he could make another price for me to provide identification boy, Mr. [redacted], not even replied to the email; utter neglect.

And yet, look how I wanted them was very simple: Here inside my home internet I found the guy who tried within the company mentioned and now just need their identification by minors, for what ever hired another company the same branch by $ 3,000 of which have already paid half.

So with that company ICS, just want to put on record my utter disappointment and outrage and say that first they must learn to work, even know how to calculate the price of their services, and then call themselves detectives.

Review: this company is a fraud and should be shutdown! they claim to be a private investigation firm but from my experience they are not! they will steal your money! please whomever is reading this, stay away from these thieves!!! I have asked for my money to be refunded over 100+ times and they refuse to return it. I am seriously planning on sueing them for it. please don't give your hard earned cash to these crooks!Desired Settlement: I would like to have my money refunded.

To whom it may concern,Our company was engaged by Mr. [redacted] on or about March 19, 2014, to perform a technical surveillance countermeasure (electronic bug sweep) on his automobile. The agreed upon fee was $1,200.00. He requested that said service be performed on March 23, 2014 at a designated location. On March 21st and 22nd the field operative who was to perform the service phoned Mr. [redacted] several times in order to introduce himself and coordinate logistics relative to the sweep. Mr. [redacted] did not answer his phone nor return any communications to the field operative or other Company representatives. During the evening of March 23rd Mr. [redacted] called our office indicating he wanted a refund.Over the next several weeks the undersigned and other employees of our Company phoned and emailed Mr. [redacted] regarding this matter. Attached are email communications to him imploring him to discuss his case and that we were amenable to a refund. In all instances he failed to engage in discussion regarding this matter. Also, upon receipt of this Complaint I phoned him and left a message. I have not heard back from him. He simply has failed to communicate with our office regarding this matter.Our Company has refunded $585 to Mr. [redacted]’s credit card. He was not refunded the entire amount because time was expended on his behalf.It must be noted that take offense to some of the assertions Mr. [redacted] made in his complaint. To whom it may concern,We are in receipt of Mr. [redacted]'s reply submitted on April 29th. We again disagree with Mr. [redacted] and his characterizations. Our field agent, who was to perform the actual inspection of his automobile, phoned him to confirm the appointment, introduce himself and discuss the process. Mr. [redacted] failed to field or return these communications. As a result of this failure the service was not performed the on date as planned. However, time and costs were expended on his behalf. No less than four (4) separate individuals began working on his case once we were hired to perform this service. Why should our Company incur these costs because Mr. [redacted] failed to reasonably communicate as required under the agreement with him? It should not. It is for this reason that he was assessed these fees and costs incurred and then a partial refund ($585) was made to him.We are still amenable to discuss this matter with him. However, he has declined numerous invitations to do so by myself and other representatives of our Company. Review: I spoke to a sales representative who said that ICS goes 'above and beyond' to get the footage and proof needed. The company did no such thing and I question whether they even have the insight and experience to be conducting surveillance. I asked to locate subject and then watch them for a few hours and get footage of foul behavior such as drinking too much or smoking, etc. The investigator sat around the corner from the subjects work and NEVER EVEN VERIFIED THAT SUBJECT WAS THERE. I asked them NOT to do a background check as I had already paid for several yet they still did it. They also tried to friend subject on [redacted] which again, I DID NOT AUTHORIZE. The background check, if done properly, would have shown that the subject had bought a new car and then they would have known who and what vehicle to follow. Also, they randomly went to a bar when I said that subject could be at a number of places and not specifically at that one.

I was never told that the investigator would have to travel from over an hour away and got charged for that time; more so, it sounds like the person really didn't know who they were investigating as they found subjects truck but did not find him and clearly was not monitoring the cars leaving which subject could have been in. The subject was never even located yet they kept charging me and acting like they knew subject was there! I feel that if this person was professional they would first locate the subject visually and not base everything of off a truck. Also, I said that subject could be anywhere downtown and only knew that subject went to that pub once. Again, I would hope a professional would have him in sight before blindly going into a bar.

When I first spoke to sales person, he gave me the confidence in ICS that made me choose them over other much more financially responsible firms (I spent almost $2000 on this!). ICS gave me no confidence that their surveillance would be handled better in the future. I am very disappointed with the whole experience and especially my point of contact who turned out to be very rude and had little to no customer service experience. I would expect something more from ICS than just a guess that the subject was located.Desired Settlement: I would expect a refund of at least $900 or a full days worth of complimentary service where ICS actually locates the subject and gets a picture of subject. If they could get the subject doing something foul, then that would be amazing, but I only expect them to do a bit more 'professional' surveillance and hope that there is a better outcome.
