I received a notice in the mail from Keystone Collections Group of Failure to file 2014 local income tax return. I live in [redacted] township and never received anything from them. I just filed with Keystone the 2014 local income tax return and I owed nothing, but I STILL had to pay the $25.00 late fee.

Is this company legit? I am scared that I just provided my information to a company that is not legit and that this is a hoax or a scam! Why would I have to pay a late fee of $25.00 when I didn't owe anything?!

I never received anything from the [redacted] Township tax collector.

Review: I live in [redacted] School District in Pennsylvania. I have only lived their since April 2012. According to the school district 2014 was the first year they outsourced to Keystone Collections Group for issuing per capita occupation taxes to residents. My wife and myself never received a tax bill for 2014, however in June 2015 we got a notice that we were delinquent in paying our tax bill. The bill includes late fees and a Act 192 fee (whatever that is no one can explain it) that are just as much as the tax itself. After reaching to to the office of Keystone Collections and speaking with a supervisor we were told they have "record" of a bill being sent and it is our problem and we owe amount plus penalties. We have heard from dozens of local residents via social networking who have stated they had same issue never got bill and are now being assessed ridiculous fees on top of the high tax. I refuse to pay penalties for this company failing to due their job properly. It is one thing to pay the tax but the fees are outlandish. When I fail to do my job successfully I do not get to collect additional fees from anyone.Desired Settlement: The tax bill should be adjusted to just be the original taxes that I am suppose to be charged. None of the penalties should be assessed because I had no knowledge of a bill being due.

I also provided the taxpayer with a copy of the relevant Pennsylvania statute. Review: I filed my EIT (JOINT FILING) for [redacted] on 2/8/15. I received a confirmation page with the confirmation number at the top of the page I see the [redacted]. I received a Failure to File letter called on 11/16 the rep was to call me back said they had to speak with IT. No call. Called on 11/23 10:06-faxed return confirmation, called 10:30 emailed return received a call at 1pm that the rep's supervisor said I had to file because it was not completed. Went to refile my already filed return and be charged $25 for a late fee only to realize that the late fee applies to both so it is $50. No one can tell me why the 1st return to did not go through the first time other than I didn't hit the submit button. How come I got a confirmation page then? IF it was a joint return why am I being charged an additional $25? I would like reimbursed for my late fees, my return was not late. I filed 5 returns that day for myself and my children and they all went through, with the same string of text across the top of each confirmation page.

The taxpayer has since submitted their returns using Keystone’s website. Though I cannot explain why they were not previously received, I could only work to resolve the late filing issue.However, I have relayed this information to our technology department. Furthermore, I ensured that the late filing fees were waived. A customer service representative from my office then personally contacted the taxpayer about this matter. Review: Brief summary of problem:

After numerous attempts through phone calls and letters over the past 9-months, Keystone Collections is unwilling to provide local tax refund check for 2012 tax year. When I was completing my 2013 taxes last year, I discovered that I didn't receive my local tax refund for 2012. I called Keystone and provided necessary documentation on two separate occasions supporting my tax return. Please note that I never received any notice from Keystone questioning my 2012 tax return. After review they agreed that I was due a refund, but I never received a check. After numerous attempts to "collect my tax refund from a collections group" I've become frustrated with Keystone Group as I feel they are just giving me the run around. I believe they are running a shady operation and just don't want to pay tax refunds as evident from other complaints. I spoke to [redacted] on February 3rd where they essentially asked for the same information I previously provided. I can provide copies of letters and detailed history as needed.Desired Settlement: $26 tax refund due plus interest of 5% APY.

The taxpayer then contacted my office and was informed that they were not due a refund but actually underpaid their 2012 local earned income tax. Review: I recently got a notice from keystone stating I had not paid my per capita tax in 2014. I received this in the first week of January 2016. I have not received anything from them other than this for 2.5 YEARS! I talked to a coworker and she had mentioned they did this to her before as well. I figured to pay it and just get it out of the way. I called them and talked to them about not send me my per capita tax so that I could pay it. They said they have been sending it. I said I dont have a 2015 one either, they said go pay it online and gave me an invoice number to do it. This was 1/6/16. I tried to pay it that same day and it didnt work. figured it was the website, gave it a couple days and tried again. Still no good. I called back on 1/11/16 and talked to Alecia and she said that I cant pay it online cause the 2015 is late now too. This obviously enraged me, when I companies forget to send me my bill or it doesnt get to me they usually understand and remove fees and let me pay it. I asked for the fees to be removed(THEY ARE DOUBLE THE COST OF THE PER CAPITA TAX!!!) 100% fee is insane, and people complain about bank fees. She said they dont remove fees, I asked for a manager. She said she was busy and would call me back when she got off the other line. I felt like she just wanted to get me off the phone. I waited all day and still no call back. If they would have just sent me the tax bill I would have paid it, but this type of service is not proper, especially from a company working in the interest of the community. If this is going on more regularly something in court needs to be done to stop these crooks from thieving from the community.Desired Settlement: Take my fees away and start sending me my tax bill every year so I can just pay it!!!

They raised concerns about not receiving the notice sooner, collection costs assessed on their account, and not receiving a 2015 Per Capita Tax Bill.After receiving the letter from the Revdex.com, I reviewed the individual’s account. I can confirm that their 2014 per capita tax bill was mailed by first class mail on August 1, 2014. My office relied on the address associated with their account, the same provided with their complaint. Furthermore, their 2015 per capita tax bill was mailed on July 31, 2015 by first class mail. I cannot comment on why these bills were not received.In addition, the fees assessed on the account are authorized costs of collection added when the tax becomes delinquent. These are one-time fees and do-not accrue over time. It is important to remember that these taxes are self-assessed taxes and as such every taxpayer is responsible for remitting payments. Failure to receive a bill does not "Waive this requirement.My office recently contacted the taxpayer directly to resolve these outstanding taxes. The taxpayer has since notified Keystone that they will submit payments to satisfy these outstanding taxes. Review: I moved from the area in June 2014. I received an invoice for over $200 for 2015-2016. I called and the lady who answered after only waiting 10 minutes told me they hadn't updated their system. This is unacceptable. If you are going to blindly bill people based off the fact they paid the year prior, that needs to be addressed. This was a huge waste of my time to clear this up. I'm currently in the process. Basically, it shouldn't be up to the person moving to inform the tax collectors they moved; it is the responsibility of the company to do proper research before sending a bill. What is weird about this situation, is that they sent me the bill addressed to my current address in **. So, they knew I moved, yet decided to tax me anyways. What a joke.Desired Settlement: I would like an email eventually on how this was resolved for everyone. Not just me. What kind of scam artists are you? Pretending to be a legit company. No wonder why you aren't Revdex.com certified. You don't want them sniffing around your books.

I would like resolution in the form of an email from Keystone acknowledging their obvious misstep in this situation. Review: I have never received my 2013 or my 2014 tax refunds from Keystone Collections Group. For 2013 I am owed $799.00; and for 2014 I am owed $652.00. I have made numerous attempts by message, by local office, and by phone and just keep getting a run around.

My previous address was [redacted] and moved to [redacted] in 2014. Review: I recently received a letter in the mail about unpaid local taxes that I was completely unaware about for 2010 and 2011. I know I'm responsible for the taxes but this is my first notice and they now want me to pay $1047.32 in penalties and fines. Review: Keystone Collections is responsible for collecting the earned income tax for [redacted], Pa. city residents.

I filed my 2014 form along with my W-2. By my account, a refund was due. Keystone never issued a refund check; I received a letter asking for more information. I checked the original tax form and noticed that I reported some income on the wrong line. I assumed this was the issue. I responded to the letter and sent my response back to Keystone. After several phone calls with no satisfaction, I took it upon myself to file an amended return. It had no impact on the requested refund. I called a third time and was told I would be contacted by a supervisor. To date, I am still without resolution; no phone call or further written correspondence . There has been no indication forthcoming from Keystone as to the disposition of my return.Desired Settlement: I expect that the issue will be resolved either by refunding me what I believe is owed to me, or a written explanation as to what the problem is and what needs to be done to correct my 2014 Filing. I need this for my 2015 filing.

After receiving your letter, I reviewed their account with a customer service supervisor.It is important to know that the taxpayer works and resides in two different municipalities. Consequently, they are subject to a 1% resident income tax rate and a .28% nonresident rate. The excess .28% withheld tax is paid to their workplace location. Therefore when the taxpayer completed their 2014 return, applying their 1% resident tax rate, they believed a refund of previously withheld taxes was due. However, because their workplace location assesses the non-resident tax rate, no refund was due. The excess withholding was properly paid by their employer to their workplace location.Since receiving their complaint, a customer service supervisor has contacted the taxpayer to further explain these varying resident and non-resident tax rates. Review: In February of 2013 my wife & I purchased and moved in to a home in the borough of [redacted], PA. [redacted] is only 3 square miles but is a separate entity from the city of [redacted],PA. Based on information we received at that time from Keystone Collections we were to pay a [redacted] tax rate on our earned income taxes. When our accountant prepared our 2103 taxes, he informed us that we had overpaid as the [redacted] tax rate is only .[redacted]. I was due a refund of $[redacted] and my wife's overpayment of $[redacted] was to be credited to her 2104 EIT taxes. The tax return was sent to Keystone. After many months passed Keystone mailed a request for our 2013 tax returns & W2's which were promptly mailed to them. After many months passed again without response I once again copied and mailed our 2013 tax returns along with a recent property tax bill as proof of living in the borough of [redacted] once again requesting my refund and my wife's credit. The only thing received has been 2015 payment slips with the [redacted] City tax rate which is once again incorrect. This has been going on for almost one year. The [redacted] tax rates are posted on the Keystone Collections website so someone there knows that they differ from [redacted] City taxes.Desired Settlement: I ([redacted]) would like my refund for overpayment in the amount of $[redacted]. I would like my wife's ([redacted] or as Keystone has her name, [redacted])overpayment of $[redacted] credited to her 2014 EIT taxes and receive proof of such. Review: Filed my taxes on April 15th 2014 and missed a page. It told me I owed $440 and paid it on time. I redid my taxes and submitted by the 15th of April. They requested another copy of my paperwork in June and faxed/mailed over.haven't heard a word from them so I called in September and they said they are still working on my taxes. I have asked for managers to call me multiple times and get no call backs.it is going on over 5 months now and I still don't have my over$400 dollars that I shouldn't have paid. Now I want interest from them holding onto my money and taking their sweet time. It is very sad that the government of USA can get my refund back within a month but the local taxes take well over 5 months.Desired Settlement: would like my money back with interest from April 15th. Review: Keystone is the local earned income tax collector for my township in South Hanover township, Hummelstown PA. I filed my local tax return timely and mailed it early in February. My employer because of its location withholds at a local tax rate of 2%, the tax rate where I live is only 1%. My w2 reflects that 2% is withheld from my pay, my pay checks show my employer withholds at a rate of 2%. Upon completion of my local tax return, $54 was withheld for the year and I only owed $27 therefor I am due a refund of $27. Keystone sent me $6. My father notified them of their mistake. After giving him the runaround they are saying they only received $27 and I need to contact dauphin boro or Lancaster tax bureau for the balance, which is not correct. Why would the employer send money to two places? How would I collect from a taxing authority that I do not file taxes with? I am pretty sure the law states the taxing agencies settle differences. They obviously collected $54 and just do not want to send my refund I am entitled to. They also never sent the local tax form to me. They are not a competent entity to collect local earned income tax. The person we have been dealing with Debbie F does not understand the tax process. She even said they only collected $27 when the w2 clearly states it was $54, why would they send a refund of $6 to me if the tax liability was $27 and that is what they collected? She obviously does not know what she is talking about. We would like to hear their explanation why they have not sent me my full refund of $27 and why they would hire people that do not understand tax law. I also want my full refund of $27 immediately.Desired Settlement: Send my entire refund amount of $27.

On March 11th I received an Email from Keystone Collects stating they will mail out a paper form for completing my return. It is now 3/19/14 and still nothing from them. An email on Monday 3/17/14 I got a reply of:Returns are mailed out every 2 weeks. So depending on when you requested the paper return will determine when you receive the return. If it was with the last 2 weeks then it was mailed on the 14th of March. Review: I received a statement in 2013 from Earned Income Tax Collector stating that I owed delinquent earned income taxes from 2009. My employer did not withhold the tax from my paychecks. I sent 2 payments. I did not receive any more statements from the tax service and unfortunately had forgotten about it. Family issues in the last year took a lot of my attention. If I had received statements, I would have been reminded to make monthly payments. On May 25th, I received a certified letter stating that I not only owed back taxes in 2009 but also owed wage taxes from 2010. It also stated that I had 15 days to pay taxes and penalties (without a breakdown in fees)of $5070.38 or my wages would be garnished. I called the office to make other payment arrangements, but they refused. I contacted the office again to pay for $4000 of the $5000 owed and then make payments and they again refused stating that they were going to garnish my wages. I am an upstanding citizen of Greensburg and have never had any tax-related issues. I am aware that taxes are owed and will pay them in full. I feel that these unfair practices reflect why Keystone Collections Group has had 26 other Revdex.com complaints in the last 12 months.Desired Settlement: A payment plan without wage garnishment. I have agreed to pay 4000 up front.

Review: I had recently received a notice stating that I owed back taxes for the 2010 year due to my employer (and my husband's) not withholding the taxes. I called to confirm this was a legitimate business. They stated that they would not send me to court within 10 days per the letter and would be sending me billing statements as I wished to set up a payment plan. I waited to receive the statements and did not receive any. I made a payment of $100 toward the outstanding balance. I was sent to court regarding the amount although I was told that I would not be. As I cannot get a babysitter and did not deem it appropriate to take my toddler to court, I did not attend the hearing. The default judgement was made that I must pay the taxes. For the November payment I forgot to schedule and set it up for December 4th via my online banking account. I called to advise I would be late and apologize, but that they payment would be forthcoming. While discussing the interest with the representative I decided to pay the balance in full so get this company off my back. I paid it in full and received a confirm number. I was unable to cancel my online payment. Keystone received my full payment plus $100. I've never received any confirmation of payments received nor my $100 overpayment. They continually "can't find" my additional $100. I want my refund and letter of full payment. I'm tired of being sick to my stomach with anxiety.Desired Settlement: Full refund of $100 overpayment and letter stating I am paid in full for 2010 tax year.

Review: I have been having trouble with Keystone Collections Group for some time now. I have made attempts to contact them and have not reached a person to work with. I only receive notices two times a year from them, one before taxes are returned, and one before school starts. It is incredibly difficult to work with them as well any communications they send seem to be threatening, and are dated nearly a month prior to receiving them usually.

Today I received a notice from them (the first this year) threatening legal action for not paying school taxes to them. They do not offer an account number, nor do they seem to offer any kind of communication beyond 3pm EST. I have attempted to call them and have not received a return phone call in nearly 3 years.

The issue that they have with me is for not paying school taxes. Which are to be paid out of the paycheck per my employer each month. I was working for [redacted] in [redacted] which was given the correct information regarding my taxes for 2009-2014. I had found that my employer had not been paying my taxes to the [redacted] School district. Instead they were paying them to the [redacted] School System. Their HR department was very difficult to work with and the issue was resolved around 2010.

According to the statement by Keystone collections group (in this first statement I have received in 3+ years) that they were not paid. They were contacted by myself and refused to do any research into the issue, requested to be paid nearly $100 to do anything or forward me their paperwork. After several times attempting to work with them they stopped responding and have not returned any contact since then.

The taxes have been required to be taken out of an employee’s pay for quite a few years. I’m suprised they actually sent a letter to tell me they are going to file suit. They have not provided any information as to contact them about the lawsuit or where to find legal counsel. I am personally upset that this is the only communication they have sent me since those conversations so long ago. I’d be more than happy to pay them minus the penalty, interest and fees, that they seem to tack on whenever they feel it is appropriate. I was told over the phone that accessing my account was a $30 fee as I had to speak to one of their associates.

The larger issue is that i’ve had quite a difficult time with life for the past few years, being unemployed, off work for injury, and nearly destitute. I have made efforts to work with them and they refuse to even discuss my issue without attempting to charge me money. I would like to have this matter investigated, and closed. I’m willing to work with them, though all the money they are owed is via the [redacted] Schools, and [redacted]. With the difficulty of contacting them via phone, I feel it is an overt action of the organization to make things difficult and make more money. They have also refused to send a debt validation letter at my request, and offered to charge me $50 to have any mailings.Desired Settlement: I would like to have the penalties, interest and fees dropped from the request, a copy of the debt validation letter, as if they are willing to do this I can pay them almost immediately. I would also like them to have a line to call after 5pm so that people working regular jobs have an opportunity to speak with them.

They do not seem to have understood that I would be working at these times. I have not yet responded to this individual whom describes themselves as a "Lawyer." Unfortunately, I feel the individual did not take into consideration of my complaint, and the issues that were described. I am unavailable to answer communications via phone at my residence while I am currently attending my place of employment.

Review: I am required to file my local taxes with this agency. I did so and they went in and changed my return claiming I owed them money. I investigated the situation and contacted them for resolution and they agreed that my original return was correct; but since someone in their agency messed it up, I was to now file an amended paper return. I already filed a return and correctly; I should not have to file again and they should remove these erroneous charges from my account.Desired Settlement: I want them to accept my original tax return and remove all erroneous charges from my account.

Review: I filed my local income tax with their agency as required by the April 15, 2014 deadline. It was determined that I am due a refund in the amount of $470.00. I have made 3 separate unsuccessful attempts by phone and by email to get my refund from their agency. Review: I've had long standing issues with this business. A few years ago I got a letter in the mail stating that I owed local income taxes for 2006-07 which made no sense because at that time I didnt even live in [redacted]. I sent in my W2 showing that I didnt reside in the borough at that time. I was bombarded with letter after letter, I called multiple times and their customer service is absolutely atrocious. After a few weeks of letter tag, I emailed someone there and they let me know that this issue had been resolved. Here we are again, they are claiming that I owe them local taxes when it clearly states on my w2 that I paid them like I always do. I'm tired of being harassed by this company whenever they se fit to do so. How can my name be referred to them for taxes for 2014 when ive lived here for over 7 yrs and have been at 2 employers, both of which took out for local earned income tax, and now all of a sudden I owe them last year??????? Under the Local Tax Enabling Act (LTEA), codified at 53 P.S.§6924.101, et seq., all Pennsylvania residents who earn income and reside within a taxing authority assessing a local earned income tax, must file an annual return. As the duly appointed local tax collector for the taxpayer’s municipality and school district, my office mailed these notices to inform residents of this obligation.Since receiving your previous letter, my office has called the taxpayer multiple times to further explain this notice. My office did not receive a response to these phone calls.As stated, the taxpayer may have fully satisfied their local tax obligation, but my office cannot confirm this information until receiving a return and supporting documentation.
