In addition, the taxpayer contacted my office by phone in an effort to resolve this matter but was not satisfied with the response they received.I personally investigated the taxpayer’s account after receiving your complaint. The individual submitted both their local earned income tax return and tax payment in March 2015. Consequently, they should not have received the notice from my office.After confirming this information, a customer service representative contacted the taxpayer by phone to notify them. resolve the concerns of taxpayers.In the instant case, the taxpayer raised issues regarding a tax due notice they received from Keystone. The taxpayer further stated that they received this notice in error because they properly filed their 2014 local earned income taxes and satisfied any balance. After receiving this notice, I thoroughly reviewed the taxpayer’s account. It appears that two issues arose when the taxpayer e-filed their local earned income tax return. The first issue arose because the taxpayer incorrectly filed their 2014 return. Specifically, the taxpayer listed their local withholdings as both “Local Tax Withheld” and “Quarterly Estimated Payments.” Because of this duplication our system rejected their return.In addition, the taxpayer moved between municipalities in 2014. This change of residency complicated their filing and based on the taxpayer’s W-2, it appeared their 2014 local earned income taxes were under withheld. This resulted in the taxpayer receiving a tax due notice.However, after further review the taxpayer’s withholdings were correct and I was able to correct both issues. Accordingly, the taxpayer’s 2014 local earned income tax balance has been marked satisfied.It is important to know that Keystone has expressed strong concern over the Revdex.com’s decision to publish these responses on the internet. Keystone is concerned about the confidential nature of taxpayer information, and our obligation to maintain a strict standard of confidentiality with regard to taxpayer detail. Due to the confidential nature of tax information, Keystone responds to the taxpayer directly, with detail information (generally confidential in status) and provides an overview of the response to the Revdex.com (with no confidential detail). the concerns of taxpayers.In their complaint, the taxpayer indicated that they received a notice from my office requiring that they file a local earned income tax return. The taxpayer was concerned because they believed their return was previously submitted. They also expressed concern that they had not received a refund check that was due.After receiving their complaint, I was able to confirm that my office did not previously receive their 2014 annual tax return. On December 14, 2015 my office did receive an incomplete fax from the taxpayer. But their required local earned income tax return and supporting documentation were not included. Consequently, my office was unable to process their return and potential refund.Since receiving this notice, a customer service representative from my office has contacted the taxpayer to fully explain why no refund has yet been issued. They also explained the documentation still required by my office. The taxpayer then indicated that they would like to confirm this information with their tax preparer. They also stated that they may contact our client municipalities for further information. The representative from my office explained Keystone’s role as tax collector and directed them to our website for further information ([redacted]).Keystone is currently awaiting their return and supporting documents. Once this information is received, Keystone will be able to review these returns and process any refund that is due. 2015-2016 [redacted] Per Capita Tax Bill but no longer lived in [redacted] or Pennsylvania. They also raised concerns that Keystone required evidence that they had moved in order to resolve their account.After receiving the letter from the Revdex.com, I reviewed the individual’s account and confirmed that they had moved to Missiouri. Accordingly, their account was closed.I then personally contacted the individual to inform them. I explained that in 2014 Keystone received local earned income tax withholdings from their employer indicating that they were a resident of [redacted]. Accordingly, Keystone mailed them a 2015-2016 per capita tax bill. However, as stated, I ensured them that their per capita account was now resolved and closed.It is important to know that Keystone has expressed strong concern over the Revdex.com’s decision to publish these responses on the internet. In theircomplaint the taxpayer stated that he was unable to log on to Keystone’s online tax ?ling systemafter he changed your password. Speci?cally, the taxpayer claimed that Keystone, in support of...

his request to unlock hisonline electronic ?ling (“e-?le) account, changed his password to include some ‘variant of “[redacted]”.The taxpayer contended that, due to the con?dential nature of his tax information, he changed hispassword “to a more secure one”. The taxpayer advised that after successfully changing hispassword he was unable to log on again. Please know that I have thoroughly reviewed thetaxpayer’s account. In response to the taxpayer’s complaint I advised him, by separate correspondence, of thevarious security measures taken by Keystone to protect con?dential taxpayer information.Furthermore, I advised the taxpayer on some of the restrictions placed on taxpayer generatedpasswords. For example, passwords containing certain “special characters” will not be accepted.Moreover, there is no character limit on custom passwords.Per my review of the taxpayer’s account and subsequent contact with Keystone, thetaxpayer attempted to create a custom password with [redacted] (**) characters. Furthermore,when asked which “special characters” he used to validate his use of approved characters, thetaxpayer refused to identify which “special characters” he used, claiming that this would“compromise his security”. Accordingly, my of?ce was unable to ‘assist with recovery of his **-character password, absent a wholesale password reset. However, it appears that the taxpayer wassubsequently able to log on to the e-?le system at a later date.On or about December 11, 2017, the taxpayer contacted my‘ office and advised that he washaving further-dif?culties ?ling his tax return. While the taxpayer was able to log onto his e-?leaccount, the system would not allow his manual entry of certain documentation. Accordingly, thetaxpayer was advised to ?le on paper.Page TwoPlease know, however, that I have directed Keystone’s information technology staff to compare the information in the taxpayer’s e-?le account with his paper retum to better ascertain the taxpayer’s e-?le issues. If any technical issues are identi?ed, Keystone’s informationtechnology department will address them.However, as the taxpayer was able to log onto his e-?le account, my of?ce considers this matter resolved pending an assessment of the taxpayer’s subsequent e-?ling issues. I finally received my $100 back and just today received my confirmation that I am fully cleared.

I have mailed the Keystone Collections Group my 2016 local tax return and a copy of my W-2 for the year that indicates the additional refund amount due from 2016.  Total amount 2015 and 2016 is $800.00.  In addition to my return, I have put Keystone in touch with a corporate accountant in my company that has offered to provide any additional documentation Keystone claims to require to issue me a refund.I expect to receive my refund check, in the amount of $800.00, no later than June 30, 2017.  If I do not receive this refund by the date listed I will be forced to take additional action.

[redacted]  p.s.  I do not understand how a private company like Keystone is permitted to collect tax money and impose its own regulations on claiming a refund of that money with seemingly no governmental oversight or accountability.  This seems like an utter failure on the part of regulators and lawmakers to protect the good people of Pennsylvania from corporate greed.

In their response, the taxpayer claimed to never have received per capita tax notices as well as reasserted her contention that she filed her local earned income taxes with [redacted]. In response, I provided the taxpayer with copies of her per capita tax bills which included her invoice numbers. Furthermore, I provided her with redacted copies of her local earned income tax returns, and the envelopes they were sent in. evidencing that she successfully and intentionally filed with Keystone. Finally, I reiterated Keystone’s policy of stopping the provision of paper tax returns after taxpayers have filed online using Keystone’s e-file system. I appreciate the opportunity provided by the Revdex.com to resolve the concerns of taxpayers and improve our processes.  Thank you for your attention to this matter. My office has shown that the taxpayer was aware that Keystone Collections Group serves as tax officer to Northampton County, [redacted] City and [redacted] Area School District.  Furthermore, my office has provided the taxpayer with copies of the per capita tax bills, which include invoice numbers.  As such, my office considers this matter resolved.                                   �... To Ms. Jennifer [redacted]:In response to the rebuttal by Keystone Collections Group, I would like to first note that I was never made aware prior to moving to [redacted] of who the local tax agencies are, and that I was never notified by Keystone, contrary to what their letter says.If the per capita tax was submitted, then it was because I was billed properly. I was never made aware that this is a yearly occurrence, and this year, I did not receive an initial bill. Regardless of their records, I can assure you that, for the 2016 year, I only received a late notice in relation to the per capita tax, which is why I never paid it. When I tried to pay it, the website said I needed an account number which, as of now, I have still never been given. A delinquent notice was sent, but not a current one. In addition, after asking multiple [redacted] City renters of multiple years (some longer than I), not one person could tell me who Keystone Collections Group was or what the per capita tax was. After contacting City Hall following these late notices, I was made aware; never prior.The rebuttal suggest that I was made aware that Keystone does not service my taxes; however, I was not. I moved to [redacted] on November 1st of 2012, and filed to Keystone. When I contacted Keystone regarding this issue, they told me that they forwarded the tax returns for me whenever I filed to them.I don’t ever recall filing with Keystone online in 2014, but I do have an account with them, which I can see that I did. I’m not sure how I knew to file there, but perhaps that year I was sent a notice; still, the annual notices are not something I ever recall receiving, especially for the per capita tax, prior to 2014.Because I did not live in Northampton County before November of 2012, perhaps that is why I was never given this notice by mail that they mention from [redacted]. The first I’ve ever learned of this was when I filed this complaint after speaking directly with [redacted]. As for the website, http://munstats.pa.gov. I have never heard of this site, and was never given it. I’m not sure how they expect me to know of it if they never gave it to me.I agree that there are inconsistencies, but I can assure you I was never outright told that Keystone is the collections group for the City of [redacted], County of Northampton. One would think that there would be a state law of some sort stating that it is the city’s responsibility to tell its taxpayers who their local tax agency is, and, if a per capita tax (or any other tax for that matter) exists, that, for one, it does exist, and for another matter, how to pay it. This year I did not receive any bill, so how could I know that I owed?If the paper tax form came from Keystone, that is something I do not recall; that, as [redacted] told me, is something they would have done if I incorrectly sent them my tax returns instead of sending them to Keystone. Because I was never sent a notice to stop sending to [redacted], I’m sure you can see my confusion. I do not recall ever agreeing to never receive paper notices from Keystone about my local or per capita tax filing.If you had the ability to check my filing status for state and federal, you would know that I filed my taxes around March 1st, hence, not late.The quote “In fact, I cannot find any evidence that they did not know that Keystone serves as their local tax collector” is a very forward assumption, and is the second time that they claimed that I knew how to file and was being dishonest. That is completely inaccurate. If you asked me this time last year who I was to file my local taxes to, I would have answered, “I file every year to [redacted], as that is who my local tax agent has been since I was fourteen years old.”As I do not owe any taxes, I can’t see how I am being charged a $25 late fee, especially when they failed to notify me until October of 2016 that my local tax form was not filed by April of 2016 for the 2015 tax year. How they could be that lax in their records, I do not know, but if I filed a month early, you would think that they could tell me before six months passed that I was making a mistake. I have been filing to whatever the paper forms and memory have suggested for as long as I can remember, but until the per capita tax of 2014, I had never heard of this agency, and assumed it was yet another tax scam until I was able to verify the legitimacy of the per capita tax. If I had been billed properly for 2015, I would have paid it. I do not let bills slide as this company seems to be suggesting. If I had the means to pay it (i.e. the “account number” they’re requesting online), I could have paid it by now. But because I was not given a bill and because I do not have that late notice anywhere, I can’t find said account number. I asked them for it back in October and still have not received it. I tried to use the account number on the local tax that I paid, but it didn’t work. If they want me to be able to communicate with them, they should communicate with me in a less convoluted, more direct, and more timely manner so that I can finally settle this. If I am charged yet another late fee because they have not given me the account number, that can not be considered my fault.They responded to my request for the account number, but never mentioned what it was or how I could get it. I am still awaiting their reply. That response, by the way, came weeks after I originally submitted my first request for information. Their lack of communication is astounding, especially considering that they responded to the Revdex.com’s notice of a filed complaint so quickly. I’m not sure where their priorities lie, but it doesn’t feel as though it’s to their “serviced” customer, the taxpayer.I would like to know how I can finally get this information and get them to cooperate and give the information I need to finally clean up this mess of a situation.Thank you for your time and your pursuance of this complaint.Sincerely,[redacted]

After reviewing the documents, my office informed the taxpayer that their taxes were not withheld by their employer. In addition, the taxpayer did not file a required local earned income tax return for any of the relevant tax years. In 2014 the taxpayer contacted my office about waiving late fees and collection costs that were assessed on their account. My office responded by notifying the taxpayer of their obligation to timely file and pay local earned income taxes. Accordingly, these fees were not waived.Since that time, my office has not received any payments or correspondence from the taxpayer. Consequently, my office sent the taxpayer another delinquent tax notice, including unpaid 2012 local earned income taxes. After sending the notice, my office received this complaint.I have personally attempted to contact the taxpayer by email and phone. I did not receive any response. I appreciate the opportunity to address this individual’s concerns, but I cannot address any outstanding issues without receiving a response. I am writing to provide a timely response to your office. Dear Ms. [redacted]:                Thank you for your letter regarding the above-referenced complaint ID number. In their complaint the taxpayer stated that Keystone’s online tax filing system prohibited her from electronically filing...

her 2016 local earned income tax return, because “a person with [her] name and social security number is not eligible to electronically file (“e-file”)”.               After personally investigating this taxpayer’s account I discovered that the taxpayer was precluded from electronically filing a tax return as the complainant’s social security number and address were already provided to Keystone on a different final return. Please know that for security and anti-fraud purposes, Keystone’s e-file system limits a taxpayer’s ability to file a return, either electronically or by paper, for more than twelve (12) months in any given tax year.  In this particular case, it appears that the complainant’s spouse filed a final return and entered the complainant’s social security number in the spouse portion of the return.  However, no earnings information was entered.  As a return had already been filed utilizing the taxpayer’s social security number for the 2016 tax year, Keystone’s e-file system prohibited the filing of another return using her unique social security number identifier.               Accordingly, I have advised Keystone’s Information Technology Department of the issue, and the restriction has been lifted on the taxpayer’s account. The complainant should now be able to electronically file her 2016 local earned income tax return on Keystone’s e-file system.               I advised the taxpayer of the issue and how to properly file as “married, filing separately” in the future. Accordingly, as the restriction on the taxpayer’s account has been lifted, my office considers this matter resolved. They also raised concerns that they were not previously notified of these unpaid taxes and requested to speak to a supervisor. Further, they raised concerns about the penalties and processing fees assessed on their accounts.Since receiving your letter I have reviewed the taxpayer’s account. A supervisor has contacted the taxpayer and left a message about their concerns. In addition, the supervisor invited the taxpayer to contact them to further address any outstanding issues.However, it is important to know that the individual received a delinquent notice for validly assessed taxes that remain unpaid. The penalties and interest assessed on their unpaid local taxes are permitted under by Pennsylvania law. In addition, the collection and processing fees assessed on their account are permitted by Pennsylvania law and the taxing authorities, pursuant to Pennsylvania Act 192 of 2004. At that time, I confirmed that my office had received the necessary documents and was processing their amended annual return. After review, my office was able to issue a refund. That refund was issued to the taxpayer on September 15, 2015.
