Dear Ms. [redacted]:               Thank you for your letter regarding the above-referenced complaint ID number. In their complaint the complainant stated that he received a letter in the mail from Keystone Collections Group regarding...

his income taxes. He further stated that he used “electronic turbo tax” software to pay his “local, state, and federal taxes.” Accordingly, he disputed the notice he received. Please know that I have thoroughly reviewed the complainant’s account.               As a preliminary matter, by separate correspondence I advised the complainant that Keystone Collections Group serves as the duly appointed Tax Officer responsible for the collection of local earned income taxes assessed by his resident political subdivision. Moreover, I explained that income taxes are separately imposed at the Federal, State, and Local levels.              Please be advised that the complainant received a failure to file notice in the mail from Keystone because he did not file a local earned income tax return for the 2016 tax year. Under Pennsylvania law, every Pennsylvania taxpayer is required to file an annual local earned income tax return with their resident tax officer by April 15. See 53 P.S. §6924.502. Taxpayers whose local earned income tax is completely withheld by their employers and taxpayers who do not have earnings or other taxable income must still file a local earned income tax return. Without such a return, Tax Officers such as Keystone have no way of verifying that an individual taxpayer’s earned income tax liability has been satisfied.  Moreover, online tax preparation programs, such as TurboTax®, do not currently file Pennsylvania local earned income tax returns or otherwise account for the remittance of Pennsylvania local earned income taxes. In fact, the only way to electronically file a local earned income tax return for taxes owed to subdivisions in which Keystone serves as Tax Officer, would be through Keystone’s online e-file system, accessible from Keystone’s website, www.keystonecollects.com. Paper returns are also available on Keystone’s website for taxpayers who prefer to file by hard copy.  Keystone has therefore developed a process of notifying taxpayers who have not filed local earned income tax returns. Per my review of the complainant’s account, he did not file a local earned income tax return with Keystone for the 2016 tax year as required by law. Accordingly, he received a notice indicating his failure to file a local earned income tax return. In response, the complainant filed the above-referenced Complaint ID in dispute of the notice. As I have advised the complainant of his legal obligation to file a tax return, my office considers this matter resolved.  I appreciate the opportunity provided by the Revdex.com to resolve the concerns of taxpayers and improve our processes.   Thank you for your attention to this matter.                                    �... taxpayers.In their complaint, the taxpayer indicated that they received a notice from my office requiring that they file a local earned income tax return and requesting $190.00. In addition, the taxpayer contacted my office by email and has been corresponding with one of our customer service representatives about the notice they received.The taxpayer did receive a notice for failing to file a local earned income tax return. Under the Local Tax Enabling Act (LTEA), codified at 53 P.S.§6924.101, et seq., all Pennsylvania residents who earn income and reside within a taxing authority assessing a local earned income tax, must file an annual return. As the duly appointed local tax collector for the taxpayer’s municipality and school district, my office mailed these notices to inform residents of this obligation.In their complaint the taxpayer stating that my office was requesting $190.00. I have reviewed their account and consulted with the customer service representative that they contacted. I do not know how they arrived at this figure. There is a late filing fee assessed, but my office cannot know if the taxpayer has any outstanding tax liability until receiving their required form. The taxpayer may have completely satisfied their local tax liability throughout the year and the required return provides an opportunity to reconcile their tax obligation.Since receiving the taxpayer’s initial email, a customer service representative from my office has been working with the taxpayer to ensure that they understand their annual filing obligation, where to obtain the proper form, and answer additional questions. My office is currently awaiting receipt of their local earned income tax return. \Based upon the latest correspondence my office has exchanged with the taxpayer, they understand their annual obligation to file these returns and intend to submit one shortly. In their letter, the taxpayer stated that they did not know they owed these taxes and also questioned the penalties and costs of collection that were assessed on their balance. I took the opportunity to explain that these taxes are self-assessed and accordingly, an individual is responsible for remitting annual payment. Furthermore, I provided an explanation of our audit process, on behalf of our client municipalities. Dear Mr. Baker:                Thank you for your follow-up letter regarding the above-referenced complaint ID number.               In my previous letter to the taxpayer, I advised that in order for my office to issue him his requested refund(s) my office would need additional information, including his resident location and physical work location for the 2015 and 2016 tax years. Additionally, the taxpayer did not file a 2016 local earned income tax return requesting a refund for the 2016 tax year. In his response, the taxpayer advised that he mailed Keystone Collections Group his 2016 local earned income tax return, including his 2016 W-2.   Be advised that this information has been received by my office.  Additionally, the taxpayer put my office in touch with a corporate accountant at his company who could provide additional employer information.   The corporate accountant from the taxpayer’s employer confirmed the taxpayer’s resident locations for the 2015 and 2016 tax years. However, the corporate accountant did not initially provide a physical work location for the taxpayer; the W-2s provided show a work location in Seattle, Washington. Accordingly, further communication with the corporate accountant was needed to determine the taxpayer’s physical work location. This information was required because while the taxpayer resides in a municipality that does not levy an earned income tax, his physical work location municipality could levy a nonresident earned income tax.   Per additional discussions with the corporate accountant, my office received the necessary information placing the taxpayer’s physical work location in a Pennsylvania municipality that does not levy a nonresident earned income tax. Accordingly, the taxpayer is entitled to refunds for the 2015 and 2016 tax years as requested. I have expedited his refund requests and a check will be issued to the taxpayer soon.   Please know that Keystone does not impose its own regulations on refunds. The requirement of providing all documentation necessary to determine appropriate resident and non-resident tax rates is a clear function of a Tax Officer fully supported by the Local Tax Enabling Act.  In fact, had the taxpayer provided this required information with his local earned income tax return(s), my office would have been able to issue his refunds sooner.   Accordingly, my office considers this matter resolved. Keystone Collections Group will use legalese and invalid aguement to threaten you into paying taxes and penalties for the EIT bills that are incorrectly prepared by them I paid Phila city wage yet they still calculated my taxes based on my yearly total income failing to decrease the amount due by the amount already paid to Phila. Then they sent me letters adding service fees and penalties on the incorrect total yearly income. Contacting them is futile. Debbie in the office can never locate files and faxes are never received by them though you hold a confirmation that it did go through. They manipulate facts when you complain formally to the Revdex.com and and never admit that their untrained staff make mistakes. I have sought legal counsel and suggest everyone dealing with them do the same. If I could rate them less than 1 I would. Read the reviews here and you'll understand the depth of their incompetence.

Accordingly, the taxpayer filed an amended local earned income tax return and requested a refund representing the alleged overpayment. Please know that after receiving the taxpayer’s complaint I personally reviewed their account. I have confirmed that the taxpayer’s residence is located in the Borough of [redacted], the municipality they originally filed in. Be advised that in Allegheny County there are two locations with the same street address.  In addition to the [redacted] location, there is another location with the same street address in [redacted] Township, with a different zip code. This is the location the taxpayer attempted to file their amended return on. The address in the Borough of [redacted] houses an apartment complex and the address in [redacted] Township houses a commercial shopping center. I recognize that [redacted] lists the taxpayer’s residence in [redacted] Township. However, Keystone Collections Group is not responsible for the information presented on [redacted], including any erroneous municipality information. Accordingly, my office is unable to issue the taxpayer a refund. Their original return, which reflected local earned income tax remitted to the Borough of [redacted], was correct.  I have sent a separate letter to the taxpayer explaining the same. In the event the taxpayer disputes the location of their residence, my office has requested documentation evidencing proof of residence in [redacted] Township. If proof is provided my office will adjust the account accordingly. After receiving the taxpayer’s complaint, I examined their account and determined that their local earned income tax return was received but all the required documentation was not initially submitted.When attempting to process the taxpayer’s return in early May, my office recognized that all the required documentation was not submitted along with the return. Accordingly, my office mailed a request to the taxpayer for the additional documents. The taxpayer and representatives of Keystone exchanged several phone calls regarding their return and documents. Because these documents were not initially received, the taxpayer’s return was queued for manual review. This created a processing delay.Once this return and the additional documents were reviewed, my office recognized issues regarding their refund request and the manner in which the taxpayer completed, their return. A representative from Keystone then contacted the taxpayer to notify them that they needed to complete an amended return. They also instructed the taxpayer where to direct the amended return to make certain that it was promptly processed.Currently, Keystone is awaiting receipt of the taxpayer’s amended 2014 local earned income tax return. Keystone will continue to work with this taxpayer to ensure that their amended local earned income tax return is timely processed and any refund is issued promptly.It is important to know that Keystone has expressed strong concern over the Revdex.com’s decision to publish these responses on the internet. Keystone is concerned about the confidential nature of taxpayer information, and our obligation to maintain a strict standard of confidentiality with regard to taxpayer detail. Dear Mr. [redacted]:                Thank you for your follow-up letter regarding the above-referenced complaint ID number.    In response to my office’s correspondence addressing the concerns outlined in her complaint the taxpayer further disputed the balance due on her delinquent earned income tax (EIT) account. In support the taxpayer forwarded an email she sent to my office in June of 2015, the contents of which bring up ancillary matters not pertinent to the taxpayer’s dispute as well as matters addressed previously.   In response, I sent a separate letter advising the taxpayer on the appropriate statute of limitations for the collection of local earned income taxes. That is, there is no statute of limitations for collecting income taxes in circumstances, such as this, where taxpayers fail to file a final return. Furthermore, it is within Keystone’s statutory audit powers as duly appointed Tax Officer to request documentation, such as W-2s, evidencing that the tax was previously paid, as the taxpayer contends. As it is the taxpayer’s contention that she paid her taxes in full, it is her responsibility to furnish proof of the same.  Understandably, Keystone cannot give taxpayer credit for unsubstantiated and alleged tax payment.   The taxpayer was advised of the same by various Keystone representatives over the past two (2) years. Accordingly, as the taxpayer has been unable or unwilling to furnish proof to the contrary, the taxpayer’s balance remains due as previously stated.  As this information has been provided to the taxpayer previously, Keystone considers this matter resolved.   I appreciate the opportunity provided by the Revdex.com to resolve the concerns of taxpayers.    Thank you for your attention to this matter.                                           ... Keystone Collections initiated, for the first time, an audit of my 2012 tax filing in February 2017. I was sent a demand letter that tried to intimidate me into paying $700 for 2012 and the lawyer that sent it said that it was statutorily required that I pay. Actually, the statute of limitations is 3 years from the filing date which was April2013, so actually, the attempt to audit me in 2017 was itself against the statute. I believe Keystone Collections uses lawyers to try to intimidate laymen into paying money they do not owe. The lawyer backed down as soon as I pointed him to the statute. Yes, a Tax Attorney admitted to the PA State Bar Association that works for a Local Tax Authority apparently "forgot" about the statute of limitations and had to be reminded by the taxpayer. I believe this could be an ethics issue and plan to file a complaint against the Keystone attorney with the PA Disciplinary Board that oversees improper lawyer behavior. Please keep this statute of limitations in mind should you receive old collections notices from Keystone. I doubt I am the only one they have done this to. Luckily, I am not so easily intimidated and I took the time to go read the statute.

I just received a letter stating that I owe 1,600.00 from 2014. Calling on Monday, thanks for the heads up

Every couple of years I get collection notices from KCG saying I owe back EIT for 2 years. Like last week stating I didn't file and owe EIT for 2013 and 2014! So I have to fax them W2's clearly showing I worked in Philadelphia for the years in question. Per the Sterling ACT, I am exempt from local EIT. When I call a Keystone rep, they say the only way to rectify these notices , is to file yearly EIT returns on their web site keystone collects.com . But the web site wont let me do that stating records indicate I don't have to file a return? So getting these notices in stressfull 2 years event that I cant stop despite letting them know I have worked in Philadelphia the last 30 years and continue to do so. I wonder how many people that work in Phila. have been suckered into paying a debt they don't owe? That's a serious issue if they are not refunded and should mnaybe be looked into?!

I received a letter from Keystone collections stating my husbands return for our local income tax was not returned. Our account prepared our taxes together and we owed a total of $248. I checked and our check was cashed for the $248. I mailed out all of our tax documents the same day. I called the number per the letter to inquire on what is going on. The first person I spoke to told me only my filing was received as well as the check and my husbands was not received. I asked her if I could fax over the information along with a copy of the cashed check since I was concerned about mailing out this information again. She said that faxing was not acceptable way to send the information as it would sit there, and to mail the a copy of the check as well as our tax file. I asked if anything additional needed to be sent in. She stated just a copy of the return and cashed check. I mailed all the documents out that day. I now have received a phone call stating I need to send in a W2 and pay a late fee!!!! Keystone is now claiming my return and W2 was not received either and I now need to fax this information and pay a fee??? I sent all my taxes out on time and the check was dated April 11, 2015. The agent stayed my envelope was post marked April 23rd from New Jersey. I do not live in New Jersey and sent all my returns from Chester, County PA. She also stated my check was cashed April 26th, but my bank records indicate my check was cashed May 20th? I am outraged by the misinformation, and late fees when my returns were prepared and mailed before the deadline! None of my other returns were received late and I never received a letter from Keystone that my return was not received or that it was late and I owed a fee. I am just receiving intimidating phone calls with misinformation

I am outraged by the misinformation, and late fees when my returns were prepared and mailed before the deadline! None of my other returns were received late and I never received a letter from Keystone that my return was not received or that it was late and I owed a fee. I am just receiving intimidating phone calls with misinformation

Review: I paid my taxes through [redacted] like usual. Did all of the usual paperwork as in years past. Everything was signed 3/5/2016 and mailed by my tax preparer on 3/6/2016. Then 2 months later in May we were asked for additional information which was immediately sent to them. Then on 08/13/2016 I received a letter from Keystone Collections (handles my local taxes) that I owed money including a penalty and interest in money that I do not owe. They claimed to never had received my PA-UE document nor my DE-NR. I had to resubmit those forms. They sais that they even wanted a letter from my former employer [redacted] whose declared bankruptcy and had all of their assets auctioned off months ago. They no longer exist nor gave a WARN letter. How am I supposed to get a letter from them if I couldn't even get told my management that they were closing the doors?Desired Settlement: I want the correct account balance and even a refund of the correct amount.

In their complaint the taxpayer stated that they received a letter from Keystone attempting to collect taxes the taxpayer believes they do not owe. Please know that after receiving the taxpayer’s complaint I personally reviewed their account. I have confirmed that the taxpayer incorrectly calculated their out of state credit for wages earned in the state of Delaware. I have sent a detailed letter to the taxpayer explaining where the miscalculation occurred. In the event the taxpayer disputes that tax is owed, my office has requested documentation evidencing proof of the same. If proof is provided my office will adjust the account accordingly. Review: I received a letter in the mail from this company about delinquent earned income tax for the local school district from Keystone Collections Group. This was for the year 2013, but I did not buy my home and move to the area until 2014. I called the company earlier in the week and they are saying the burden of proof is on me and I need to send them my proof of residency and W-2 from 2013. I am concerned because they've approached me with inaccurate information, but I am now the one who has to forward a company I know nothing about my personal/confidential paperwork.Desired Settlement: I would like to confirm that this is a real organization and have an explanation of why I need to prove this when the information they have is inaccurate.
